CITY COUNCIL Regular Meeting April 4, 2016 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by those present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen present were: Rebbe, Crawford, Swarm, Lester, B. John Clark, Hobler, Stunkel and Hubler. MINUTES: A motion was made by Swarm and seconded by Stunkel approving the minutes from the March 21, 2016 as presented. Motion carried. REGULAR BILLS: A motion was made by Stunkel and seconded by B. John Clark approving the regular bills as presented. Motion carried. SPECIAL COUNCIL BILLS: A motion was made by Stunkel and seconded by B. John Clark approving the Special Bills as presented: Fayette Co. Treasurer’s Office in the amount of $2,640.75 for second quarter animal control; Ameren Illinois in the amount of $3,828.41 for street lights; Triple S Tree Service in the amount of $1,800.00 for cutting trees at 5th & Randolph St.; Land of Lincoln Credit Union in the amount of $12,488.50 for payment on fire truck; Mid Illinois Concrete Inc. in the amount of $2,648.25 for curbing and concrete at 5th & Randolph 1 St.; First National Bank in the amount of $43,759.38 for GO Bonds; U.S. Bancorp in the amount of $14,781.19; Centraz Industries in the amount of $2,970.00 for sewer solvent; Brenntag Mid South Inc. in the amount of $5,756.33 for chemicals; Motion carried. TREASURER’S REPORT: A motion was made by Hobler and seconded by Stunkel approving the Treasurer’s Report as submitted. Motion carried. CEFS SERVICES PRESENTATION: Amy Page with CEFS gave a presentation on services that CEFS provides for the seven counties, Fayette, Christian, Clay, Effingham, Montgomery, Moultrie and Shelby in the area. APPROVAL OF WATER & SEWER A motion was made by Swarm and COMMITTEE MEETING MINUTES FROM seconded by B. John Clark approving 02/22/2016: the Water & Sewer Committee Meeting Minutes from February 22, 2016 as presented. Motion carried. APPROVAL OF THE WATER & SEWER A motion was made by Swarm and COMMITTEE MEETING MINUTES FROM seconded by Hobler approving the 03/21/16: Water & Sewer Committee Meeting Minutes from March 21, 2016 as presented. Motion carried. AUTHORIZATION TO FILL UPCOMING A motion was made by Hobler and VACANCY AT WATER PLANT: seconded by B. John Clark authorizing the hiring of Matthew Wyant to work at the Water Plant. Motion carried. AUTHORIZATION TO HIRE TWO A motion was made by Hobler and SEASONAL EMPLOYEES AT VANDALIA seconded by Stunkel approving the LAKE: hiring of Steven Walton and Riley Herron as seasonal employees at the Vandalia Lake. Motion carried. 2 RESOLUTION APPROVING A RIGHT- Mayor Gottman recommended that the OF-WAY EASEMENT-TABLED Resolution Approving A Right-of-Way Easement in Lands Owned By The City of Vandalia go to committee for review. A recommendation will be brought back to the council for consideration. AUTHORIZATION TO APPROVE BID A motion was made by Swarm and FOR ZERO TURN MOWER FOR THE seconded by B. John Clark accepting WASTEWATER TREATMENT PLANT: the bid for a 2016 Exmark Pioneer E- Series Zero Turn Mower for the Waste Water Treatment Plant in the amount of $5,200.00 from Midwest Tractor Sales, Inc. Motion carried. MAYOR’S REPORT: Mayor Gottman reported that on Thursday he is going to Springfield to meet with the State legislators and state comptroller about money the state owes the city. Mayor Gottman announced that the new monthly health insurance premium rates will go into effect May 1, 2016. The new rates reflect an increase of 7.2%. Mayor Gottman reminded that the city is holding its annual Cleanup Week during the week of April 18-22. Stunkel asked whether the city is still considering a cleanup week in the fall and Mayor Gottman said that he will have a meeting with Doty to discuss a fall cleanup. Mayor Gottman reported that there were some trees taken down at Fifth St. and Randolph near the location of where bridges will be replaced. The trees needed to be down by April 1st or they would have to wait till next year because it was a hibernation for protective bats. 3 STANDING COMMITTEE REPORTS: Swarm announced that the Water & Sewer Committee will meet on Monday, April 18th at 6:30 p.m. to discuss the easement in lands owned by the City of Vandalia in council chambers. Hobler reported that the lake campgrounds plan to open for the season next weekend. REQUEST FROM TIM THOMASON TO Tim Thomason asked the council to ALLOW CHICKENS WITHIN CITY consider an ordinance that would LIMITS: allow only hens that are kept in an enclosed area to produce eggs for your household. Mayor Gottman said that they would take it under advisement. COMMENTS FROM THE ALDERMEN: Lester commended Dennis Grubaugh on the clean up on his property at the corner of Third St. and Gallatin St. It’s looking very good, Lester said. Swarm asked Mayor Gottman where we stand on the redistricting process on new boundaries. Mayor Gottman said that the person who used to do that kind of work is no longer providing that service, and that he is working with an individual down in southern Illinois who gave him a name. Mayor Gottman will be calling him to see who has done their redistricting work. COUNCIL MOVES INTO EXECUTIVE A motion was made by Swarm and SESSION AT 8:06 P.M.: seconded by Stunkel to move into Executive Session at 8:06 P.M. under 5ILCS120/2 for pending litigation. Roll call: Stunkel, yea; Rebbe, yea; Crawford, yea; Hubler, yea; Lester, yea; B. John Clark, yea; Hobler, yea; Swarm, yea. Motion carried. 4 EXECUTIVE SESSION ENDS AT 8:24 Executive Session ended at 8:24 P.M. P.M.: REGULAR SESSION RECONVENES AT Mayor Gottman reconvened the regular 8:25 P.M.: Council meeting at 8:25 P.M. with a roll call: Hobler, yea; Stunkel, yea; Swarm, yea; Rebbe, yea; B. John Clark, yea; Crawford, yea; Hubler, yea; Lester, yea. NOTHING TO REPORT FROM There was nothing to report from EXECUTIVE SESSION: Executive Session.
