CITY COUNCIL Regular Meeting May 2, 2016 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen present were: Stunkel, Hubler, B. John Clark, Hobler, Crawford, Swarm, Lester and Rebbe. MINUTES: A motion was made by Swarm and seconded by Stunkel approving the minutes from the April 18, 2016 meeting as presented. Motion carried. REGULAR BILLS: A motion was made by Swarm and seconded by Stunkel approving the regular bills as presented. Motion carried. TREASURER’S REPORT: A motion was made by Hobler and seconded by Stunkel approving the Treasurer’s Report. A copy of the Treasurer’s Report will be filed for audit. Motion carried. SPECIAL BILLS: A motion was made Stunkel and seconded by B. John Clark approving the Special Bills as listed: SCIRP&DC in the amount of $4,117.00 for reimbursement of the staff time, travel & other costs associated with the preparation of the Fay. Co. Enterprise Zone application; PMSI in the amount of $37,034.32 for the purchase of a tar melter for the street department; Land 1  of Lincoln Credit Union in the amount of $12,488.50 for the fire truck payment; Mid Illinois Concrete, Inc. in the amount of $1,723.50 for concrete at railroad crossing; Midwest Tractor Sales Inc. in the amount of $2,000.00 to repair peerless pump rotating element; Door Controls St. Louis, Mo. in the amount of $13,400.00 for the new doors for City Hall; U.S. Bancorp in the amount of $14,781.19 for the water meters; Missouri Machinery in the amount of $6,950.00 for pump repair; Brenntag in the amount of $7,308.83 for chemicals; Hawkins, Inc. in the amount of $4,144.10 for chemicals. APPROVAL OF PURCHASE OF TAR A motion was made by Swarm and MELTER FOR STREET seconded by Stunkel approving the DEPARTMENT: purchase of a “tar melter” for the Street Department in the amount of $37,034.32 from PMSI (Paving Maintenance Supply Inc.) Chandler, AZ. Motion carried. ORDINANCE #2016-2-16-A: A motion was made by B. John Clark and AMENDING SALARIES FOR FISCAL seconded by Stunkel adopting Ordinance YEAR MAY 1, 2016-APRIL 30, #2016-2-16-A, Amending Salaries For 2017: Fiscal Year May 1, 2016-April 30, 2017. Roll call vote: Swarm, yea; Hubler, yea; Stunkel, yea; Crawford, yea; Hobler, yea; Rebbe, yea; Lester, yea; Clark, yea. Motion carried. ACCEPTANCE OF RETIREMENT A motion was made by B. John Clark and LETTER FROM DAVID WODTKA, seconded by Hubler approving the CEMETERY SEXTON: retirement letter from David Wodtka, Cemetery Sexton. Motion carried. 2 TIF ADVISORY COMMITTEE A motion was made by Swarm and MEETING MINUTES FROM APRIL seconded by Rebbe approving the TIF 20, 2016: Advisory Committee Meeting Minutes from April 20, 2016 as submitted. Motion carried. ORDINANCE #2016-5-2-B: A motion was made by Swarm and APPROVING A CERTAIN TAX seconded by B. John Clark adopting INCREMENT DEVELOPMENT Ordinance #2016-5-2-B, Approving A AGREEMENT BY AND BETWEEN THE Certain Tax Increment Development CITY OF VANDALIA, ILLINOIS Agreement By And Between The City of AND JOYCE GARRISON Vandalia, IL And Joyce Garrison. The TIF funding will cover the removal of existing 4 layers of shingles and replacement with a new roof. Also, removal of existing brick chimney and replacement with pipe and cap in the amount of $8,700.00. ORDINANCE #2016-5-2-C: A motion was made by Swarm and APPROVING A CERTAIN TAX seconded by Hubler adopting Ordinance INCREMENT DEVELOPMENT #2016-5-2-C, Approving A Certain Tax AGREEMENT BY AND BETWEEN THE Increment Development Agreement By And CITY OF VANDALIA, IL AND B. Between The City of Vandalia And B. RANDY EDWARDS Randy Edwards. The TIF funding will cover the replacement of the existing rubber roof, removal of tower and guidewires currently on the roof and repair of any damage under existing roof due to placement of tower and guidewires in the amount of $8,945.00. Motion carried. 3 ORDINANCE #2016-5-2-D: A motion was made by Crawford and APPROVING A CERTAIN TAX seconded by Stunkel adopting Ordinance INCREMENT DEVELOPMENT #2016-5-2-D, Approving A Certain Tax AGREEMENT BY AND BETWEEN THE Increment Development Agreement By And CITY OF VANDALIA AND DENNIS Between The City of Vandalia And & DEBBIE GRUBAUGH Dennis & Debbie Grubaugh. The TIF funding will include the demolition of the rear portion of the former movie theatre: former equipment room, backstage area to be partially demolished and cleaned up; New roof and lumber over backstage area and new access door which will secure the building in the amount of $31,910.00. DISCUSS GRUBAUGH TIF REQUEST Mayor Gottman told the council that FOR WALL AT 507 W. GALLATIN: they need to agree on an amount to be included in a TIF grant for Grubaugh’s repairs to his building at 507 W. Gallatin St. Paslay said that the TIF committee recommended a $100,000 grant, then the city received an estimate for $160,000 from Grubaugh, who is asking for an advance payment of $20,000 and the balance of the grant upon completion of the project. The project would include excavation, removal of wall penetrations by plumbing, removal of paint and plaster over brick, demolition of the upper east wall to affect the stair stepping and capping off of the wall, and all restoration work required to bring wall back to what it was. Lester asked how many square feet the project area is and Grubaugh responded by saying that he doesn’t figure by 4  square feet. Lester said, that he felt that the estimate for tuckpointing is way too high. Lester did not think there was $160,000.00 of work there. Lester felt that we could get all of that professionally done for $70,000.00. Hubler sked Grubaugh if he had insurance on the building. Grubaugh said that he did but the insurance is waiting to see what the city will pay first. Hobler said that he didn’t feel that was right, that was a storm that started this and the insurance should take care of their business before we jump in there and try to bail them out. Swarm said that to get us off of dead center, he made a motion to recommend $70,000. in the TIF agreement and Crawford seconded the motion. Motion carried. DISCUSS GRUBAUGH TIF REQUEST The council then discussed the TIF FOR ROOF AT 2417 VETERANS: request for a roof on the former Twisters Building at 2417 Veterans Ave. Swarm asked how safe is that building? Grubaugh said that it is safe. Grubaugh said that he had a structural engineer look at it. Grubaugh said that the city had a letter in the file to that effect. The aldermen agreed to postpone discussion on this matter till they had a chance to go over the documents. 5 MAYOR’S REPORT: Mayor Gottman announced that he will be attended the IML along with the Illinois Municipal League Risk Management board meeting this Thursday in Springfield. Mayor Gottman reported that there was a ribbon cutting at the Yum Yum Shoppe this past week. STANDING COMMITTEES: Hubler reminded Mayor Gottman to contact Doty Sanitation about the Waste Collection Agreement. Hobler announced that Vandalia Lake is getting more campers out at the lake due to the closure of Ramsey State Park. Paslay reported that Thursday & Friday of this week, Vandalia Tourism Commission will sponsor a hanging basket sale here at City Hall. Thursday from noon till 5:00 and Friday 8:30-5:00 p.m. The proceeds will help fund the Lincoln Heritage Festival. The 14th Annual Walk Across America To show Support For Our Troops on May 30th at 1:00 P.M. Treasures on the Trail to be held on Saturday, June 4th in downtown Vandalia from 8:00-4:00 p.m. This will be vendors that will set up in the city’s parking lot. Tours will be available for all the historic sites in Vandalia. Keith Jansen, City Attorney stated that the city is in possession of the deed to the property at the corner of Fourth & Jefferson St. We need authority from the council to record the deed and it will become the property of the city. 6  A motion was made by Lester and seconded by Crawford to have the deed recorded. Motion carried. AUDIENCE PARTICIPATION: Bill Hazelhorst asked to hold a meeting with the Beautification Committee to make an effort to improve the downtown business district. Hazelhorst also mentioned that the Lions Club took over the Little Red Caboose and would like to restore it and have it moved to a better location. Hazelhorst said that the Lions Club is also interested in creating a museum to document the importance of the railroad to Vandalia. He said that the club is looking at having the Walldogs, which is a group of mural painters to paint murals on the exterior of some downtown buildings. These murals would honor the community’s heritage. COUNCIL MOVES INTO EXECUTIVE A motion was made by Swarm and SESSION AT 8:34 P.M.: seconded by Stunkel to move into Executive Session at 8:34 p.m. under 5ILCS120/2 for sale and inquire of land and a personnel matter.
