City of Utica Board of Estimate & Apportionment – Regular Meeting July 14th, 2026 The meeting is called to order at 2:57PM Present: Michael Galime, Mayor Mark Sokolowski, DPW Commissioner Frank Meola, Comptroller Katie Aiello, 1st Ward Councilmember Also Present: Andrew Castilla, Deputy City Clerk Almir Kaltak, Budget Director No objections to the previous meeting’s posted minutes Reading of the previous meeting’s minutes waived. None opposed RESOLUTION TO AUTHORIZE THE INCORPORATION OF THE REMAINING NYS OPIOID SETTLEMENT INTO THE 2026-2027 CITY OF UTICA BUDGET A motion is made by Galime The motion is seconded by Meola Ayes: Galime, Meola, Sokolowski, Aiello – 4 Nays: 0 Adopted. Through the City’s Green Team the City will use these funds to provide employment skills and training to persons in treatment for, or recovering from, Opiate Use Disorder (OUD). The City contracts with Cornerstone Community Church to provide these services.
