The Regular Planning and Zoning Commission meeting of the City of Uvalde was called to
order on Tuesday May 2, 2023, at 6:00PM, in the City Hall, Council Chambers, with the
following members present:

Commission meeting made by Commissioner Jimmie Raines. Motion seconded by

III. CASE FILE 08-23PZ
III. Consider the request of Christie and Ruben Torres, applicants, requesting
a zone change from Residential 1 to Residential 2a, to remodel the
structure into a duplex. The property is located at 405 W Sabinal St., NCB

Susan Anderson, Director of Planning and Development explained that for a duplex
you are required to have at least 5,000 square feet. This property has 12,600 square
feet, it is very large. It has a 90 ft. frontage with 140 ft depth and has plenty of room
for the 4 parking spaces required. There were 13 letters mailed, 11 received, and no
protests.

Christie Torres, property owner along with Jeff Allen, the contractor for the project
addressed Commissioners. Ms. Torres stated that it will be 2 units, each with 2
bedrooms and 1 bath.

IV. CASE FILE 09-23PZ
IV. Consider the request of Juanita Martinez, applicant requesting a Special
Use Permit for a Home Occupation – Beauty Salon in a Residential 3
zone. The property is located at 824 W Cargile St, NCB 127, Burns
Subdivision, Block 14, lot 9, City of Uvalde, Uvalde County Texas.

Susan Anderson, Director of Planning and Development explained that this property
meets the requirements for a special use permit. The two items that need to be looked
at are backflow and parking. First, anything that is a beauty shop (which this is)
requires backflow prevention. This is to prevent any chemical contamination. The
second thing is parking spaces. Every residential unit in town is required to have 2
parking spaces. If you are going to have a salon in your home, you would need 2
additional parking spaces. If there are no outside employees, then only 1 extra parking
space is needed for customers.

Juanita Martinez, property owner stated that she is the only employee. She mentioned
she does have sufficient parking, and that her customers are by appointment only. Ms.
Martinez stated that she will have backflow installed.

V. CASE FILE 10-23 PZ
V. Consider the request of Slate Creek Ranch LLC., applicant, requesting a
zone change from Residential 1 to Residential 2b, in order to build a 3 or
4 plex on the property. The property is located at 800 E Garden St., NCB

Susan Anderson, Director of Planning and Development explained that this is a
property that sits at the corner of 4th Street and E. Garden Street. Mrs. Anderson
stated that it adjoins the property which is the next case file. The property owner
would like to put in some apartments on the property, Mrs. Anderson is working on
how many units can be placed on the property. If you have a corner lot you are
supposed to have the front yard setback on both streets. She believes it will be possible
to place 2 units on the property that are 2 stories, as it is currently. The owners are
welcome to ask for a variance on the front yard setback because there is a 30 ft.
setback and the lot is only 50 ft. wide. There were 22 letters mailed, 15 received, and 1
letter in opposition.

Roland Garcia, representing Slate Creek Ranch, LLC. addressed the commissioners.
Mr. Garcia stated that they plan to build the units on this lot and use the adjacent lot
for parking.

VI. CASE FILE 11-23PZ
VI. Consider the request of Slate Creek Ranch LLC., applicant, requesting a
zone change from Business 2 to Residential 3a, this would allow them to
build multiple apartments on the property. The property is located at 118
S 4th St., NCB 242, Jackberry Subdivision (Resub of Marsh Tract Block
A), Block A, Lot 2B-1, 2B-2, City of Uvalde, Uvalde County Texas.

Susan Anderson, Director of Planning and Development explained that this property is
between the property just approved and Jack in the Box. It easily can do 10 units, one
level, if you go up you can do more than that. It can be adjusted pending if parking is
negotiated. Currently, it is 20,159 sq. ft. Requirements are, 2,000 sq. ft. per unit on
the ground, with a 30 ft. setback, 35 ft. rear, and 10ft. side. It can be up to 3 stories
and there are 2 parking spaces per unit.
There were 20 letters mailed, 13 received, and no comments.

11,000 sq. ft. only 5,000 sq. ft. are required for a duplex. It has a 60 ft. frontage and
184 ft. depth. It has the front, side, and rear setbacks. This property meets all
requirements. There were 18 letters mailed, 11 received, 2 unclaimed, 1 letter in favor,
and 1 letter against.

Samantha Sanford, property owner stated that the property in question is an existing 5
bedroom 2 bath house. They will convert to a 3 bedroom 1 bath and a 2 bedroom 1
bath (2 units).

VIII. Consider the request of Juan F Torres IV, applicant, requesting a Special
Use Permit to use the structure in the back of the property as an
accessory dwelling. The property is located at 720 E Mesquite St., NCB
86, East Uvalde Subdivision, Block 4, Lot 78, City of Uvalde, Uvalde
County Texas.

Susan Anderson, Director of Planning and Development explained that this is a large
lot that faces Mesquite St. The back of the property faces Wimberly St. It is 12,600 sq.
ft. and meets all setback requirements. The property is owner-occupied. There were
40 letters mailed, 30 received, and 1 letter in favor.

Juan Torres stated that he plans to rent the unit and the property will be owner
occupied.

Susan Anderson, Director of Planning and Development explained that this has the
same requirements as the previous beauty salon request, parking and backflow. The
lot is 10,500 sq. ft. and parking should not be an issue.
There were 30 letters mailed, 27 received, 2 in favor, and 2 in opposition.

Laura Zavala, property owner stated that there is plenty of parking space and that she
will obtain backflow for her property.
