CITY COUNCIL
Regular Meeting
February 16, 2016
7:30 P.M.
PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the
American Flag was given by all
present.
CALL TO ORDER: Mayor Gottman called the regularly
scheduled meeting of the Vandalia City
Council to order at 7:30 P.M.
ROLL CALL: Aldermen present were: Stunkel,
Hubler, B. John Clark, Hobler,
Crawford, Swarm, Lester and Rebbe.
MINUTES: A motion was made by Swarm and
seconded by Stunkel approving the
minutes from the February 1, 2016
meeting as presented. Motion carried.
REGULAR BILLS: A motion was made by Stunkel and
seconded by B. John Clark approving
the regular bills as presented. Motion
carried.
TREASURER’S REPORT: A motion was made by Stunkel and
seconded by Hobler approving the
Treasurer’s Report. A copy of the
Treasurer’s Report will be filed for
audit. Motion carried.
SPECIAL BILLS: A motion was made B. John Clark and
seconded by Stunkel approving the
Special Bills as listed: Illinois
Office Supply in the amount of
$1,579.50 for forms for death
certificates; Ameren Illinois in the
amount of $4,346.33 for street lights;
Mid Illinois Concrete Inc. in the
amount of $2,335.00 for concrete;
South Central FS, Inc. in the amount

of $4,402.32 for fuel; IMCO Utility
Supply Co. in the amount of $1,638.50
for clamps and couplings & etc.;
Centraz Industries in the amount of
$2,970.00 for sewer solvent; Brenntag
in the amount of $9,235.61 for
chemicals; Direct Energy in the amount
of $17,138.68 for electric; Kaskaskia
Springs Water Co. for water in the
amount of $1,835.12; Vandevanter
Engineering, Inc. in the amount of
$2,502.86 for Omnisite maintenance.
Motion carried.
PERSONNEL & FINANCE MEETING A motion was made by Stunkel and
MINUTES FROM FEBRUARY 1, seconded by Swarm approving the
2016: Personnel & Finance Meeting Minutes
from February 1, 2016 as submitted.
ORDINANCE #2016-2-16-A: A motion was made by Swarm and
AMENDING SALARIES FOR FISCAL seconded by Crawford adopting
YEAR MAY 1, 2015-APRIL 30, Ordinance #2016-2-16-A, Amending
2016: Salaries For Fiscal Year May 1, 2015-
April 30, 2016.
The amendment is brought about due to
the hiring of a part-time custodian.
Roll call vote: Swarm, yea; Hubler,
nay; Stunkel, yea; Crawford, yea;
Hobler, yea; Rebbe, yea; Lester, yea;
Clark, yea. Motion carried. 7 yea and
1 nay.
AUTHORIZATION TO HIRE PART- A motion was made by Stunkel and
TIME CUSTODIAN: seconded by Crawford approving the
hiring of Nancy J. Meyer as part-time
custodian for City Hall and the Public
Safety Building. Motion carried.
WATER & SEWER COMMITTEE A motion was made by Swarm and
MEETING MINUTES FROM seconded by B. John Clark approving
FEBRUARY 1, 2016: the Water & Sewer Committee Meeting
Minutes from February 1, 2016 as
submitted. Motion carried.

ORDINANCE #2016-2-16-B: A motion was made by Swarm and
AMENDING CHAPTER 13.08 SEWER seconded by Stunkel adopting Ordinance
SERVICE SYSTEM #2016-2-16-B, Amending Chapter 13.08
Sewer Service System.
Gravity Sewers. No basement, half
basement or any other portion of a
building having a floor elevation
beneath the ground surface over the
public sewer at the point of
connection may be connected into the
public sewer by gravity. In areas
where the ground line over the public
sewer is to be altered, the proposed
final ground elevation shall be used.
The maximum depth to the top of the
building service sewer shall be forty-
two (42) inches below finished grade
at the point where it enters such
building, in all buildings in which
the building drain is too low to
provide gravity flow to the public
sewer, all sewage carried by such
drain shall be lifted by mechanical
means. No water operated sewage
injector shall be used. The owners of
buildings having existing sewer
connections not in conformance with
the provisions of this paragraph I.
shall install upon their own sewer
line a check valve for the purpose of
preventing a sewer backup.

ORDINANCE #2016-2-16-C: A motion was made by B.John Clark and
AMENDING CHAPTER 10 VEHICLES seconded by Hubler adopting Ordinance
AND TRAFFIC AT PARAGRAPH #2016-2-16-C, Amending Chapter 10
10.04.050 ONE WAY STREETS AT Vehicles And Traffic At Paragraph
SCHEDULE C 10.04.050 One Way Streets At Schedule
C.
Main Street between Fifth Street and
Sixth Street; the direction of traffic
shall be eastbound.

This should improve safety at rail
crossings at Fifth & Sixth Streets.

RESOLUTION #2016-2-16-D: A motion was made by B.John Clark and
APPROVING A MEMORANDUM OF seconded by Stunkel adopting
UNDERSTANDING BETWEEN THE Resolution #2016-2-16-D, Approving A
CITY OF VANDALIA & SCRPDC: Memorandum Of Understanding Between
The City of Vandalia And South Central
Regional Planning & Development
Commission.
The South Central Illinois Regional
Planning & Development Commission who
will be the lead agency in helping the
city with application for the Illinois
Enterprise Zone.
Roll call vote: Swarm, yea; Hubler,
yea; Crawford, yea; Stunkel, yea;
Hobler, yea; Rebbe, yea; Lester, yea;
Clark, yea. Motion carried.
APPROVAL TO REPLACE A motion was made by B. John Clark and
TRANSMISSION IN SALT TRUCK: seconded by Stunkel approving the
replacement of a transmission in one
of the Public Work’s salt trucks in
the amount of $2,500-$3,500.00.
Motion carried.
RESOLUTION #2016-2-16-D: A motion was made by Hobler and
MAINTENANCE OF STREETS AND seconded by B. John Clark approving
HIGHWAYS BY MUNICIPALITY Resolution #2016-2-16-D, Maintenance
UNDER THE ILLINOIS HIGHWAY of Streets and Highways by
CODE Municipality Under the Illinois
Highway Code in the amount of
$203,752.60 of Motor Fuel Tax funds
for the purpose of maintaining streets
and highways from January 1, 2016 to
December 31, 2016. Motion carried.

STANDING COMMITTEES: B. John Clark publicly thanked the
Public Works Department for keeping
the roads clean during our last snow
fall.
Swarm announced that the Water & Sewer
Committee will meet on Monday,
nd
February 22 at 4:30 at City Hall to
discuss a drainage matter, a request
from Kaskaskia Spring Water Well and
meter yokes for new construction.
Hubler said that Mayor Gottman will
need to meet with David Doty in regard
to the garbage contract.
Lester said that he took a look at the
Tourist Information Center in regard
to some maintenance that needs to be
addressed.
Hobler said that he would like to
advertise for part-time employees at
the Vandalia lake.
Stunkel wished to welcome our part-
time custodian Nancy Meyers.
Swarm said that there was a pretty
good turnout at the open house at the
National Road Interpretive Center on
Saturday February 13th.
A good turnout for the Lincoln Civil
War Ball which was held on Saturday,
February 13th at the Moose Lodge.
Sunday a Lincoln’s Birthday Party was
held at the Old State Capitol Sunday
afternoon.
LaTisha Paslay reported on the
Illinois Trekkers (Illinois’s Oldest
AVA Affiliated Walking Club) who
welcomes all walkers to join them on
March 19, 2016 at Rogier Park Shelter
for the 5K or 10K walk.

This is a non-competitive, family
oriented, leisure walk sanctioned by
the American Volkssport Association.
The walk route provides an opportunity
to view the oldest existing State
Capitol Building, the Madonna of the
Trails statue, Lincoln bench and to
trek through the City’s historic
district.
COUNCIL CONCERNS: Swarm asked where does the city stand
at this time on the sidewalk
replacements.
Public Work’s Director, Marlin Filer
said that the city workers have been
fixing the worst of the worst this
winter.
Filer said that the city will work
with a private contractor for certain
sidewalk improvements within the
city’s TIF areas, as TIF funds will be
used for these improvements.
Swarm asked where does the city stand
with the building collapse at this
time.
Mayor Gottman said that City Attorney
Johnston is working on the process.
ADJOURNMENT: There being nothing further to discuss
a motion was made by B. John Clark and
seconded by Swarm to adjourn. Motion
carried.
