Board of Estimate and Apportionment Meeting Minutes

City of Utica Board of Estimate & Apportionment – Special Meeting January 14, 2022 The meeting is called to order at 4:10 p.m. Present: Robert M. Palmieri, Mayor; Diana Koury, Deputy Comptroller; Michael Galime, Common Council President; Celeste Friend, 3rd District Councilmember; David Short, Department of Public Works Commissioner Absent: None. Also Present: Heather Mowat, Budget Director; Butch Ventura, Labor Negotiations Consultant; Melissa Sciortino, City Clerk; David Butler, Deputy City Clerk A motion is made by Mayor Palmieri to vote on a Resolution approving the terms and conditions of a tentative agreement between the City of Utica and the CSEA. The motion is seconded by Mr. Galime. • RESOLUTION APPROVING THE TERMS AND CONDITIONS OF A TENTATIVE AGREEMENT BETWEEN THE CITY OF UTICA AND THE CIVIL SERVICE EMPLOYEES ASSOCIATION, INC., LOCAL 1000, AFSCME, AFL-CIO, DATED JANUARY 11, 2022. Ayes: Palmieri, Koury, Galime, Friend, Short – 5 Nays: 0 Adopted. Budget Director Heather Mowat requests the following information be included in the record: The employee contribution of five percent (5%) of the cost of their health insurance coverage that becomes effective for Fiscal Year 2023 – 2024 AND the employee contribution of seven and one-half percent (7.5%) of the cost of their health insurance coverage that becomes effective for Fiscal Year 2024 – 2025 shall apply to ONLY the employees that have been contributing zero percent (0%) of the cost of their health insurance coverage as of the date of this agreement, January 11, 2022.
