CITY COUNCIL
Regular Meeting
April 17, 2017
7:30 P.M.
PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the
American Flag was given by those
present.
CALL TO ORDER: Mayor Gottman called the regularly
scheduled meeting of the Vandalia
City Council to order at 7:30 P.M.
ROLL CALL: Aldermen Present: B. John Clark,
Swarm, Lester, Hubler, Stunkel,
Hobler and Crawford. Rebbe was
absent.
MINUTES: A motion was made by Swarm and
seconded by Stunkel approving the
corrected minutes from the April 3,
2017 meeting as presented. Motion
carried.
REGULAR BILLS: A motion was made by Stunkel and
seconded by B. John Clark approving
the regular bills as presented.
Motion carried.
SPECIAL BILLS: A motion was made by Stunkel and
seconded by B. John Clark approving
the Special Bills as presented:
Municipal Electronics in the amount
of $2,315.00 for equipment for the
Police Department; Illinois Dept. of
Employment Security in the amount of
$6,093.07 for 1st quarter employment
security; Ameren Illinois in the
amount of $3,634.38 for street
lights; Banner Fire Equipment in the
amount of $119,428.26 for SCBA fire
gear; Dennis Grubaugh in the amount

of $14,900.00 for TIF Reimbursement;
First United Methodist Church in the
amount of $9,125.00 for TIF
reimbursement; Rick Cripe in the
amount of $11,624.64 for TIF
reimbursement; South Central FS, Inc.
in the amount of $1,507.65 for fuel;
HD Supply Waterworks in the amount of
$1,723.50 for adj rings; Vandalia
City Garage in the amount of
$1,921.00 for maintenance to
equipment; Brenntag Mid South, Inc.
in the amount of $6,278.08 for
chemicals; Direct Energy in the
amount of $18,049.04 for electric;
Kaskaskia Springs Water in the amount
of $2,125.00 for water expense;
Motion carried.
TREASURER’S REPORT: A motion was made by Stunkel and
seconded by B. John Clark approving
the Treasurer’s Report as submitted.
A copy of the Treasurer’s Report will
be filed for audit.
STREET COMMITTEE MEETING A motion was made by Stunkel and
MINUTES FROM APRIL 3, 2017: seconded by B. John Clark approving
the Street Committee Meeting Minutes
from April 3, 2017 as submitted.
Motion carried.
AUTHORIZATION TO SEEK BIDS A motion was made by Swarm and
TO SELL TWO (2) VACANT LOTS: seconded by Crawford authorizing the
city to begin seeking bids on two
vacant lots. The lots include 1026
W. St. Louis Ave. and 414 W.
Jefferson St., Vandalia, Il. Motion
carried.
APPROVAL OF CHEMICALS BIDS A motion was made by Swarm and
FOR WATER TREATMENT PLANT-FY seconded by Crawford approving the
2018: low bids on chemicals for the Water
Treatment Plant-FY 2018. Motion
carried.

FOR WASTE WATER TREATMENT seconded by Crawford approving the
PLANT: low bids on chemicals for the Waste
Water Treatment Plant for FY 2018.
Motion carried.
MAYOR’S REPORT: Mayor Gottman reported that he along
with Brian Stout will be attending
the Illinois TIF Conference this
week.
Mayor Gottman will be attending the
Illinois Municipal League Meeting
next week.
STANDING COMMITTEES: B. John Clark reported that the
Street Committee met this evening to
discuss landscape waste; an ordinance
regarding easements/driveways and
further discussion on the salt
building which will be a cover
structure which would be much more
economical.
Swarm reported that two pumps are in
the terminal lift. They are waiting
on the new control panel for that
terminal.
Hubler announced that the Cemetery &
Landfill Committee will meet on
Monday, April 24th at 4:30 pm in City
Council Chambers to discuss
recycling.
Mayor Gottman is working on getting
bids for the replacement of the front
windows in City Hall.
Hobler announced that the Vandalia
Lake Campgrounds will be opening
soon.
Stunkel announced that the Personnel
Committee met to do interviews for
the replacement at the Water
Treatment Plant.

It was the recommendation from the
committee to hire Alex Redman for the
position.
MAYOR GOTTMAN HONORS Alderman Jerry Swarm was honored
ALDERMAN JERRY SWARM & JOHN during the council Meeting when Mayor
MOYER: Gottman honored Swarm with a plaque
who served the city as Alderman in
Ward I from 1985 to 1997 and then
again from 2006 to 2017 as well as
his countless hours of work for the
City of Vandalia.
Also, honored was John Moyer for his
time serving as Alderman on the
council in Ward IV from 1989-2002
before becoming the Public Works
Director.
Alderman Swarm told the council along
with the public that “it has been a
pleasure and an honor to have served
for these years.” He said, “I’m going
to miss it, and I know I’m leaving it
in good hands.”
AUDIENCE CONCERNS: Travis Towler had a complaint about
the one way traffic sign is too high
on the post and not easily seen at
the dog park on Madison Street.
Towler also had a complaint that
people using the dog park are not
complying with the city’s leash law.
Mayor Gottman said he would have
Marlin Filer and the PD to look into
it.
COUNCIL MOVES INTO EXECUTIVE A motion was made by B. John Clark
SESSION AT 7:53 P.M.: and seconded by Hubler to move into
Executive Session at 7:53 p.m. under
5ILCS120/2 personnel.

EXECUTIVE SESSION ENDS AT Executive Session ended at 8:29 p.m.

NO ACTION FROM EXECUTIVE There was no action taken from
SESSION: Executive Session.

seconded by Hubler to adjourn at 8:32
p.m. Motion carried.
