CITY COUNCIL Regular Meeting February 1, 2016 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by those present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen present were: Swarm, yea; B. John Clark, yea; Stunkel, yea; Crawford, yea; Hubler, yea; Rebbe, yea; Hobler & Lester were absent. MINUTES: A motion was made by Swarm and seconded by Stunkel approving the minutes from the January 18, 2016 meeting as presented. Motion carried. REGULAR BILLS: A motion of was made by Swarm and seconded by Stunkel approving the regular bills as presented. Motion carried. SPECIAL BILLS: A motion was made by B. John Clark and seconded by Rebbe approving the Special Bills as presented: Civic Systems, LLC in the amount of $$3,365.00 for semi-annual fees for software support; Octochem in the amount of $21,666.00 for TIF reimbursement; Fayette Co. Treasurer’s Office in the amount of $5,231.26 for six months animal control contract; Julie Inc.,in the amount of $2,764.58 for 2015 annual transmittals; Land of Lincoln Credit Union in the amount of $12,488.50 for 1 loan on fire truck; Illinois South Tourism in the amount of $2,350.00 for 3rd quarter advertising; John H. Crawford & Associates in the amount of $37,000.00 for engineering service agreements on Sunset Drive & 5th & 6th Street Project; U.S. Bancorp in the amount of $14,781.19 for water meter payment; St. Jacob Winwater Works in the amount of $1,640.06 for return credit-max.; Vandalia City Garage in the amount of $1,604.00 for p.w. sewer-eq. Brenntag Mid South Inc. in the amount of $5,970.83 for chemicals; Centraz Industries, Inc. in the amount of $2,970.00 for chemicals; Motion carried. APPROVAL OF STREET COMMITTEE A motion was made by B. John Clark MEETING MINUTES FROM JANUARY and seconded by Crawford approving 18, 2016: the Street Committee Meeting Minutes from January 18, 2016 as presented. Motion carried. APPROVAL OF WATER PLANT A motion was made by Swarm and GENERATORS ANNUAL MAINTENANCE seconded by B. John Clark authorizing AGREEMENT: payment of $3,596.48 for the annual maintenance agreement on the Water Plant generators. Motion carried. ORDINANCE #2016-2-1-A: A motion was made by Stunkel and AMENDING VANDALIA MUNICIPAL seconded by Crawford, adopting CODE AT TITLE 11 LAKE ORDINANCE Ordinance #2016-2-1-A, Amending Vandalia Municipal Code At Title 11, Lake Ordinance. The measure mandates that any roofed unit on a lake lot must have a functioning sanitation holding unit, restroom and kitchen area 2 MAYOR’S REPORT: Mayor Gottman reported that he attended the Youth Lions Meeting at the Vandalia Jr. on January 19th. They were looking for projects to do in the community. Mayor Gottman suggested the caboose and help with making the community look clean. Mayor Gottman attended the South Central Illinois Regional Planning Commission in Salem, Il. Mayor Gottman did a phone conference with Illinois South Tourism Bureau which Mayor Gottman is a board member appointed by the county. Mayor Gottman attended the Chamber of Commerce Board of Directors Meeting today. Mayor Gottman reminded everyone that Thursday, February 4th is the Chamber of Commerce Banquet. Todd Stapleton will continue as President of the Chamber for the upcoming year. Ameren Illinois will be trimming trees in the area. A list of the common addresses of the areas affected was given to the City Clerk to keep on file for the public to view. Mayor Gottman reported that the city has still not received any payments on the past due water and sewer bills for the Vandalia Correctional Center. Mayor Gottman said that he and City Clerk Peggy Bowen have both been in contact with State Representative John Cavaletto to try and see if the city can get some of their past due 3 money. Clerk Peggy Bowen said the current amount owed for water is up to $335,565.51 and the total for sewer is $57,500.17 which is a total of $393,065.68. The last payment that we received was August 31, 2015. Bowen said that this does not include sewer for the month of January. CLERK’S REPORT: Clerk Bowen reminded the council that the second council meeting in February will be held on Tuesday, February 16th due to observance of President’s Day on Monday, February 15th. STANDING COMMITTEE REPORTS: Hubler scheduled a Cemetery/Personnel Committee Meeting for Tuesday, February 16th at 6:30 P.M.in Council Chambers. Mayor Gottman and Chairman Hubler will meet with Doty Sanitation to discuss the garbage contract in the near future then bring the recommendation back to the committee for discussion. Stunkel reported that the Personnel Committee met this evening to discuss and review applicants for a part-time custodian position. The committee agreed on an applicant. Mayor Gottman said that it will be on the agenda for February 16th, to authorize to move forward to hire this individual. Swarm told the council that the Vandalia Tourism Commission and Vandalia Historical Society will sponsor a weekend of Lincoln events February 13th and February 14th. 4 Swarm said that the Lincoln Civil War Ball will be held at the Vandalia Moose Lodge on Saturday evening. On Sunday, Lincoln’s Birthday Party will be at the State Capitol beginning at 2:00 p.m. ADJOURNMENT: A motion was made by B. John Clark and seconded by Stunkel to adjourn.
