CITY COUNCIL Regular Meeting April 3, 2017 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen present were: Hubler, Lester, B. John Clark, Hobler, Stunkel, Swarm, Crawford and Rebbe. MINUTES: A motion was made by Swarm and seconded by Crawford approving the minutes from the March 20, 2017 meeting as presented. Motion carried. REGULAR BILLS: A motion was made by B. John Clark and seconded by Hobler approving the regular bills as presented. Motion carried. SPECIAL BILLS: A motion was made by Crawford and seconded by Stunkel approving the Special Bills as listed: McCarty’s Auto Body in the amount of $4,205.00 for truck repair; Land of Lincoln Credit Union in the amount of $12,488.50 for loan on fire truck; John Crawford & Associates in the amount of $10,000 for engineering fees on Sunset Drive; Kyle & Sheba Barker in the amount of $6,233.56 for TIF reimbursement; Hurst Rosche Engineering in the amount of th $21,176.52 for 5 & Randolph St. project; US Bancorp in the amount of $14,781.19 for water meters; HD Supply 1  Waterworks in the amount of $2,152.54 for supplies; Brenntag Mid South, Inc.in the amount of $7,827.19 for chemicals; Vandevanter Engineering, Inc. in the amount of $1,744.00 for quadplex for the lift station; Motion carried. AUTHORIZATION TO PURCHASE A motion was made by Stunkel and SPRAYER FOR STREET seconded by B. John Clark approving DEPARTMENT: the purchase of a 200 gallon De- Ice/Chemical sprayer for the Street Department from Jenner in Harristown, Illinois in the amount of $6,055.00. Motion carried. RESOLUTION #2017-4-3-A: A motion was made by Stunkel and APPROVING AN AGREEMENT FOR seconded by Swarm adopting Resolution PRELIMINARY ENGINEERING #2017-4-3-A, Approving An Agreement SERVICES BETWEEN THE CITY OF For Preliminary Engineering Services VANDALIA, IL & JOHN H. Between The City of Vandalia, IL. & CRAWFORD & ASSOCIATES, P.C. John H. Crawford & Associates. The City of Vandalia intends to construct improvements to their water treatment plant to be known as existing Water Treatment Plant Repairs in and adjacent to the City of Vandalia. Roll call: Swarm, yea; Hubler, yea; Crawford, yea; Stunkel, yea; Hobler, yea; Rebbe, yea; Lester, yea; Clark, yea. Motion carried. ORDINANCE AMENDING CHAPTER An ordinance Pursuant to 225 ILCS 15.04.020 BUILDING PERMITS 335/5, titled Illinois Roofing AND FEES OF THE VANDALIA Industries Licensing Act, a building MUNICIPAL CODE: permit to a roofing contractor may not be issued unless that contractor has provided sufficient proof of current licensure as a roofing contractor by the Illinois Department of Financial & Professional Responsibility and any insurance certification requested by the Building Inspector. Owners of residential real estate may perform 2  roofing work on property to which they hold title without a license was tabled after a lengthy discussion between Alderman Andy Lester and City Attorney Ryan Connor until further research can be done. ORDINANCE CREATING A CLASS J An Ordinance Creating A Class J Liquor LIQUOR LICENSE PERMITTING License Permitting The Sale of Beer THE SALE OF BEER & WINE ONLY And Wine Only In A Licensed Video IN A LICENSED VIDEO GAMING Gaming Parlor was tabled due to PARLOR: wording in the Ordinance, stating a Class J licensee must have a video gaming license issued by the Illinois Gaming Board in accordance with the provisions of the Video Gaming Act 230 ILCS 40/1. It was brought up that in order to get a video gaming license, a license for alcohol sales must be in place first. The ordinance will be brought back to the council at the April 17th meeting. ORDINANCE AMENDING CHAPTER Ordinance was tabled. 5.08 ALCOHOLIC BEVERAGE SALES OF THE VANDALIA MUNICIPAL CODE: AUTHORIZATION FOR PURCHASE A motion was made by Hobler and OF SCBA’S FOR FIRE seconded by B. John Clark approving DEPARTMENT: the authorization of $119,428.26 for self-contained breathing apparatus equipment for the Vandalia Fire Department. Motion carried. The Fire Department was awarded a grant of $20,000 from the U.S. Department of Agriculture in May 2016 towards the purchase of the gear. As part of the grant, the city was required to match an amount of $23,560.00. $71,878.26 will be taken from the Hazel Kelly Fund. 3  Fire Chief, Keith Meadows said the department spent some time researching and trying on different companies’ products before deciding to go with Banner Equipment from Roxana, Il. Meadows said the current equipment, which is estimated to be between 18 and 19 years old, contains several pieces with a cumbersome assembly after necessary cleanings. The newer equipment has fewer parts. MAYOR’S REPORT: Mayor Gottman reminded everyone that tomorrow is election day, don’t forget to vote. CITY CLERK’S REPORT: Clerk Peggy Bowen reported to the council that the training on our upgrade to Clarity is completed. Things went very well the past two weeks. We all are looking forward to the new upgrade. STANDING COMMITTEES: B. John Clark reported that the Street Committee met this evening with discussing the handicap parking spot on front of 429 N. Sixth St. It was the consensus of the committee to rescind the existing ordinance and draft a new ordinance eliminating the handicap spot. The committee agreed that the two parties should figure out the parking situation on their own. A motion was made by B. John Clark and seconded by Stunkel to draft such an ordinance. Motion carried. The committee also discussed the salt building. All of the bids received to repair the bin were very high. The repairs would cost somewhere around $80,000 to complete. By using wood instead of metal, it would only save around $12,000. Public Works Director, Marlin Filer said, he was going to look into putting a canvas covering 4 over an existing foundation at the City Garage. Mayor Gottman reported that he along with Marlin Filer met with the contractor and the state today in regards to the intersection at Fifth & Randolph. They are getting ready to wrap that up real soon. Swarm announced that Marty Huskey, Water Plant Supervisor will be out for a few weeks with a health issue. A few meetings back, it was approved to replace six valves on the filters; three small and three large. They have the two large ones replaced and one of the small ones. Lester reported that he gathered some information on the glazing of the windows in the front office at City Hall. Mayor Gottman reported that Dennis Grubaugh finished his last TIF agreement with the City on Physicians Mutual in the old Easterday Building. Mayor Gottman announced that the City of Vandalia has joined the Illinois Manufacturers’ Association. Mayor Gottman reported that the City is working with the county by establishing public-private entity partners which would be a non-profit set up to help facilitate and drive economic growth in the county. Another meeting is scheduled for April 27th. Any questions contact either Mayor Gottman or Glenn Gurtner with the County Board. 5  Stunkel announced that the Personnel Committee will call a meeting for Thursday, April 6th at 3:30 p.m. to review the applications for the replacement of Matt Wyant at the Water Plant. Crawford announced that there will be an Easter Egg Hunt on Saturday, April 8th at Clint Simpson State Farm Building, 917 Veterans Ave. (next to Subway). Vandalia Historical Society will be doing a Wine & Craft Beer Tasting for Window Fundraiser. The Grande Levee will be held June 16- 17th. The Lincoln Heritage Festival will be July 15th-16th. Mayor Gottman announced that a press release from the Illinois Historic Preservation Agency stating that two Illinois sites will be expanding their hours. The Old Statehouse in Vandalia and one in Cahokia, Illinois. Mayor Gottman and Economic Development & Tourism Director attended the Tourism Conference in Springfield last week. Mayor Gottman reported that the elected officials of Vandalia are cordially invited to join the First Pentecostal Church of Vandalia in celebrating 100 years of faith in Vandalia from April 21st-April 23rd.
