CITY COUNCIL Regular Meeting April 18, 2016 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen present were: Swarm, Hubler, Rebbe, B. John Clark, Lester and Stunkel. Hobler and Crawford were absent. MINUTES: A motion was made by Swarm and seconded by Stunkel approving the minutes from the April 4, 2016 City Council Meeting. Motion carried. REGULAR BILLS: A motion was made by Stunkel and seconded by B. John Clark approving the regular bills as presented. Motion carried. TREASURER’S REPORT: A motion was made by B. John Clark and seconded by Stunkel approving the Treasurer’s report. A copy of the Treasurer’s Report will be filed for audit. SPECIAL BILLS: A motion was made B. John Clark and seconded by Stunkel approving all Special Bills: Tune Trucking in the amount of $2,412.80 for hauling rock; IL. Director of Employment IDES in the amount of $13,169.83 for 1st quarter unemployment; Historical Vandalia Inc. in the amount of 1  $2,642.48 for reimbursements; Crawford & Associates in the amount of $6,360.00 for construction supervision & staking on the Fifth & Sixth Street; Montgomery Electric in the amount of $2,708.25 for work done at the Vandalia Lake; South Central FS, Inc. in the amount of $2,963.01 for fuel at the garage; HD Supply Waterworks in the amount of $1,555.54 for supplies; Centraz Industries in the amount of $2,970.00 for chemicals; Brenntag Mid South Inc. in the amount of $6,421.83 for chemicals; Direct Energy Business in the amount of $9,871.21 for electric; Kaskaskia Springs Water in the amount of $2,164.40 for 5.411 and energy pass thru $400.05; Midwest Tractor Sales, Inc. in the amount of $5,200.00 for zero turn mower; C & C Pumps & Supply in the amount of $3,403.87 for trash pump. Motion carried. RESOLUTION APPROVING A RIGHT- A motion was made by Stunkel and OF-WAY EASEMENT IN LANDS OWNED seconded by B. John Clark to table BY THE CITY OF VANDALIA – the Resolution Approving A Right-of- TABLED Way Easement In Lands owned by the City of Vandalia. Motion carried. APPROVAL OF CHEMICAL BIDS: A motion was made by Swarm and seconded by Stunkel approving the chemical bids for the Water Treatment Plant And Waste Water Treatment Plant. Motion carried. APPROVAL OF THIRD EMPLOYEE AT A motion was made by B. John Clark VANDALIA LAKE: and seconded by Rebbe approving the hiring of Ethan Ferguson as a part- time employee at the Vandalia Lake. Motion carried. 2 AUTHORIZATION TO ACCEPT OR A motion was made by B. John Clark REJECT BIDS FOR NEW FURNACES and seconded by Lester accepting the AT CITY GARAGE BUILDING: low bid from Stombaugh Heating in the amount of $3,532.00 for two 125,000 BTU hanging furnaces for the city garage. Motion carried. APPROVAL OF THE VANDALIA A motion was made by Swarm and TOURISM COMMISSION MEETING seconded by Stunkel approving the MINUTES FROM FEBRUARY 9, 2016: Vandalia Tourism Commission Meeting Minutes from February 9, 2016 as presented. Motion carried. APPROVAL OF THE VANDALIA A motion was made by Swarm and TOURISM COMMISSION MEETING seconded by Stunkel approving the MINUTES FROM MARCH 16, 2016: Vandalia Tourism Commission Meeting Minutes from March 16, 2016 as presented. Motion carried. ORDINANCE #2016-4-18-A: A motion was made by B. John Clark APPROVING A CERTAIN TAX and seconded by Stunkel adopting INCREMENT DEVELOPMENT Ordinance #2016-4-18-A, Approving A AGREEMENT BETWEEN CITY OF Certain Tax Increment Development VANDALIA, ILLINOIS AND MICHAEL Agreement Between The City of AND JOELLEN WEHRLE, REVOCABLE Vandalia, IL and Michael & JoEllen TRUST DBA WEHRLE PROPERTIES Wehrle, Revocable Trust DBA Wehrle Properties. The TIF agreement covers the property at 1611 Veterans Avenue. The TIF funding will cover half the cost of expanding the building for Sears Hometown Store in the amount of $65,750.00. Roll call vote: Swarm, yea; Lester, yea; Rebbe, yea; B. John Clark, yea; Stunkel, yea; Hubler, yea. Crawford & Hobler were absent. Motion carried. MAYOR’S REPORT Mayor Gottman reported to the council that he had several people say the speed on Sunset and on Fillmore is just out of line and due to the complaints the city police 3  officers will be stepping up patrol in those areas. Chief Ray said that speeding has been more of an issue since the city removed stop signs on Sunset at the Jefferson Street intersection, and if it legitimately concerned about safety the stop signs could go back up. Mayor Gottman said that the signs were removed due to IDOT designating that street as a secondary route for truck traffic. Mayor Gottman also addressed motorists who park against the direction of traffic. Mayor Gottman said that violators will receive a verbal warning; on the second instance the driver will be issued a ticket. Mayor Gottman stressed that asking for increased enforcement on the two issues in no way reflects on the job done by the officers; it simply means that there is a need to concentrate on those issues. A copy of the extended agreement with IDOT on the bridges was included in your packet. CITY CLERK’S REPORT: City Clerk Peggy Bowen reported that Door Controls, Inc. by Dorma started replacing the fronts doors along with automatic door openers with wireless push plates on the South end doors and tomorrow they will be back to install the automatic door openers at the north end of City Hall. 4  The City Wide clean up started today and will continue through Friday of this week. STANDING COMMITTEES: Hubler reported that he is waiting on Mayor Gottman to talk with Doty in regard to the garbage contract. Stunkel reported that a third part- time employee, Ethan Ferguson has been hired at Vandalia Lake. Mayor Gottman announced that the 14th Annual Walk Across America To Show Support For Our Troops on May 30th at 1:00 P.M. He encouraged all the aldermen to take part in this event. COUNCIL CONCERNS: Swarm asked where are we (meaning the city) on the wall for Dennis Grubaugh. Lester said that he along with B. John Clark took a look at the wall stating that there is a lot to be done to that wall. Mayor Gottman asked Grubaugh to go back and look at the project and give the council a time frame on how long it would take from start to finish with a cost of the project. Mayor Gottman reported on Thursday of last week he travelled to Springfield to meet with the Comptroller and one of her staff members, along with our State Representative John Cavaletto and State Senator Kyle McCarter and Governor Rauner’s staff in regard to the outstanding debt with the Vandalia Correctional Center along with Illinois Dept. of Transportation in regard to an 5  agreement to pay for traffic light repairs. Mayor Gottman said that he has a legislative work session with the Illinois Municipal League the first part of May when they will address the problem to see if something can be done through the league to see if municipalities can get paid for the services that we do provide across the state.
