The Regular Historic Preservation Board meeting of the City of Uvalde was called to order on
Thursday April 27, 2023, at 5:30PM, in the City Hall, Council Chambers, with the following
members present:

1 CALL MEETING TO ORDER
2 APPROVAL OF MINUTES
2A. Consider approving the minutes of the March 23, 2023 Historic Preservation
Board meeting.
Motion to approve the minutes of the March 23, 2023 Historic Preservation Board
meeting made by Board Member (alt.) Ben Elliott. Motion seconded by Board Member
Debbie Esser. Motion carried 4-0.
3 NEW BUSINESS
3A. Consider approval of the Main Street Facade Grant application process and
matrix.
Susan Anderson, Director of Planning and Development explained that the application
is the same as last presented. Mrs. Anderson reviewed the matrix with the board.
Board members did not have any questions for Mrs. Anderson. Motion to approve

agenda item 3A made by Board Member (alt.) Ben Elliott. Motion seconded by Board
Member Debbie Esser. Motion carried 4-0.
3B. Consider approving a Certificate of Appropriateness Application for 114 E.
North St.
Benjamin Elliott, property owner addressed the board. Mr. Elliott explained that he
and his family have spent the last 4 years remodeling 114 E. North St. They have
returned the old archway, that was orginial from 1907. After that portion was
completed, they were having problems with people causing issues on the property.
They have installed the temporary fencing, but are ready to take that down. Before
they remove the fence, they have spoken to their architect and would like to place a
gate in that area. The architect has designed a gate that is not historical but will look
historical. Susan Anderson, Director of Planning and Development stated that staff
recommends approval. Motion to approve item 3B made by Board Member Olga
Charles. Motion seconded by Board Member Debbie Esser. Board Member Ben
Elliott abstained. Motion carried 4-0-1.
4 ADJOURNMENT
Motion to adjourn made by Board Member (alt.) Ben Elliott. Motion seconded by Board
Member Olga Charles. Motion carried 5-0. Meeting adjourned at 5:50PM.

5. If the proposal includes signs or lettering, a scale drawing showing the type of lettering to
be used, all dimensions and colors, a description of materials to be used, the method of
illumination (if any) and a plan showing the sign’s location on the property;
6. Any other information which the board may deem necessary in order to visualize the
proposed work. If replacing original materials, provide costs for repair and replacement.
