CITY COUNCIL Regular Meeting July 18, 2016 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by those present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen Present: Swarm, Rebbe, Hubler, Stunkel, Hobler, B. John Clark, Lester and Crawford. MOMENT OF SILENCE: A moment of silence was observed to recognize the law enforcement officers killed in Baton Rouge, La. on Sunday. MINUTES: A motion was made by Swarm and seconded Crawford approving the minutes from the July 5, 2016 meeting as presented. Motion carried. REGULAR BILLS: A motion was made by Stunkel and seconded by B. John Clark approving the regular bills as presented. Motion carried. SPECIAL BILLS: A motion was made by Stunkel and seconded by Hobler approving the Special Bills as presented: Civic Systems, LLC in the amount of $3,365.00 for software support for the computers; Direct Energy in the amount of $21,155.66 for electric; Illinois Director of Employment in the amount of $1,668.32 for 2nd Quarter unemployment; South Central FS, Inc. in the amount of $9,149.73 1 for fuel; Kaskaskia Springs Water Co. in the amount of $1,773.20 for water; Illinois EPA in the amount of $17,500.00 for NPDES fee; CedarChem, LLC in the amount of $10,849.02 for supplies. Motion carried. TREASURER’S REPORT: A motion was made by Stunkel and seconded by Crawford approving the Treasurer’s Report to be filed for audit. Motion carried. LAKE LOT #111 TRANSFER FROM A motion was made by Hobler and TY COTTINGHAM TO TODD seconded by Stunkel approving the BLACKWELL: transfer of Lake Lot #111 from Ty Cottingham, Collinsville, Il to Todd Blackwell, Brownstown. All necessary fees have been paid. Motion carried. LAKE LOT #153A TRANSFER FROM A motion was made by Hobler and STEVE HENNA TO SANDY seconded by Lester approving the TOWNSEND: transfer of Lake Lot #153A from Steve C. Henna, Vandalia to Sandy Townsend, Vandalia. Motion carried. LAKE LOT #90 TRANSFER FROM A motion was made by Hobler and PHYLLIS LASTER TO NATE seconded by Lester approving the PETERSON: transfer of Lake Lot #90 from Phyllis Laster, Maryville to Nate Peterson, Ramsey. Motion carried. ACCEPTANCE OF RESIGNATION OF A motion was made by Swarm and JOE PATTERSON: seconded by B. John Clark accepting the resignation of Joe Patterson effective July 20, 2016. Motion carried. AUTHORIZATION TO ADVERTISE A motion was made by Stunkel and TO REPLACE JOE PATTERSON AS seconded by B. John Clark giving THE MECHANIC: authorization to advertise for the mechanic’s position at the city garage. Motion carried. 2 ORDINANCE #2016-7-18-A: A motion was made Stunkel and ASCERTAINING THE PREVAILING seconded by B. John Clark adopting RATE OF WAGES FOR LABORERS, Ordinance #2016-7-18-A, An Ordinance WORKMEN AND MECHANICS Of The City of Vandalia, Fayette EMPLOYED ON PUBLIC WORKS OF County, IL, Ascertaining The SAID CITY Prevailing Rate of Wages For Laborers, Workmen And Mechanics Employed On Public Works Of said City. Roll call: Hobler, yea; Swarm, yea; Lester, nay; Rebbe, yea; Clark, yea; Stunkel, yea; Crawford, yea; Hubler, yea. Motion carried. APPROVAL OF APPOINTMENT OF Mayor Gottman reported that the CODE ENFORCEMENT OFFICER: person interested in the position as code enforcement official declined the offer. Mayor Gottman said that other applicants are being considered for the position. MAYOR’S REPORT: Mayor Gottman publicly commended the Public Works Department on its efforts to clean up the trees and other debris left from last week’s severe storm. Mayor Gottman will be attending the Illinois Municipal League board meeting on Saturday in Springfield. Mayor Gottman spoke with the engineering firm in regard to the parallel parking on Fifth & Sixth Street. The firm will be getting back with the mayor with a layout of the parking lot. CLERK’S REPORT: Clerk Peggy Bowen reported that the City of Vandalia is still waiting on payment from the State of Illinois for the water & sewer bill for the Correctional Center. We are hopeful that we receive payment within the next few weeks. 3 STANDING COMMITTEE REPORTS: Hubler reported that Doty Sanitation began delivering the trash containers to residents in the city limits today. Stunkel reported that we will be looking for a replacement for Joe Patterson as well as Keith Meadow’s position. Swarm reported that the Annual Lincoln Heritage Festival went well last weekend. Mayor Gottman reported that three historical sites will be open seven days a week. Those mentioned were the State House in Springfield, one of the mansions in Springfield and New Salem. Mayor Gottman said that he made a call and spoke with the representative for Historical Preservation, Mr. Ryan. Alderman Clark questioned why the Statehouse in Vandalia is only open three days a week instead of the weekends when travelers are visiting Vandalia. Mayor Gottman said, they do not have enough employees to cover the facility and there is a hiring freeze on at this time for those positions. Mayor Gottman said that he would ask the director about that request. COUNCIL CONCERNS: Swarm stated that he would like to voice his concerns for the local officers. He said that it has been on his mind the last few weeks. 4 Swarm said, I realize that our patrolmen and woman take their lives in their hands and I appreciate it. He said that he realizes the potential for danger every time an officer handles a routine situation. He hoped that guidelines are in place for traffic stops. I don’t want to see any of our guys ambushed. ADJOURNMENT: There being nothing further to bring before the council, a motion was made by B. John Clark and seconded by Hobler to adjourn.
