City of Utica Common Council – Special Meeting January 28, 2022 @ 4:30PM The meeting is called to order at 4:30p.m. Melissa Sciortino, City Clerk; Present: Michael Galime, Common Council President; Katie Aiello, 1st District Councilmember; Robert Burmaster, 2nd District Councilmember; Celeste Friend, 3rd District Councilmember; Frank Meola, 4th District Councilmember; Delvin Moody; 5th District Councilmember; Joseph Betrus, Jr., 6th District Councilmember; Mark Williamson, Councilmember at Large; Samantha Colosimo-Testa, Councilmember at Large; Frank DiBrango, Councilmember at Large Absent: None. Also Present: Anthony Garramone, Esq., Common Council Attorney; Zach Oren, Esq., First Assistant Corporation Counsel; Stephanie DiGiorgio, Esq., Assistant Corporation Counsel; Charlie Brown, Esq, Assistant Corporation Counsel; Scott Ingersoll, Fire Chief; Jim Noon, Deputy Fire Chief: Ed Noonan, Deputy Chief of Police; Full Counsel received and accepts Mayors VETO message. Full Counsel received and accepts Corporation Council’s message regarding the VETO- No Comments. Ordinance #18 (vetoed) AMENDING THE COMPOSITION OF THE BUREAU OF FIRE FOR THE CITY OF UTICA, NEW YORK A motion to override the VETO by Councilmember Colosimo-Testa The motion is seconded by Councilmember Williamson Ayes: Aiello, Burmaster, Friend, Meola, Moody, –5 Nays: Betrus, Williamson, Colosimo-Testa, DiBrango The motion to move Pro.
