CITY COUNCIL Regular Meeting August 1, 2016 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen present were: Swarm, Hubler, Rebbe, B. John Clark, Lester, Crawford and Stunkel. Hobler was absent. MOMENT OF SILENCE: A moment of silence was observed for Lamire Wiss, former business owner in Vandalia and Janet Koonce, wife of retired police officer, Mike Koonce. Our condolences to the families. MINUTES: A motion was made by Swarm and seconded by Stunkel approving the minutes from the July 18, 2016 City Council Meeting along with the minutes from the Special Council Meeting on July 27, 2016. Motion carried. REGULAR BILLS: A motion was made by Stunkel and seconded by B. John Clark approving the regular bills as presented. Motion carried. TREASURER’S REPORT: A motion was made by B. John Clark and seconded by Stunkel approving the Treasurer’s report. A copy of the Treasurer’s Report will be filed for audit. 1 SPECIAL BILLS: A motion was made Stunkel and seconded by B. John Clark approving all Special Bills: Hurst Rosche Engineering in the amount of $3,647.79 for professional services on the Thrill Hill bridge; IL. Land of Lincoln Credit Union in the amount of $12,488.50 for payment on fire truck; Tune Trucking in the amount of $14,456.94 for CA6; Dennis Grubaugh in the amount of $31,910.00 for TIF reimbursement; Joyce Garrison in the amount of $4,350.00 for TIF reimbursement; U.S. Bancorp in the amount of $14,781.19 for water meters; Missouri Machinery in the amount of $5,777.55 for a rebuilt pump; Centraz Industries in the amount of $3,240.00 for sewer solvent; Brenntag Mid South, Inc. in the amount of $9,075.26 for chemicals; Direct Energy in the amount of $11,958.08 for electric; Aeration Industries Int. in the amount of $5,512.23 for shaft for aerator; Motion carried. APPROVAL OF APPOINTMENT OF A motion was made by B. John Clark CODE ENFORCEMENT OFFICER: and seconded by Stunkel approving the appointment of Code Enforcement Officer, Zachary Kopp. A contract will be drawn up for council approval at the August 15th meeting. The position will pay $47,000 with benefits. John Clark Approving INCREMENT DEVELOPMENT Ordinance #2016-8-1-A, Approving AGREEMENT BY AND BETWEEN THE Certain Tax Increment Development CITY OF VANDALIA, IL AND Agreement By Between The City of COMPASS WEST, INC. Vandalia And Compass West, Inc. This project will include ground leveling, water/sewer line extension and water tap to open The Coffee Bean Expresso Shed, a drive-thru Coffee Shop. John Clark approving INCREMENT DEVELOPMENT a Certain Tax Increment Development AGREEMENT BY AND BETWEEN THE Agreement By And Between The City of CITY OF VANDALIA, IL AND BOWEN Vandalia, IL And Bowen Properties. PROPERTIES This project will include installation of a new rubber roof on the top story and the repair and re- blocking of concrete foundation and retaining wall on the back portion of the building. Motion carried. 3 ORDINANCE #2016-8-1-C: A motion was made by B. John Clark APPROVING A CERTAIN TAX and seconded by Stunkel approving INCREMENT DEVELOPMENT Ordinance #2016-8-1-C, Approving A AGREEMENT BY AND BETWEEN THE Certain Tax Increment Development CITY OF VANDALIA, IL AND KYLE Agreement By And Between The City of & SHEBA BARKER Vandalia, IL And Kyle And Sheba Barker. This project will include concrete, electrical, water, plumbing, signage, renovation and moving of facility in order to open Shimoji Coffee, a drive-thru Coffee Shop. APPLICATION FOR RETAIL LIQUOR A first reading for application for LICENSE-PMK, INC.-FIRST liquor license for PMK, Inc. was READING: heard. It will be voted on at the August 15th meeting. RESOLUTION 2016-8-1-D: A motion was made Swarm and seconded APPROVING AN AGREEMENT BETWEEN by Crawford approving the agreement THE CITY OF VANDALIA AND HACH between the City of Vandalia and Hach to provide annual maintenance work on the laboratory equipment at the Water Treatment Plant in the amount of $4,456.00. Motion carried. 4 RESOLUTION #2016-8-1-E: A motion was made by Swarm and APPROVING AN AGREEMENT BETWEEN seconded by B. John Clark adopting THE CITY OF VANDALIA AND Resolution #2016-8-1-E, Approving A ADVANCED DIGITAL SOLUTIONS Lease Agreement Between The City of Vandalia, IL And Advanced Digital Solutions. The City of Vandalia will be leasing two (2) Xerox Copiers for the City Clerk’s Office and the Administrative Office of City Hall. The lease agreement is in the amount of $241.92 per month for the two copiers. The City also received a bid from Konica-Minolta in the amount of $235.62 per month; Ricoh in the amount of $372.82. ACCEPT OR REJECT BIDS FOR A motion was made by Swarm and DEMOLITION OF RESIDENCE AT 4TH seconded by Crawford approving the AND JEFFERSON STREET: demolition bid from Grubaugh Contracting in the amount of $2,465.00 for house demolition at the southeast corner of Fourth & Jefferson Street. Motion carried. The City of Vandalia also received a bid from Kidd’s Plumbing & Excavating in the amount of $4,500.00 and Smith Backhoe Service in the amount of $6,500.00. APPROVAL TO PLACE “PURPLE A motion was made by B. John Clark HEART” PARKING SPACE IN NORTH and seconded by Stunkel approving a CITY PARKING LOT: “Purple Heart” parking space in the north city parking lot designated for our veterans. Motion carried. 5 RESOLUTION #2016-8-1-F: A motion was made by B. John Clark VANDALIA DOWNTOWN MERCHANTS and seconded by Stunkel adopting ANNUAL “OLDE TYME CHRISTMAS”: Resolution #2016-8-1-F, requesting temporary closure of Old Rt 140, a State Highway from Third Street to Alley Between Sixth Street And Seventh Street for the Vandalia Downtown Merchants Annual “Olde Tyme Christmas” on Friday, November 11, 2016. Motion carried. MAYOR’S REPORT Mayor Gottman reported to the council that Crawford & Associates had put together a plan for Fifth & Sixth Street. The plan shows angled parking on both the east and west sides of Sixth St. on the north side of Gallatin St. with the turn lane removed on the street. The angled parking would take the number of parking spots from 16 spots up to an additional 20 spots to make a total of 36 possible spots. On Fifth Street, shows current parallel parking remaining on the west side of the street with new angled parking on the east side of the street. The total number of spots on that stretch of Fifth St. would be 25. Mayor Gottman told the council that this information will be shared with business and property owners along each street and would like feedback from the owners on the possible changes before anything is finalized. In your packets you have a report from Hurst-Rosche, Inc. on current projects under contract with Hurst- Rosche. 6 Mayor Gottman received a notification from Scott Hunt, with Hurst-Rosche Illinois Dept. of Transportation the bids for the Fifth Street & Randolph bridges came in at $227,814.40 below the engineers estimate. So, therefore Plocher Construction Co. Inc. bid was in the amount of $1,115,691.00. Mayor Gottman said that they were asking for a verbal commitment so they can get the paper work completed so the council can act on it at the August 15th council meeting. A motion was made by Swarm and seconded by B. John Clark to move forward. Motion carried. Mayor Gottman announced that Schutt Sports has leased the former Statewide Tire facility from Agracel. Schutt Sports’ will occupy 20,000 sq. ft. of the 60,000 sq. ft. building. Schutt Sports’ is noted for their helmets, pads and faceguards for football, to batter’s helmets and catcher’s gear for baseball and softball. They have two other locations, Litchfield and Salem, Illinois. At this time they will be using this location for warehousing. 7 CITY CLERK’S REPORT: Clerk Peggy Bowen announced that the City of Vandalia received a check from the State of Illinois in the amount $89,022.15 for water and a check in the amount of $11,302.75 for sewer for water & sewer usage at the Vandalia Correctional Center. This leaves a balance of $429,741.56 for water and $111,461.33 for sewer. Clerk Bowen reminded those that have not turned in their holding tank inspection forms for the subdivision lots and camping lots must be by September 1st. There will be a $50.00 fine per month for those that have not complied for the camping lots and a $200.00 a day fine for the subdivision lots. STANDING COMMITTEES: Swarm announced that on Monday, August 8th at 5:00 p.m. in council chambers the Water & Sewer Committee will meet to review a request from Fayette Water Company seeking Right- of-Way Easements in Lands owned by the City of Vandalia and to begin discussion on the current water purchase agreement that is set to expire May 2017. Stunkel reported that August 15th at 5:00 P.M. at City Hall the Personnel Committee will review applications for mechanic & clerical positions to be filled. LaTisha Paslay reported that on August 27th at noon there will be a Governor’s Run For Veterans. This is a motorcycle run being organized by the ABATE Chapter out of Marion, IL. 8 COUNCIL CONCERNS: Lester asked Mayor Gottman about the status of filling the city administrator’s position. Mayor Gottman said the problem now, with hiring someone this late date, is that his term ends next spring and that person is appointed by the mayor and approved by the council. Mayor Gottman said that he is 100% for hiring someone, but if someone were hired at this time, someone other than himself could be elected mayor next spring and choose to appoint someone else. Mayor Gottman said, if he is re- elected, that’s the first thing he will do. Mayor Gottman said that he is working on getting the City of Vandalia redistricted. Mayor Gottman attended the IML meeting and spoke with one of the mayor’s in attendance and he said that it costs his city over $10,000 to get it redistricted. Mayor Gottman said, that we will eventually have to bite the bullet to do that. Illinois Municipal League doesn’t know of anyone who would do it for nothing. Crawford brought the concerns from residents on Randolph Street in regard to the new trash cans to the council. 9  Mayor Gottman said that Doty is working with residents who have problems. A resident that resides at 430 N. Sixth St. is requesting a handicap parking area on the west side of Sixth Street. The space would be the first space south of the intersection of Sixth St. & Jefferson. A motion was made by Stunkel and seconded by Crawford to draft an ordinance for a single parking space for handicap parking. Motion carried. WALLDOGS MURAL PAINTINGS: Marilyn Truitt spoke on behalf of the mural committee. The first project slated to paint a mural on the Fastenal Building. This mural will portray The Old Depot and Old Trains which would be the Illinois Central and the Pennsylvania. A family member of Scott Lindley who is the coordinator of the Walldogs spoke to the council about the Walldogs Mural Project. The Walldogs organization brings together artists who carry on the tradition of old-time sign painters. Several communities such as Marshall, Il. and Arcola, Il. Pontiac & Danville have done fourteen murals in each community to draw tourist off the interstate to their communities to view the different murals on display. 10 ADJOURNMENT: There being nothing further to discuss a motion was made by Swarm and seconded by Stunkel to adjourn.
