CITY COUNCIL Regular Meeting February 21, 2017 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen present were: Swarm, B. John Clark, Hubler, Rebbe and Lester. Hobler, Stunkel and Crawford were absent. MINUTES: A motion was made by Swarm and seconded by B. John Clark approving the minutes from the February 6, 2017 meeting as presented. Motion carried. REGULAR BILLS: A motion was made by Swarm and seconded by Hubler approving the regular bills as presented. Motion carried. SPECIAL BILLS: A motion was made by B. John Clark and seconded Hubler approving the Special Bills as presented: Direct Energy in the amount of $19,847.26 for electric; Kidd’s Plumbing & Heating in the amount of $6,450.00 for house demolition; Municipal Code Corporated in the amount of $1,533.54 for municipal code supplements for books; Fayette County Clerk in the amount of $2,640.75 for 1st quarter animal control; Woody’s Municipal Supply Co. in the amount of $2,250.00 for supplies; PMSI in the amount of $5,400.00 for Sealant C Roadsaver 221; 1  Hurst Rosche Engineering in the amount of $14,671.98 for engineering fees on 5th & Randolph St.; Altamont Overhead Door in the amount of $3,243.59 for overhead garage door; Brenntag Mid South, Inc. in the amount of $7,703.68 for chemicals; Vandevanter Engineering, Inc. in the amount of $4,090.69 for pump repairs; Motion carried. TRANSFERRING OF LAKE LOT #1B A motion was made by Swarm and seconded FROM CHUCK RUOT, VANDALIA TO by Hubler approving the transfer of Lake PAM JONES, RAMSEY: Lot #1B from Chuck Ruot, Vandalia to Pam Jones, Ramsey. All necessary fees have been paid. Motion carried. RESOLUTION #2017-2-21-A: A motion was made by Swarm and seconded APPROVING AN AGREEMENT FOR by B. John Clark adopting Resolution CONSTRUCTION ENGINEERING #2017-2-21-A Approving an Agreement SERVICES BETWEEN THE CITY OF Between the City of Vandalia & Hurst- VANDALIA AND HURST-ROSCHE Rosche Engineers, Inc. to provide ENGINEERS, INC. construction engineering services associated with the Thrill Hill Bridge Construction for the City of Vandalia. Roll call: Swarm, yea; Hubler, yea; B. John Clark, yea; Lester, yea; Rebbe, yea; Hobler, absent; Crawford, absent and Stunkel, absent. Motion carried. AUTHORIZATION OF BID FOR VAN A motion was made by B. John Clark and SEAL LIFT STATION CONTROL seconded by Hubler authorizing PANEL REHAB-$6,969.32: Vandevanter Engineering to convert the existing panel from the Float Switch to a Multitrode probe level control system. This proposal includes all parts, materials and field service labor to complete the work at the lift station in the amount of $6,969.32. Motion carried. 2 AUTHORIZATION OF BID FOR A motion was made by Swarm and seconded TERMINAL LIFT STATION by B. John Clark authorizing Vandevanter CONTROL PANEL REHAB- Engineering, Inc. to do a complete Rehab $45,440.07: of the existing control panel to upgrade the Logic and the Motor Starters in this Control Panel prior to the Failure of this system. The cost is $45,440.07. Motion carried. APPROVAL OF BIDS FOR ANNUAL A motion was made by Swarm and seconded WTP GENERATOR MAINTENANCE by Hubler approving the bid from Gateway CONTRACT: Industrial Power Inc. in the amount of $2,242.77. This is a 3 year proposal for the WTP Generator Maintenance Contract. TIF ADVISORY COMMITTEE A motion was made by Hubler and seconded MINUTES-FEBRUARY 13, 2017: by B. John Clark approving the TIF Advisory Committee Minutes from February 13, 2017 as submitted. Motion carried. ORDINANCE #2017-2-21-B: A motion was made by B. John Clark and TIF AGREEMENT BETWEEN THE seconded by Swarm Approving Ordinance CITY OF VANDALIA & FIRST #2017-2-21-B, A Certain Tax Increment UNITED METHODIST CHURCH Development Agreement By And Between The City of Vandalia And First United Methodist Church. The project will include complete demolition of 2 houses and garage located at corner of Main & Fourth Streets. Property to be used by First United Methodist Church as additional and possibly a small playground for preschool The total estimated TIF eligible costs is $9,125.00. John Clark and TIF AGREEMENT BETWEEN THE seconded by Lester Approving Ordinance CITY OF VANDALIA & RUSANI, #2017-2-21-C, A Certain Tax Increment LLC dba THE CHUCKWAGON Development Agreement By And Between The City of Vandalia, Illinois And Rusani, LLC dba The Chuckwagon. 3  The project will include bringing the handicap parking areas along the building up to meet the American with Disabilities Act pursuant to the notification he received from the Illinois Attorney General’s Office. This award in contingent that applicant completes the entire parking lot project as also listed on bids prior to any reimbursement from City for this portion. ORDINANCE #2017-2-21-D: A motion was made by Swarm and seconded TIF AGREEMENT BETWEEN THE by Hubler approving Ordinance #2017-2-21- CITY OF VANDALIA AND DENNIS D, A Certain Tax Increment Development GRUBAUGH dba GRUBAUGH Agreement Between The City of Vandalia CONTRACTING and Dennis Grubaugh dba Grubaugh Contracting. Project cost will include the rehabilitation of property for use by a new business coming to Vandalia, the company, Physician’s Mutual has signed a 3 year lease and need the property to be ready for occupancy April 1, 2017. This will consist of removal of all interior walls at current location and construction of new walls, kitchenette and conference space. Will also include installation of all new electrical and data cables for the entire facility. The total estimated TIF eligible costs will be $14,900.00. Motion carried. 4 TRANSFERRING OF LAKE LOT A motion was made by Swarm and seconded #501 FROM REBECCA MCNALLEY, by B. John Clark approving the transfer ST. PETER TO DOROTHY LACH, of Lake Lot #501 from Rebecca McNalley, VANDALIA: St. Peter to Dorothy Lach, Vandalia. All necessary fees have been paid. Motion carried. APPROVE OR REJECT CASH RENT A motion was made by B. John Clark and FARM LEASE BIDS: seconded by Hubler accepting the bid from Meyer Farms in the amount of $266.66 per acre. Motion carried. The City received bids from the following: Meyer Farms - $266.66 per acre L. Johnson Farms - $265.00 per acre CNR Farms - $248.00 per acre Seedtime & Harvest - $220.83 per acre Emerick Farms - $218.00 per acre John Bauer - $185.00 per acre MAYORS REPORT Mayor Gottman congratulated the Vandalia wrestlers on their 8th straight trip to dual team finals in Bloomington this Saturday. Mayor Gottman said that he met with a couple business owners who are looking at doing improvements to their buildings with TIF funds. Mayor Gottman also met with Clint Simpson, State Farm Insurance who is planning two festivals this year. The first one will be Kite Day on April 1st at the Kaskaskia College in Vandalia. Mayor Gottman attended the South Central Regional Planning Meeting. Code Official Zac Kopp is working on a getting some additional houses torn down here in town. 5 STANDING COMMITTEES: B. John Clark announced that a Street Committee Meeting will be held on Monday, March 6th at 6:30 to discuss work to be done on Sunset Drive. Mayor Gottman said that he spoke with Rodney Potts and Wm. Little with Crawford and Associates in regard to the bike path from the Vandalia High School to the Vandalia Park District to the YMCA and then to the Kaskaskia College and connect to Veterans Ave. Hubler said that he along with LaTisha Paslay is organizing the meeting with the three entities on the recycling. Brian Stout, Economic Development Director reported that he is working with the leads that were given to the city from the Buxton Company. Stout said that he has been meeting with business owners in Vandalia. He said that he will be attending a TIF & Tourism Conference in Springfield. He will also be attending a manufacturing & technology show in Cleveland, Ohio. He also reported that Buxton will be coming down on March 2nd to meet with Brian and Mayor Gottman. Mayor Gottman announced that Burger King is buying out Popeye’s chicken. Mayor Gottman announced that he and LaTisha Paslay met with the city insurance carrier in regards to the renewal of the insurance. Mayor Gottman announced that the Grand Levee is back. 6 UPDATE ON FIFTH STREET Scott Hunt with Hurst-Rosche stated that PROJECT & THRILL HILL BRIDGE the Fifth Street Project should be PROJECT: completed by the end of March. Hunt said when the asphalt plants begin operations this year, which should be the beginning of April the paving, road striping and cleanup will take place then the road will open to the public. Hunt also reported on the Thrill Hill Bridge Project. He said that Hurst-Rosche submitted the final plans for the new bridge to IDOT February 1st. Hunt said that the bid letting is set for April 28th, contingent on the city securing the necessary right of ways by the end of February. LAKE INTAKE & RAW WATER PUMP Rodney Potts, engineer for Crawford & STATION; RIVER INTAKE & RAW Associates gave an update summary along WATER IMPROVEMENTS: with estimate of probable costs for the river intake and raw water pump station improvements. RESIDENTS GETTING SCAM Chief Jeff Ray told the City Council that CALLS: several residents have received phone calls in which the caller claims to be a representative of the IRS demanding money or may say you have a refund due to trick you into giving private information. ORDINANCES TO BE BROUGHT TO Mayor Gottman said that the sign THE COUNCIL: ordinance should be completed by our attorney to act on at the March 6th council meeting. Mayor Gottman said that there is a state law in regard to roofers in Illinois. They are required to have an Illinois license. That will be an ordinance that will come to the council shortly. They will have to obtain a permit to do a roofing job in Vandalia. 7 ADJOURNMENT: A motion was made by B. John Clark and seconded by Swarm to adjourn.
