City of Utica Board of Estimate & Apportionment – Regular Meeting April 30th, 2024 The meeting is called to order at 3:11 p.m. Present: Michael P. Galime, Mayor; Katie Aiello, 1st District Councilmember; Rocco Giruzzi, Common Council President William Morehouse, Comptroller; David Short, Department of Public Works Commissioner; Almir Kaltak, Budget Director Also Present: Melissa Sciortino, City Clerk/Secretary to E&A Andrew Castilla, Deputy City Clerk Zach Oren, Corporation Counsel A motion to enter into Executive Session to discuss personnel matters and Smith v. the City of Utica made by Mayor Galime The motion is seconded by Councilmember Aiello A motion to end Executive Session made by Councilmember Aiello The motion is seconded by Giruzzi RESOLUTION TO RETAIN OUTSIDE COUNSEL AT A RATE OF $250 PER ATTORNEY, PER HOUR, PLUS NECESSARY COSTS AND DISBURESEMENTS A motion is made by Councilmember Aiello The motion is seconded by Giruzzi Ayes: Aiello, Giruzzi, Galime, Morehouse, Short – 5 Nays: 0 Adopted. RESOLUTION APPROVING A TRANSFER OF FUNDS: $172,605.09 FROM BAN PRINCIPAL, $5,158.89 FROM CAPTIAL OUTLAY – SIDEWALKS, $3,182.32 FROM OTHER SUPPLIES. $90,291.82 TO STREET LIGHTING – ELECTRIC, $5,158.89 TO STREET MAINTENANCE, $3,182.32 TO PARKS MAINTENANCE, $82,313.27 TO REPAIRS. TO COVER SOLAR FARM INVOICES FOR 4TH QUARTER (12/23-3/24), DPW AND PARKS REPAIRS AND MAINTENANCE. RESOLUTION TO INCORPORATE FOR THE US DEPARTMENT OF HOUSING & URBAN DEVELOPMENT HOME –ARP GRANT INTO THE 2024-2025 CITY BUDGET IN THE AMOUNT OF $2,428,816. MONEY WILL ALLOTED TO THE COMMUNITY DEVELOPMENT BUDGET FOR AFFORDABLE HOUSING ASSISTANCE A motion is made by Councilmember Aiello The motion is seconded by Morehouse Ayes: Aiello, Morehouse, Giruzzi, Short – 4 Nays: 0 Adopted. RESOLUTION TO INCORPORATE FOR THE US DEPARTMENT OF HOUSING & URBAN DEVELOPMENT LEAD HAZARD CONTROL GRANT INTO THE 2024-2025 CITY BUDGET IN THE AMOUNT OF $3,974,989.
