Regular Meeting
January 18, 2016
7:30 P.M.
PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the
American Flag was given by all
present.
CALL TO ORDER: Mayor Gottman called the regularly
scheduled meeting of the Vandalia City
Council to order at 7:30 P.M.
ROLL CALL: Aldermen present were: Swarm, Hubler,
Rebbe, B. John Clark, Crawford,
Lester, Stunkel and Hobler.
MINUTES: A motion was made by Swarm and
seconded by Hobler approving the
minutes from the January 4, 2016 City
Council Meeting. Motion carried.
REGULAR BILLS: A motion was made by Swarm and
seconded by Hubler approving the
regular bills as presented. Motion
carried.
TREASURER’S REPORT: A motion was made by Stunkel and
seconded by Crawford approving the
Treasurer’s report. A copy of the
Treasurer’s Report will be filed for
audit.
SPECIAL BILLS: A motion was made B. John Clark and
seconded by Stunkel approving all
Special Bills: Burnside-Johnston &
Connor in the amount of $4,218.40
for legal fees; ADS Electric Corp.
in the amount of $14,098.69 for
maintenance on lights from July 1,
2015 thru December 31, 2015; Ameren
Illinois in the amount of $4,005.60

for street lights; South Central FS,
Inc. in the amount of $4,157.84 for
garage fuel; Brenntag Mid South in
the amount of $9,016.55 for chemical
supplies; Direct Energy in the
amount of $13,710.44 for electric;
Civic Systems, LLC in the amount of
$2,700.00 for fees due to the data
processing for water meters. Motion
carried.
ORDINANCE #2016-1-18-A: A motion was made by Swarm and
AMENDING THE VANDALIA seconded by Hobler adopting
MUNICIPAL CODE AT TITLE V Ordinance #2016-1-18-A, Amending The
BUSINESS LICENSES & Vandalia Municipal Code At Title V
REGULATIONS AT SECTION Business Licenses And Regulations At
5.08.070 NUMBER OF LICENSES: Section 5.08.070 referring to club
licenses and Class C-2 Licenses to
read, “Not more than Four (4) Class
C-2 Licenses shall be currently in
effect at any one time.”
A roll call vote was taken: Stunkel,
yea; Hubler, yea; B. John Clark,
yea; Swarm, yea; Crawford, yea;
Rebbe, yea; Lester, yea; Hobler,
yea. Motion carried.
RESOLUTION #2016-1-18-B: A motion was made by B. John Clark
RESOLUTION APPROVING AN and seconded by Hubler adopting
ILLINOIS DEPARTMENT OF Resolution #2016-1-18-B,Approving An
TRANSPORTATION LOCAL PUBLIC Illinois Department of
AGENCY AGREEMENT FOR FEDERAL Transportation Local Public Agency
PARTICIPATION Agreement For Federal Participation.
The location of the work is at
Randolph Street and Fifth Street
Intersection which will include
removal of two existing bridges and
construction of 214 foot of double
14’ x 7’ concrete box culvert
including related roadway work.

RESOLUTION #2016-1-18-C: A motion was made by Hobler and
RESOLUTION APPROVING AN seconded by B. John Clark adopting
AGREEMENT FOR TECHNICAL Resolution#2016-1-18-C, Approving An
SERVICES AND ASSISTANCE Agreement For Technical Services And
BETWEEN THE CITY OF VANDALIA, Assistance Between The City of
ILLINOIS AND TIMMERMANN Vandalia, IL and Timmermann
pertaining to the preparation of the
City’s annual audit for the next
three years.
The city will pay the firm $29,000
for its audit for the fiscal year
ending April 30, 2016, followed by
$29,500. for the year ending April
30, 2017 and a $30,000 fee for the
year ending April 30, 2018.
Roll Call Vote: Hubler, yea; Swarm,
yea; B. John Clark, yea; Rebbe, yea;
Stunkel, yea; Hobler, yea; Crawford,
yea; Lester, yea; Motion carried.
MAYOR’S REPORT: Mayor Gottman reported that he met
with officials from Medline. He
mentioned that the company is doing
very well. Medline is working with a
local business to buy some of their
products.
Mayor Gottman publicly thanked the
Public Works Department for getting
the two large water leaks fixed as
quickly as possible.
STANDING COMMITTEES: Hubler reported that he sent a
letter to Doty Sanitation asking to
meet with him in regard to
negotiations on the contract for
trash pickup.

Lester asked where does the city
stand with the repairs to the
railroad crossing.
Mayor Gottman mentioned that the
city received notification to move
forward with the railroad crossing
repairs.
It was put on hold due to one of the
legal councils wanting to come back
and take more photos before it was
removed.
Crawford & Associates have been in
contact with CSX Railroad.
Mayor Gottman mentioned that a
couple other businesses are looking
at Vandalia.
Stunkel announced that the City of
Vandalia advertised for a part-time
janitorial service for City Hall as
well the Public Safety Building.
Applications will be taken until the
close of business January 29, 2016.
Stunkel set a Personnel Meeting for
Monday, February 1st to review the
applications at 5:00 p.m. in the
City Council Chambers.
COUNCIL CONCERNS: Swarm said that he received calls in
regard to the notification of water
leaks that happened last Thursday
afternoon.
The individual is asking that the
city notify the city residents of
boil orders.
Swarm stated that he has noticed
that some communities in Illinois
have contacted television stations
in St. Louis.

Swarm said that this is the only
other thing that could be done.
Mayor Gottman said that the city did
the best they could do by getting it
on the radio and newspaper website
along with social media.
Crawford said that the notifications
that we have now are infinitely more
available then we had in the 90’s
when all we had was the radio
station.
Crawford asked City Clerk Bowen if
the state is up to date on their
water and sewer bill at the Vandalia
Correctional Center.
Bowen replied, No. “I have sent an
email to Rep. Calvaletto asking for
payment but no answer as of yet
today.”
Mayor Gottman said that we will get
our money. Is it right, no but we
will get our money due to the city.
ADJOURNMENT: A motion was made by B. John Clark
and seconded by Hobler to adjourn.
