Tuesday, September 8, 2015
The Cunningham Township Board met in Regular session Tuesday, September 8, 2015
at 7 p.m. in the Council Chambers at the Urbana City Building, 400 S. Vine
Street, Urbana, Illinois.

A. ROLL CALL
Chair Prussing called the meeting of the Cunningham Township Board to
order at 7:01 p.m.
B. APPROVAL OF MINUTES OF PREVIOUS MEETING
Trustee Aaron Ammons made a motion to approve minutes from August 3,
2015. Trustee Eric Jakobsson seconded. Township Supervisor Michelle
Mayol made some corrections to the minutes under “petitions and
communications”. “The second paragraph should read” Trustee Jakobsson
asked that the Assessor Dan Stebbins (who was not present) to prepare a
county assessment briefing update. After corrections, motion carried
by voice vote.
C. COMMITTEE TO VERIFY BILLS
The following items were presented in omnibus fashion:
1. Town Fund
2. General Assistance Fund
Trustee Dennis Roberts made a motion to approve the Town Fund in the
amount of $66,782.13 General Assistance Fund in the amount of
$16,294.66. Trustee Diane Marlin seconded. Motion carried by voice
vote.

There were none.
E. PETITIONS AND COMMUNICATIONS
There was none.

G. NEW BUSINESS
1. Resolution No. T-2015-09-003R: Resolution Authorizing Request to
Intervene in Formal Hearing with the Champaign County Board of
Review
Assessor Dan Stebbins was not present for this item. Trustee
Madigan suggested holding this item to the next meeting due to his
absence. Discussion ensued.
Cunningham Town Board Attorney Fred Grosser addressed some of the
questions from trustees. After debate there was a request for two
separate motions in order to provide clarity. The first one was
to approve Resolution No. T-2015-09-003R; The second was to
request the presence of the Cunningham Township Assessor Dan
Stebbins to attend the meetings.
Trustee Eric Jakobsson made a motion to approve Resolution No. T-
2015-09-003R as presented. Trustee Charles Smyth seconded.
Motion carried by roll call vote.

Disposition: Resolution No. T-2015-09-003R was approved by roll
call vote (6-Ayes; 1-Nay)
Trustee Eric Jakobsson made a motion to require the presence of
the Assessor Dan Stebbins to attend the meetings. Trustee Charles
Smyth seconded. Motion carried by roll vote.

Disposition: Motion to require the attendance of Cunningham
Township Assessor Dan Stebbins was approved by roll
call vote (7-Ayes; 0-Nays)
2. Resolution No. T-2015-09-004R: Resolution Authorizing Certain
Individuals to Sign Checks for Cunningham Township
Township Supervisor Michelle Mayol presented Resolution No. T-
2015-09-004R with recommendation for approval. Discussion ensued.
After presentation Trustee Charles Smyth made a motion to approve
Resolution No. T-2015-09-004R as presented. Trustee Eric
Jakobsson seconded. Motion carried by roll call vote.

Disposition: Resolution No. T-2015-09-004R was approved by roll
call vote (7-Ayes; 0-Nays)
3. Fiscal Year 2015 Audit/Financial Statement Presentation by John
Knoblett from Kemper CPA Group L.L.P.
Mr. Knoblett completed the audit and found all records to be in
order as previous years. He gave a brief report regarding the
finances and the changes to the audit compare to previous years.
Mr. Knoblett explained that the only two reasons he found on
record for the changes are: The Affordable Care Act and Re-
evaluation on current client applications in order to be in
compliance with the law requirements. Discussion ensued.
After presentation and debate Trustee Charles Smyth made a motion
to approve the audit as presented. Trustee Diane Marlin seconded.
Motion carried by voice vote.
4. Closed and Open Session to Consider
Township Attorney Frederic M. Grosser stated that there is no need
to go into closed session at this time. Mr. Grosser gave an
update that all Appellate Court arguments have been scheduled to
be heard on October 22, 2015, and that the Court will provide a
written decision within 60 days after the October 22, 2015
hearing. Mr. Grosser also provided an overview of the issues
being decided.
H. ADJOURNMENT
There being no further business to come before the Cunningham Town
Board, Chair Prussing declared the meeting adjourned at 7:30 p.m.
