CITY COUNCIL Regular Meeting March 7, 2016 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen present were: Swarm, B. John Clark, Hubler, Stunkel, Rebbe, Hobler and Crawford. Lester were absent. MINUTES: A motion was made by Swarm and seconded by Hobler approving the minutes from the February 16, 2016 meeting as presented. Motion carried. REGULAR BILLS: A motion was made by Stunkel and seconded by Hobler approving the regular bills as presented. Motion carried. SPECIAL BILLS: A motion was made by B. John Clark and seconded Stunkel approving the Special Bills as presented: South Central FS, Inc. in the amount of $38,446.64 for sales tax reimbursement from January 2015 to December 2015; Ameren Illinois in the amount of $3,934.94 for street lights; Land of Lincoln Credit Union in the amount of $12,488.50 for loan on fire truck; McDowell’s Service in the amount of $1,733.55 for repairs to one of the fire trucks; Cargill Inc. in the amount of $7,438.85 for salt; U.S. Bancorp in the amount of $14,781.19 for water meters; Brenntag Mid South, 1  Inc. in the amount of $5,458.30 for chemicals; Hawkins, Inc. in the amount of $2,262.00 for chemicals; Sidener Environmental Services in the amount of $3,499.23 for equipment repairs. Motion carried. TREASURER’S REPORT: A motion was made by B. John Clark and seconded by Crawford approving the Treasurer’s Report. A copy of the Treasurer’s Report will be filed for audit. Motion carried. RESOLUTION #2016-3-7-A: A motion was made by Swarm and seconded APPROVING AN by Hubler adopting Resolution #2016-3-7- INTERGOVERNMENTAL AGREEMENT A, Approving An Intergovernmental BETWEEN THE COUNTY OF Agreement Between The County Of Fayette FAYETTE AND THE CITY OF And The City Of Vandalia. VANDALIA The purpose of this agreement is to secure the services of an animal control officer for the City of Vandalia and authorize payment of monies to the County of Fayette in the amount of $10,563.00 per year. The County of Fayette has entered into a contract for a term of Two (2) years (January 1, 2016-December 31, 2017) Roll Call: Hubler, yea; Swarm, yea; Stunkel, yea; Crawford, yea; Hobler, yea; Rebbe, yea; Clark, yea; Lester, absent. Motion carried. LETTER OF RETIREMENT FROM A motion was made by Swarm and seconded WATER PLANT EMPLOYEE, BRIAN by B. John Clark accepting the DONNALS: resignation of Brian Donnals from the Water Plant effective June 14, 2016. Motion carried. Brian would like to thank the City of Vandalia as well as his supervisor Marty Huskey for the opportunity of working for the City of Vandalia. 2 AUTHORIZATION TO HIRE A motion was made by Swarm and seconded REPLACEMENT FOR VACANCY AT by Crawford giving authorization to hire WATER PLANT: a replacement for vacancy at the Water Plant, due to the retirement of Brian Donnals. Motion carried. When a vacancy occurs, present permanent employees in the unit shall have the opportunity to bid on such vacancy. If no one is interested Marty Huskey will review the current applications on file along with the personnel committee to make a recommendation. AUTHORIZATION FOR A motion was made by B. John Clark and REPLACEMENT/REPAIR OF seconded by Rebbe authorizing the ENTRANCE DOORS AT CITY HALL replacement of the doors at both BOTH ENTRANCES: entrances of City Hall. The Gallatin Street entrance has a door that requires it to be propped open at all times so that it does not slam on people and the rear entrance doors are so heavy that it is hard to maneuver for people. The City received two bids for the replacement of the doors. One bid was from Door Controls, Inc. by Dorman. Bid includes North End Doors being fit with low energy automatic door openers with wireless push plates to help ease the opening for a cost of $3,150.00. South End Doors would include replacement of current doors and also includes low energy automatic door openers with wireless push plates for a total cost of $10,250.00. The second bid is from Stanley Access Technologies. Bid includes South End Doors being replaced with automatic sliding doors at a cost of $17,985.00 This also includes an addendum of adding electronic door operators to the north 3  entrance doors for an additional cost of $4,200.00 Both bids bring the doors to ADA compliant. The City accepted the low bid from Door Controls, Inc. by Dorma in the amount of $13,400.00. Motion carried. APPROVAL OF ZONING BOARD OF A motion was made by Stunkel and seconded ADJUSTMENTS MEETING MINUTES by Hobler approving the Zoning Board of FROM MARCH 2, 2016: Adjustments Meeting Minutes from March 2, 2016 as submitted. Motion carried. MAYOR’S REPORT: Mayor Gottman attended the South Central Illinois Regional Planning & Development Commission Meeting in Effingham last week. The speaker for the evening was Todd Hale the Economic Director for Effingham. Mayor Gottman reported on March 1st an I- 70 bridge meeting was held at City Hall. The Vandalia Chief of Police, Jeff Ray along with the Fayette County Sheriff’s Office, the Vandalia Fire Department, Emergency Management, Fayette County Ambulance, Altamont Ambulance and the Illinois Department of Transportation met to discuss some issues and concerns in regard to the entrance ramp on to the east bound lanes of Interstate 70 at the 63 MM exit will be closed for ten days. After that is completed, the east bound entrance ramp will re-open, but traffic will be reduced to one lane in both directions in that area. Some of the concerns include how they would be able to access vehicles in the case of an accident thru that area. 4 Mayor Gottman has some concerns about the 55 miles per hour speed that will be allowed in the construction zone. Mayor Gottman said that IDOT stated the exit will only be closed for a maximum of ten days. Mayor Gottman reported the Beautification Committee met on March 3rd. Matt Hertzel from Heart & Home Real Estate who resides in Effingham attended the meeting to share ideas with the committee. Mayor Gottman reported that the last time the Vandalia Comprehensive Plan was done in 2001.He said that it was time to look at it and get it updated. Mayor Gottman said the City has an opportunity to get a grant in the amount of $16,500.00. A motion was made by Stunkel and seconded by B. John Clark to go out for Request For Proposal for the Vandalia Comprehensive Plan. Motion carried. Mayor Gottman announced that Gov. Rauner made a visit to Vandalia this afternoon. Mayor Gottman talked with him about replacing the windows in the Old Statehouse. No comment from Gov. Rauner. Mayor Gottman also provided a copy of the water and sewer billings for the Vandalia Correctional Center in the amount of $374,425.00 and sewer $67,241.67. Mayor Gottman said that Randy Pollard, Downstate Director for Gov. Rauner will see what he can do to help the City of Vandalia. 5  A motion was made by Stunkel and seconded by Hobler to go out for bid for sidewalk replacements. Marlin does have a list of sidewalks that are in need of repair. Motion carried. CODE OFFICIAL’S REPORT: Stunkel had some questions in regard to the Code Officials report. One of the complaints dealt with Code Official checked on a new lake lot with a pole type pavilion that was constructed. Report says that Code Official has no regulations on these new lots. B. John Clark along with some of the other council member questioned why the report was so generic. They would like to see dates along with addresses on the next report. STANDING COMMITTEES: B. John Clark reported that Statewide Tire has moved to their new location. Swarm announced that the Water & Sewer Committee will meet on March 10th at 4:30 p.m. in the council chambers to discuss the status of potential new water treatment plant. Stunkel reported on the retirement of Brian Donnals and to advertise for a replacement by following the guidelines on the union contract. Crawford publicly thanked Police Chief Jeff Ray and the Vandalia Volunteer Fire Department on behalf of the wrestling parents for sending the boys off in style. The wrestling team received fourth place in the IHSA Class 1-A state wrestling finals. Congratulations to the wrestling team. ADJOURNMENT: A motion was made by B.
