PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the
American Flag was given by all
present.
CALL TO ORDER: Mayor Gottman called the regularly
scheduled meeting of the Vandalia City
Council to order.
OATH OF OFFICE TO CITY CLERK Mayor Rick Gottman administered the
PEGGY BOWEN: oath of office to City Clerk Peggy
Bowen. Bowen is serving her sixth
term in office. She is the longest
serving Clerk for the City of
Vandalia.
OATH OF OFFICE TO MAYOR RICK City Clerk Peggy Bowen administered
GOTTMAN: the oath of office to Mayor Rick
Gottman. Gottman is serving his fifth
term in office.
ROLL CALL: Aldermen present were: Hubler, Rebbe,
B. John Clark, Lester, Crawford,
Barker and Hobler. Stunkel was absent.
MOMENT OF SILENCE FOR HELEN A moment of silence was observed for
CULBERTSON: Helen Culbertson who passed away last
week.
APPOINTMENT OF JOEL REBBE TO A motion was made by B. John Clark and
FILL 2 YEAR UNEXPIRED TERM seconded by Crawford approving the
FOR WARD III ALDERMAN: appointment of Joel Rebbe to fill a
two year unexpired term for Ward III

SWEARING IN OF THE ELECTED At this time the Aldermen elected at

TOURISM COMMISSION MEETING A motion was made by Crawford and
MINUTES FROM MARCH 28,2017: seconded by Barker approving the
Tourism Commission Meeting Minutes as
presented. Motion carried.
PLANNING COMMISSION MEETING A motion was made by B. John Clark and
MINUTES FROM APRIL 18,2017: seconded by Hubler approving the
Planning Commission Meeting Minutes as
presented. Motion carried.
ORDINANCE FAILED: A motion was made by Hobler and
AMENDING THE CITY OF seconded by Hubler Amending the City
VANDALIA ZONING DISTRICT of Vandalia Zoning District.
Bruce & Kathleen Wright are seeking to
amend the zoning from “RT” Two Family
Residential to “RM” Multiple Family
Residential.
The Wright’s recently purchased the
former Fayette County Health
Department at 509 W. Edwards.
After discussion it was decided that
the properties in that area were
simply not meant to be multi-family
facilities, they were meant to be
single family homes.

APPROVAL OF SALT DOME A motion was made by Lester and

AUTHORIZATION FOR REPAIR OF A motion was made by Barker and

ORDINANCE #2017-5-1-B: A motion was made by Hobler and

VANDALIA ZONING DISTRICT Ordinance #2017-5-1-B, Amending The
MAP: City of Vandalia Zoning District Map.
Walter Barenfanger requested a
Petition for Amendment of the City of
Vandalia Zoning Ordinance.

Barenfanger has been approached by a
potential developer that is seeking to
build an assisted living facility for
Alzheimer patients. Therefore, the
property would need to be rezoned to
“RM” Multiple Family Residential to
make the facility a permitted use.
This would include all of Lots 3 and 4
and 50 ft of the western parts of Lots
8 & 9 of L.T.’s Central West
Subdivision.

STREETS Obstructing Streets.
No person shall rake, deposit, dump,
or cause to be raked, placed,
deposited or dumped any leaves, trash,
organic materials, or other debris,
into any ditch or onto that portion of
the public right-of-way improved by
gravel, oil and chat or other hard
surfacing material for vehicular
traffic except when such materials are
bagged or otherwise contained as
required for trash or landscape/lawn
waste pickup purposes.

On Friday, April 28th, Stout submitted
his resignation. Stout states that,
“working for the city has truly been
an honor. Being able to serve the
citizens of the community has brought
about a new found respect for the
individuals who want to make Vandalia
the best it can be.”

COMMISSION: the appointment of Jerry Swarm to the
Planning Commission. Swarm will
replace Steve Barker who was recently
elected to the city council. Motion
carried.
MAYOR’S REPORT: Mayor Gottman announced that he
attended the Illinois TIF Conference
in Springfield last week. Mayor
Gottman said that it was a very good
meeting. Somethings brought to light
in regard to TIF law and etc.
Mayor Gottman announced that he and
LaTisha Paslay will meet with the TIF
attorney in Chicago on May 17th.
Next week, Mayor Gottman will be
meeting with a consultant of TIF.
At the TIF Conference there was an
election of the Board of Directors and
Mayor Gottman was re-elected to the
Board of Directors for the Illinois
TIF Association.
Mayor Gottman attended the IML meeting
in Springfield.

STANDING COMMITTEES: LaTisha Paslay reported that she and
Public Works Director, Marlin Filer
have been working on a list of
guidelines for the residents to follow
in regard to Street Department pickup
procedures.
The ordinances will go into effect
June 1, 2017.
Fifth St. and Randolph is just about
completed. Waiting on the striping of
the road. A ribbon cutting will take
place on the opening of the road very
soon.
Hubler said that he would like to
comment on the recycling. He felt it
was important to keep the electronic
recycling offered by the Fayette
County Soil and Water Conservation
District.
The nearest place to go for electronic
recycling is Champaign.
Mayor Gottman encouraged residents to
voice their opinions on the proposal
to add a $1.25 monthly surcharge to
residents’ water bills to support the
recycling programs.
Mayor Gottman commented, I don’t know
if any of you have received calls and
Aldermen Clark and Rebbe said they
had. All being negative towards the
additional charge to the water bill.
Mayor Gottman said that he received a
quote from Slack Glass to replace the
windows in the front office. He plans
to meet with Andy Lester to review the
quote.
Hobler reported that the informational
meeting to discuss annexation of the
Vandalia Lake into the City of

Vandalia has been rescheduled for June
24th due to several unable to attend
the meeting this Saturday evening.
The meeting will be held at 10:00 A.M.
in the city council chambers.
Mayor Gottman is asking the media to
get the word out that the City of
Vandalia is looking for a full-time
Economic Development Director.
ANNOUNCEMENTS & CONCERNS: Lester asked where the city stands
with the sidewalk replacement plan at
this time. Anyone with ideas should
get with Marlin Filer.
Lester also questioned what kind of
grants does the city have in the
pipeline?
Mayor Gottman said that we are working
on one for the Water Plant.
Lester asked about any road work, to
get in line for when funding comes
available.
Mayor Gottman said that he has been in
contact with all three engineering
firms that the city has used, HMG,
Hurst & Rosche and Crawford &
Associates.
Lester also asked, has there been any
discussion with the owner of the wall
across the street from City Hall when
he plans to fix it? Mayor Gottman said
that he has been meeting with the
owner.
Mayor Gottman is asking in writing the
committee that you would like to chair
and the committees that you would like
to be on.

A contact information list of elected
officials and department heads along
with meeting dates was passed out to
the alderman and the news media.
Mayor Gottman said, there is nothing
for Executive Session, but wanted to
cover something under Executive
Session; there are only three reasons
to go into Executive Session: land
acquisition the sale or inquiring of
land; individual personnel matter;
pending legal action.

discuss, a motion was made by Hobler
and seconded by Crawford to adjourn.
