Smyth, Town Clerk CUNNINGHAM TOWNSHIP BOARD Monday, June 5, 2017 The Cunningham Township Board met in Regular session Monday, June 5, 2017 at 7 p.m. in the Council Chambers at the Urbana City Building, 400 S. Vine Street, Urbana, Illinois. ELECTED OFFICIALS PHYSICALLY PRESENT: Chair: Diane Wolfe Marlin Trustees: Aaron Ammons; Bill Brown; Dean Hazen; Eric Jakobsson; Jared Miller; Maryalice Wu Town Clerk: Charles A. Smyth Supervisor: Danielle Chynoweth Assessor: Absent ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: None ELECTED OFFICIALS ABSENT: Dan Stebbins, Assessor; Dennis Roberts, Alderman Ward 5 OTHERS PRESENT: Frederic Grosser; Wendy Hundley; Members of the Media 1. ROLL CALL Chair Marlin called the meeting of the Cunningham Township Board to order at 7:00 p.m. 2. PUBLIC PARTICIPATION There was none. 3. APPROVAL OF MINUTES OF PREVIOUS MEETING Trustee Bill Brown made a motion to approve minutes from May 1, 2017, May 15, 2017(Special meeting) and May 15, 2017 (Joint meeting). Trustee Dean Hazen seconded. Motion carried by voice vote. 4. COMMITTEE TO VERIFY BILLS The following items were presented in omnibus fashion: 1. Town Fund 2. General Assistance Fund Trustee Bill Brown made a motion to approve the Town Fund in the amount of $69,938.35 and the General Assistance Fund in the amount of $18,880.24. Trustee Maryalice Wu seconded. Motion carried by voice vote. 5. REPORTS OF OFFICERS Township Supervisor Danielle Chynoweth passed a signature sheet for bill approval for everyone to sign. Ms. Chynoweth said that she will host orientation meetings throughout the summer in order to orient the board about the history and role of the Township. Page 1 of 3  Ms. Chynoweth also presented the schedule for the Township Budget process as mandated by the Illinois Municipal Budget Law. 6. UNFINISHED BUSINESS There was none. 7. NEW BUSINESS a. Resolution No. T-2017-06-002R: Resolution Ascertaining Prevailing Rate of Wages (2017) Township Supervisor Danielle Chynoweth presented Resolution No. T-2017-06-002R with recommendation for approval. In the State of Illinois, all municipalities are required to adopt prevailing wages annually. These wages are based on information compiled by the Department of Labor. Trustee Jakobsson made a motion to adopt Resolution No. T-2016-06-002R. Motion was seconded by Trustee Miller and carried by voice vote. b. Resolution No. T-2017-06-003R: A Resolution Authorizing the Cunningham Township Supervisor to Sign a Contract with Health Alliance Medical Plans for Health Insurance Coverage. (Effective January 1, 2017) Township Supervisor Danielle Chynoweth presented Resolution No. T-2017-06-003R with recommendation for approval. This contract has been in place since January 1, 2017. However, there was some language of concern addressed by Township Attorney Fred Grosser. The concerns had to do with sharing of participants’ information. Once changes were made, Mr. Grosser concurred and his recommendation was for the Township Board to sign the new contract. After the presentation, Trustee Ammons made a motion to approve Resolution No. T-2017- 06-003R as presented. Trustee Brown seconded. Motion carried by voice vote. c. Resolution No. T-2017-06-004R: A Resolution Relating to Participation by Elected Officials in the Illinois Municipal Retirement Fund Township Supervisor Danielle Chynoweth presented Resolution No. T-2017-06-004R with recommendation for approval, as it is a standard procedure to stay in compliance; this is a certification requirement that has to take place every two years. There being no questions or concerns Trustee Miller made a motion to approve Resolution No. T-2017-06-004R as presented. Trustee Ammons seconded. Motion carried by voice vote. d. Resolution No. T-2017-06-005R: Resolution Appointing Cunningham Township Supervisor as the Authorized Agent for the Illinois Municipal Retirement Fund Township Supervisor Danielle Chynoweth presented Resolution No. T-2017-06-005R with recommendation for approval. This will allow the Township supervisor to have administrative access to the account. There being no questions, Trustee Ammons made a motion to approve Resolution No. T- 2017-06-005R as presented. Trustee Jakobsson seconded. Motion carried by voice vote. 8. CLOSED AND OPEN SESSION TO CONSIDER Township Supervisor Danielle Chynoweth said that there was no need to go into close session at this time. 9.
