SPECIAL COUNCIL MEETING
JULY 27, 2016
CALL TO ORDER: Mayor Gottman called the Special Council Meeting to order at 5:30 P.M.
PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was given by all present.
ROLL CALL: Swarm, Stunkel, Lester, B. John Clark, Hobler, Rebbe & Hubler. Crawford was absent.
NEW BUSINESS: A motion was made by Stunkel and seconded by Lester Adopting Ordinance # 2016-7-
27-A, Ordinance Amending Salary Ordinance of May 1, 2016 through April 30, 2017.
A ROLL CALL vote was taken: Hobler, yea; Swarm, yea; Lester, yea; B. John Clark, yea; Stunkel, yea;
Rebbe, yea; Hubler, yea; Crawford, absent. Motion carried.
A motion was made by Stunkel and seconded by Hubler adopting Ordinance #2016-7-27-B, Creating The
Office Of Building & Zoning Official And Providing Powers And Duties Thereof.
A ROLL CALL vote was taken: Rebbe, yea; Stunkel, yea; B. John Clark, yea; Lester, yea; Swarm, yea;
Hubler, yea; Hobler, yea; Crawford, absent. Motion carried.
A motion was made by Stunkel and seconded by Hobler adopting Resolution #2016-7-27-C, Authorizing
Execution Of An Employment Contract Between The City of Vandalia And Daniel Barenfanger.
A ROLL CALL vote was taken: Lester, yea; B. John Clark, yea; Hubler, yea; Stunkel, yea; Swarm, yea;
Rebbe, yea; Hobler, yea; Crawford, absent. Motion carried.
A motion was made by Hobler and seconded by Stunkel Approving the Appointment of Assistant Chief
of Police, Rob Blackerby.
Mayor Gottman told the council that Blackerby has nineteen years of service with the Vandalia Police
Department along with twenty-three years of law enforcement with the city & county. He served as
Chief Deputy for the Fayette County Sheriff’s Office in the late ninety’s.
Mayor Gottman said, the reason this came about the Chief of Police is on call 24/7. Blackerby will cover
for Chief Ray when he is on vacation and unavailable and other responsibilities that need to be
distributed.
After much hesitation, a motion was made by Stunkel and seconded by Hobler to accept the resignation
of Barbara McCart after 41 years of service with the City of Vandalia. McCart will be leaving her job on
December 30, 2016. Motion carried.
Mayor Gottman said she has done so much for the City of Vandalia. She has promoted the City of
Vandalia in many ways. It will be a loss to the city when she leaves her post on December 30th.
Clerk Peggy Bowen told the council that Barb has served as her Deputy Clerk for the past nineteen years.
She has been a wealth of knowledge to the city. She has been a dedicated employee; one who will be
truly missed.
A motion was made by Stunkel and seconded by B. John Clark giving the City Clerk authorization to
advertise to fill the vacancy of Deputy Clerk, Barbara McCart. Motion carried.
ADJOURNMENT: There being nothing further to bring before the council a motion was made by Swarm
and seconded by Hobler to adjourn at 5:52 P.M. Motion carried.
