CITY COUNCIL Regular Meeting March 6, 2017 7:30 P.M. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all present. ROLL CALL: Swarm, Hubler, Rebbe, Lester, Stunkel and B. John Clark. Crawford & Hobler were absent. MOMENT OF SILENCE: A moment of silence was observed for George Michael Pontious, the father of Fayette County Real Estate owner Kelly Pontious and father-in-law of city police officer Blaine Redman; and former Fayette County Treasurer David C. Marty. MINUTES: A motion was made by Swarm and seconded by Stunkel approving the minutes from the February 21, 2017 as presented. Motion carried. REGULAR BILLS: A motion was made by B. John Clark and seconded by Stunkel approving the regular bills as submitted. Motion carried. SPECIAL BILLS: A motion was made by Stunkel and seconded by B. John Clark approving the Special Bills as submitted: Land of Lincoln Credit Union in the amount of $12,488.50 for loan on fire truck; Pro Wire in the amount of 1  $2,196.50 for camera installation; Ameren Illinois in the amount of $3,804.87 for street lights; Vandalia Asphalt Service in the amount of $2,368.80 for patch mix; Bowen Properties in the amount of $7,912.50 for TIF reimbursement; Blast Master in the amount of $3,800.00 for spray foam; Chase in the amount of $20,304.46 for interest on GO Bonds; U.S. Bancorp in the amount of $14,781.19 for monthly payment on water meters; Brenntag Mid South, Inc. in the amount of $6,336.59 for chemicals; HD Supply Waterworks in the amount of $4,808.15 for supplies; Key Equipment in the amount of $1,700.00 for P.S.I. orange hose; All Service Contracting Corp. in the amount of $1,784.40 150 50# bags of anthracite. LAKE LOT #81 TRANSFER FROM A motion was made by Swarm and SAMUEL MILLER, BROWNSTOWN, seconded by Stunkel approving IL TO BRYAN SOEHNLIN, the transfer of Lake Lot #81 COLLINSVILLE, IL. from Samuel Miller, Brownstown to Bryan Soehnlin, Collinsville. All necessary fees have been paid. Motion carried. APPROVAL OF STREET COMMITTEE A motion was made by Stunkel and MEETING MINUTES FROM seconded approving the Street FEBRUARY 6, 2017: Committee Meeting Minutes from February 6, 2017 as submitted. Motion carried. 2 APPROVAL OF WATER & SEWER A motion was made by Swarm and COMMITTEE MEETING MINUTES seconded by Stunkel approving FROM FEBRUARY 6, 2017: the Water & Sewer Committee Meeting Minutes from February 6, 2017 as submitted. Motion carried. RESOLUTION #2017-3-6-A: A motion was made by B. John APPROVING A CASH RENT FARM Clark and seconded by Lester LEASE BETWEEN THE CITY OF approving the cash rent farm VANDALIA AS LESSOR AND MEYER lease on the 120 acres on West FARMS, AS LESSEE Main Street between the City of Vandalia As Lessor and Meyer Farms, As Lessee. The lease on a cash rent basis for an annual payment of $32,000. Roll call vote: Lester, yea; Swarm, yea; B. John Clark, yea; Hubler, yea; Stunkel, yea; Rebbe, yea; Crawford & Hobler were absent. Motion carried. RESOLUTION #2017-3-6-B: A motion was made by B. John MAINTENANCE OF STREETS AND Clark and seconded by Stunkel HIGHWAYS BY MUNICIPALITY adopting Resolution #2017-3-6-B, UNDER THE ILLINOIS HIGHWAY For Maintenance of Streets and CODE FROM JANUARY 1, 2017- Highways by Municipality Under DECEMBER 31, 2017 the Illinois Highway Code. The City of Vandalia appropriated the sum of $290,906.74 of Motor Fuel Tax funds for the purpose of maintaining streets & highways under the provisions of the Illinois Highway Code from January 1, 2017 to December 31, 2017. Motion carried. 3 RESOLUTION #2017-3-6-C: A motion was made by Swarm and APPROVING AN AGREEMENT FOR seconded by B. John Clark PRELIMINARY ENGINERRING Approving An Agreement For SERVICES BETWEEN THE CITY OF Preliminary Engineering Services VANDALIA, IL AND JOHN H. Between The City of Vandalia, IL CRAWFORD & ASSOCIATES, P.C. and John H. Crawford & Associates, P.C. This is a contract between the parties for the purpose of the City of Vandalia employing John H. Crawford to provide preliminary engineering services associated with the Preliminary Engineering Report and Design for the Kaskaskia River Intake for the City of Vandalia. Roll Call: Swarm, yea; Hubler, yea; Stunkel, yea; B. John Clark, yea; Lester, yea; Rebbe, yea; Crawford and Hobler were absent. Motion carried. AUTHORIZATION TO PROCEED A motion was made by B. John WITH REPAIRS TO WATER Clark and seconded by Swarm TREATMENT PLANT: approving three of the nine needed repairs to the Water Treatment Plant. The three items chosen were listed as high priorities. Council approved pipe from flocculation tanks to settling tank; sourround beam at tube settlers and roof over clearwell. The total with engineering and legal cost for base project will be $47,800.00. Motion carried. 4 APPROVAL OF CITY’S ANNUAL A motion was made by Stunkel and CLEANUP WEEK FOR APRIL 24th- seconded by B. John Clark APRIL 28, 2017: authorizing Clean Up Week for Doty Sanitation Customers in the city limit for April 24, 2017- April 28, 2017. Motion carried. RESOLUTION #2017-3-6-D: A motion was made by B. John APPROVING AN ILLINOIS Clark and seconded by Stunkel DEPARTMENT OF TRANSPORTATION Adopting Resolution #2017-3-6-D, LOCAL PUBLIC AGENCY Approving An Illinois Department AGREEMENT FOR FEDERAL of Transportation Local Public PARTICIPATION Agency Agreement For Federal Participation. Roll call: Swarm, yea; Hubler, yea; Rebbe, yea; Stunkel, yea; B. John Clark, yea; Lester, yea; Hobler and Crawford were absent. Motion carried. RESOLUTION #2017-3-6-E: A motion was made by Stunkel and RESOLUTION APPROVING seconded by B. John Clark MODIFICATION #1 OF A Adopting Resolution #2017-3-6-E, CONSTRUCTION ENGINEERING Approving Modification #1 Of A AGREEMENT FOR FEDERAL Construction Engineering PARTICIPATION Agreement For Federal Participation. The agreement for construction engineering services between the City of Vandalia and Hurst- Rosche Engineers, Inc. for work associated with the Fifth and Randolph Street Bridge Project. Roll Call: Lester, yea; B. John Clark, yea; Stunkel, yea; Rebbe, yea; Swarm, yea; Hubler, yea; Crawford & Hobler were absent. Motion carried. 5 AUTHORIZATION FOR REPAIR OF A motion was made by Swarm and LARGE PUMP AT MAIN TERMINAL seconded by B. John Clark LIFT STATION FOR SEWER PLANT authorizing the repair of the IN THE AMOUNT OF $10,915.25: large pump at the lift station in the amount of $10,915.25 from Vandevanter Engineering. Motion carried. Mayor Gottman reported that the existing pump is 30 years old and that the cost of a new pump would be $70,000.00. AUTHORIZATION TO SEEK BIDS A motion was made by Lester and FOR CITY GARAGE SALT STORAGE seconded by B. John Clark to BUILDING ADDITION: seek bids for a salt storage building at the City Garage. Motion carried. Mayor Gottman said that the specs were drawn up by the City’s Building Official, Dan Barenfanger who did an excellent job in doing so. APPROVE OR REJECT SEALED A motion was made by B. John BIDS FOR SURPLUS ITEMS: Clark and seconded by Stunkel approving the high bids for two surplus vehicles which were sold by sealed bids. The successful bidders were: 2007 Chevy Impala, Michael Harter in the amount of $1,678.88; 1998 Chevy ½ ton pickup, Ron Carroll in the amount of $512.00. Motion carried. MAYOR’S REPORT: Mayor Gottman reported that he forwarded a list of grant schedules that are coming out to John Crawford & Associates. Mayor Gottman commented that we have two projects over at IDOT 6 for a period of time (Thrill Hill Project & Sunset Dr.) When we look at grants those are the kind of things we are looking for. It was said, that the City of Vandalia doesn’t have anything over at IDOT but there are projects over there. Mayor Gottman said that the city is also working on the safe school route or walking path that has been submitted before for funding from the Vandalia High School to the Park District to the YMCA to the Kaskaskia College then to Veterans Avenue. It will be resubmitted for approval again. Mayor Gottman reported that the representative for Buxton was here to meet with him, Brian Stout and LaTisha Paslay. Brian will be working those twenty leads provided by Buxton to locate them in Vandalia. Mayor Gottman announced that Kyle Reiss, mechanic at the City Garage has submitted his resignation from his current position effective March 17, 2017. Kyle thanked the elected officials along with his supervisor, Marlin Filer for giving him the opportunity to work for the city. A motion was made by Stunkel and seconded by B. John Clark to post then seek a replacement for Kyle Reiss position. Motion carried. 7 CITY CLERK’S REPORT: City Clerk Peggy Bowen reported that Danielle Payne, senior at Vandalia High School will be working part-time in the Clerk’s Office. She will be attending Kaskaskia Jr. College this fall majoring in accounting. STANDING COMMITTEES: B. John Clark reported that the Street Committee met this evening to discuss the salt storage building and an update on the Sunset project. Also discussed, was the handicap parking spot on North Sixth St. Ken Hubler reported that the Cemetery & Landfill Committee met this afternoon concerning recycling. Those present were USDA employee, Karen Sanders and Fayco staff, Kim Taylor. They are having a hard time of keeping these recycling centers open. They are trying to generate some money to keep them open. Fayco said that if we could not find a way for funding they would have to close by July 1st. Sam Kerr, sexton at the cemetery is requesting two new zero-turn mowers. The repairs on the equipment he has at the cemetery is getting very costly. Mayor Gottman asked Sam to work with LaTisha to put in a grant with the three foundations to see if we can get some money through one of them. 8  Mayor Gottman asked Brian Stout, Economic Development Director to do a monthly report on his activities to keep the council up to date on his job. AUDIENCE: Max Chappelear questioned some of the activity with the river intake. David Hejl questioned the council about the recycling money crunch that Fayco has. Mayor Gottman said, the situation with the recycling is that when they started the program they were losing some money but now they are losing between $10,000-$30,000 on an annual basis on Fayco’s side of it. The scrap metal, and recycling of paper and cardboard has plunged to the downward of the sale of it. That’s the big problem. Aluminum and steel is down right now. They have already closed the Brownstown, St. Peter, and St. Elmo programs. ADJOURNMENT: A motion was made by Stunkel and seconded by B. John Clark to adjourn.
