CITY OF URBANA Cunningham Township Board Meeting DATE: Monday, October 11, 2021 TIME: 6:30 p.m. PLACE: Held virtually via zoom (400 S. Vine Street, Urbana, IL 61801) MINUTES The Cunningham Township Board met via ZOOM at 6:30 p.m. on Monday, October 11, 2021. PRESENT via Zoom: Diane Marlin, Chair Danielle Chynoweth, Township Supervisor Wayne Williams, Township Assessor Phyllis D. Clark, Town Clerk TRUSTEES PRESENT via Zoom: Maryalice Wu, Christopher Evans, Shirese Hursey, Jaya Kolisetty, Chaundra Bishop, Grace Wilken, James Quisenberry. STAFF PRESENT: Fred Grosser, Township Attorney There being a quorum Chair Marlin called the Cunningham Township Board Meeting to order at 6:30 p.m. Township Supervisor, Danielle Chynoweth, asked to entertain a motion to change the order of the agenda. She asked that New Business be moved to the beginning of the agenda after Approval of the Minutes and before Committee to Verify Bills. Trustee Bishop moved to change the order of the agenda by putting New Business before Committee to Verify Bills, Trustee Quisenberry seconded. Trustees voting Aye: Maryalice Wu, Christopher Evans, Shirese Hursey, Jaya Kolisetty, Chaundra Bishop, Grace Wilken and James Quisenberry. Voting Nay: None. APPROVAL OF MINUTES There are 6 sets of minutes being presented for approval, they are: April 12, 2021 (removed from list to be voted on separate because new council had not been seated); June 14, 2021 – Special Meeting; June 21, 2021 – Public Hearing and Special Meeting; July 12, 2021 – August 9, 2021 – Public Hearing and Meeting; September 13, 2021 The minutes for April 12, 2021 was moved for by Trustee Wu and seconded by Trustee Hursey [roll call: Ayes: 3; Nays: 0; Abstentions: 4. Cunningham Township Board Meeting October 11, 2021 Page 2 The remainder of the minutes was moved for approval as corrected by Trustee Wu and seconded by Trustee Kolisetty [roll call: Voting Aye: Trustees Wu, Evans, Hursey, Kolisetty, Bishop, Wilken and Quisenberry - 7; Voting Nay: 0. COMMITTEE TO VERIFY BILLS Committee to verify bills was presented by Supervisor Chynoweth. The Town Fund was in the amount of $44,990.64. General Assistance Fund was in the amount of $84,130.39 making the total expenditure $129,121.03. Motion to approve the bills was moved by Trustee Bishop, seconded by Trustee Quisenberry. Voting Aye: Trustee Wu, Trustee Evans, Trustee Hursey, Trustee Kolisetty, Trustee Bishop, Trustee Wilken and Trustee Quisenberry. Voting Nay: None. QUARTERLY FINANCIAL REPORT The quarterly financial report was presented by Supervisor Chynoweth. Following a brief discussion Trustee Bishop moved to approve the financial report, Trustee Wilken seconded. Voting Aye: Trustee Wu, Trustee Evans, Trustee Hursey, Trustee Kolisetty, Trustee Bishop, Trustee Wilken and Trustee Quisenberry. Voting Nay: None. Supervisor Chynoweth presented Resolution No. T-2021-010-012R: A Resolution Authorizing the Supervisor to Sign a Memorandum of Understanding with the Channing Murray Foundation (Bucket Brigade Food Delivery and Neighbors Helping Neighbors Volunteer Coordination). Following a brief discussion period, Trustee Wu moved, Trustee Bishop seconded to approve Resolution No. T-2021-010- 012R. Voting Aye: Trustee Wu, Trustee Evans, Trustee Hursey, Trustee Kolisetty, Trustee Bishop, Trustee Wilken and Trustee Quisenberry. Voting Nay: None. DISPOSITION: Resolution No. T-2021-010-012R: A Resolution Authorizing the Supervisor to Sign a Memorandum of Understanding with the Channing Murray Foundation (Bucket Brigade Food Delivery and Neighbors Helping Neighbors Volunteer Coordination), was adopted by the Board, 7 ayes and 0 nays. Following a brief discussion period, Trustee Wilken moved, Trustee Wu seconded to approve Resolution No. T-2021-010-013R: A Resolution Authorizing the Supervisor to Sign a Memorandum of Understanding with the Sola Gratia Farms (Solidarity Gardens). Voting Aye: Trustee Wu, Trustee Evans, Trustee Hursey, Trustee Kolisetty, Trustee Bishop, and Trustee Wilken. Voting Nay: None. Abstention: Trustee Quisenberry. DISPOSITION: Resolution No. T-2021-010-013R: A Resolution Authorizing the Supervisor to Sign a Memorandum of Understanding with the Sola Gratia Farms (Solidarity Gardens), was adopted Cunningham Township Board Meeting October 11, 2021 Page 2 by the Board.
