CITY COUNCIL Regular Meeting March 21, 2016 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by those present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen Present: Swarm, Rebbe, Hubler, Stunkel, Hobler, B. John Clark, Lester and Crawford. MOMENT OF SILENCE: A moment of silence was observed for Virginia Mabry, owner and operator of The Village Shoppe in Vandalia with her husband John Mabry. MINUTES: A motion was made by Swarm and seconded Hobler approving the minutes from the March 7, 2016 meeting as presented. Motion carried. REGULAR BILLS: A motion was made by Stunkel and seconded by B. John Clark approving the regular bills as presented. Motion carried. SPECIAL BILLS: A motion was made by Stunkel and seconded by Hobler approving the Special Bills as presented: Johnston, Connor, Burnside & Jensen in the amount of $6,670.38 for retainer fees, small cases and legal fees; Fayette County Treasurer in the amount of $2,640.75 for 1st quarter of animal control; Hosick Motors, Inc. in the amount of $3,318.64 for parts for vehicles; Vandalia City 1  Garage in the amount of $2,704.00 for vehicle charges; Brenntag Mid South Inc. in the amount of $10,087.90 for chemicals; Direct Energy in the amount of $24,801.88 for electric; South Central FS, Inc. in the amount of $3,394.11 for garage fuel; Cummins Mid South in the amount of $1,580.02 for performed full service and load bank test; Kaskaskia Springs Water in the amount of $1,964.80 for 4.912 million gals of water delivered and $358.55 for Energy Pass Thru; Vandevanter Engineer Inc. in the amount of $8,452.29 for effl. lift station. Motion carried. TREASURER’S REPORT: A motion was made by Stunkel and seconded by Hobler approving the Treasurer’s Report to be filed for audit. Motion carried. WATER & SEWER COMMITTEE A motion was made by Swarm and MEETING MINUTES FROM MARCH seconded by B. John Clark approving 10, 2016: the Water & Sewer Committee Meeting Minutes from March 10, 2016 as submitted. Motion carried. AUTHORIZATION TO PURCHASE A motion was made by B. John Clark SELF-PRIMING CENTRIFUGAL and seconded by Stunkel authorizing TRASH PUMP FOR SEWER PLANT: Mark Augenstein, Superintendent at the Sewer Plant to purchase a Self- Priming Centrifugal Trash pump in the amount of $3,347.95 from C and C Pumps & Supply, Inc., Marion, Illinois. Motion carried. ACCEPTANCE OF RESIGNATION OF A motion was made by Swarm and DAVID HALL FROM ZONING BOARD seconded by Stunkel accepting the OF ADJUSTMENTS: resignation of David Hall from the Zoning Board of Adjustments. Mr. Hall has taken a new position as a Chaplain at the Illinois Veterans Home in Quincy, IL. Motion carried. 2 ROAD CLOSURE REQUEST FROM A motion was made by Hobler and AMERICAN LEGION: seconded by Stunkel asking for a road closure request from the American Legion on Edwards St from 7th-8th Streets from Noon Friday, May 20th to 7:00 P.M. Sunday, May 22, 2016 which will be Armed Forces Day Celebration. Motion carried. APPROVAL OF M.F.T. BID A motion was made Hobler and seconded LETTING ON MARCH 14, 2016: by B. John Clark approving the MFT bid letting as submitted. Motion carried. TIF ADVISORY COMMITTEE A motion was made by Swarm and MEETING MINUTES FROM MARCH seconded by B. John Clark approving 15, 2016: the TIF Advisory Committee Meeting Minutes from March 15, 2016 as presented. Motion carried. ORDINANCE #2016-3-21-A: A motion was made by Hobler and APPROVING A CERTAIN TAX seconded by Crawford adopting INCREMENT DEVELOPMENT Ordinance #2016-3-21-A, Tax Increment AGREEMENT BETWEEN CITY OF Development Agreement Between The VANDALIA AND VANDALIA COMM. City of Vandalia And Vandalia UNIT SCHOOL DISTRICT #203: Community Unit School District #203. The total estimated TIF eligible costs is $400,000.00. The Developer will receive five (5) annual payments of $80,000.00. Will be used towards the addition of heating and cooling to all classrooms, new air handlers in the gymnasium, installation of new acoustical ceilings and new recessed LED light fixtures in classrooms and hallways and the abatement of all asbestos related materials related to the existing steam heating system. Roll call vote: Swarm, yea; Rebbe, yea; Stunkel, yea; Hubler, yea; Hobler, yea; Clark, yea; Lester, yea; Crawford, yea. Motion carried. 3 ORDINANCE #2016-3-21-B: A motion was made by Swarm and TAX INCREMENT DEVELOPMENT seconded by B. John Clark adopting AGREEMENT BY AND BETWEEN THE Ordinance #2016-3-21-B, Approving A CITY OF VANDALIA, ILLINOIS Certain Tax Increment Development AND CLAYTON & BRANDI GATHE Agreement Between The City of Vandalia and Clayton & Brandi Gathe. The total estimated TIF eligible costs is $6,760.00 in the form of 1 annual payment. Will be used towards the cost to replace the roof, soffit, fascia and guttering on the building housing. Roll call vote: Crawford, yea; Hobler, yea; B. John Clark, yea; Rebbe, yea; Lester, yea; Swarm, yea; Hubler, yea; Stunkel, yea. Motion carried. TIF AGREEMENT WITH DENNIS & A motion was made by B. John Clark DEBBIE GRUBAUGH TABLED: and seconded by Stunkel to table the TIF agreement with Dennis & Debbie Grubaugh for improvements to the wall of Grubaugh’s building at 507 W. Gallatin St. that was adjacent to the downtown building torn down last year. Lester stated that he has concerns without more information and wants to see the wall fixed in a way that would be long lasting. Motion carried. Mayor Gottman said that he would like to put a committee together to look at the issue with B. John Clark, Andy Lester, himself and building owner, Dennis Grubaugh. CITY CLERK’S REPORT: City Clerk Peggy Bowen reported that the City of Vandalia received a check from the State of Illinois for water service at the Vandalia Correctional Center in the amount $30,453.12. 4  Bowen said, that this is a start and she will continuing working with the state in hopes of getting further payments. CODE OFFICIAL: Mayor Gottman said that he spoke with Code Official Keith Meadows in reference to his report submitted to the council. Meadows doesn’t have that software program any longer. He will see if he can come up with another type of report that would satisfy the council. STANDING COMMITTEE REPORTS: Public Works Director, Marlin Filer reported that he along with his crew busted out the sidewalk at Fifth & Gallatin Street. A motion was made by B. John Clark and seconded by Crawford to seek bids to repour the sidewalks and fix bricks in that area. Motion carried. A motion was made by B. John Clark and seconded by Hobler to allow Clean Up Week for the City of Vandalia for the week of April 18th thru April 22nd. Ken Hubler who is chairman of the landfill committee will look at the contract with Doty Sanitation on the possibility of a Clean Up Week in the fall of the year. Swarm reported that the Water and Sewer Committee held a work session this afternoon to discuss funding opportunities for a possible new water plant or renovations to the current facility. 5 Those in attendance to speak on financing opportunities will be Mike Wallace, State Director of Rural Development; Dan Jansen, Regional Director of Rural Development and James Patrick, Executive Director of South Central Regional Planning & Development Commission. Also present was the city’s engineering firm, Crawford & Associates. Swarm said that they will be getting back with the city with further information. Bryan Deming, Owner of DC Waste & Recycling, Hillsboro, IL introduced himself to the council and asked to be considered to bid on the waste removal services for the City of Vandalia. Mayor Gottman reported that the city has two leads that he along with LaTisha Paslay, Executive Assistant are working on for the City of Vandalia. Stunkel announced that the lake is accepting applications for seasonal laborers. Applications will be th accepted until Friday, March 25 . Personnel Committee will review the applications maybe sometime in the next two weeks. The cemetery will be hiring back the two individuals that were employed there last year. The Water Plant applications will be reviewed also sometime next week. 6  LaTisha Paslay reported the Illinois Trekkers (Illinois’s Oldest AVA Affiliated Walking Club) was in th Vandalia March 19 for the 5K or 10K walk. COUNCIL CONCERNS: Lester asked where the city stood on sidewalk replacements. Public Works Director, Marlin Filer said that we are ready to seek bids to replace the sidewalks. A motion was made by Lester and seconded by B. John Clark to go out for bid for sidewalk replacements. Motion carried. ADJOURNMENT: A motion was made by B.
