Main St. Uvalde, TX 78801 The Regular Planning and Zoning Commission meeting of the City of Uvalde was called to order on Tuesday August 5, 2025, at 6:00PM, in the City Hall, Council Chambers, with the following members present: COMMISSIONERS Gilbert Limones PRESENT: Lydia Moss Rosemberg Risa, III Walter Tidwell Monica De Leon-Alt. Consider request from Victor and Cindy De Hoyos for a zone change from Residential 3 to Commercial 1 to open a beauty salon. The property is located at 125 S. Mrs. Anderson shared that the property is located at the corner of Evans Street and Garden Street. The building on the property was originally Mariscal Grocery. The current property owners are requesting a rezoning to Commercial, as they plan to convert the building into a beauty salon. Public hearing opened at 6:02PM Victor DeHoyos, property owner addressed Commissioners present. Mr. DeHoyos echoed Mrs. Anderson’s remarks and addressed questions from the commissioners. Public hearing closed at 6:04PM Motion to approve Case File 13-25PZ made by Commissioner Gilbert Limones. Motion seconded by Commissioner Rosemberg Risa, III. Motion carried 5-0. 4. CASE FILE 14-25PZ 4.A. Consider request from Marsha Mack to subdivide her property into 2 lots. The property is located just outside the city limits, within the Extraterritorial jurisdiction of the City of Uvalde, at 504 W. Fannin St. NCB 1809M1 GIS ROSSINGTON & HAMILTON SUBDIVISION BLK 17, LOT 6, 7, 8-B, 9-B, 10-B, City of Uvalde, Uvalde County Texas. a) Staff comments b) Public hearing c) Reconvene meeting for discussion and decision on application Susan Anderson, Director of Planning and Development addressed Commissioners present. Mrs. Anderson explained that the house on the property faces Hood Street, while the remainder of the property lies along Fannin Street. She noted that the property is located within the city’s ETJ (extraterritorial jurisdiction), and staff has no objections to the proposed subdivision. Commissioner Gilbert Limones asked about the extent of the city’s authority within the ETJ. Mrs. Anderson clarified that the city does not issue building permits in the ETJ, except for plumbing permits, and that the city’s jurisdiction is limited to subdivision matters. Public hearing opened at 6:07PM Crystal Alejandro, realtor for the property owner addressed Commissioners present. Mrs. Alejandro explained that the purpose of the subdivision is to adjust the property lines and responded to questions from the commissioners. Public hearing closed at 6:09PM Motion to approve Case File 14-25PZ made by Commissioner Gilbert Rosemberg Risa, III. Motion seconded by Commissioner Walter Tidwell. Motion carried 5-0. 5.
