CITY COUNCIL Regular Meeting June 19, 2017 7:30 P.M. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all present. ROLL CALL: Hubler, Rebbe, Lester, Stunkel , Crawford, Hobler & Barker. B. John Clark was absent. MOMENT OF SILENCE: A moment of silence was observed for Charles Schilling, II. Schilling was a former member of the City of Vandalia Zoning Board of Adjustments. MINUTES: A motion was made by Barker and seconded by Stunkel approving the minutes from the June 05, 2017 as presented. Motion carried. REGULAR BILLS: A motion was made by Stunkel and seconded by Hobler approving the regular bills as submitted. Motion carried. SPECIAL BILLS: A motion was made by Stunkel and seconded by Hobler approving the Special Bills as submitted: Civic Systems, Inc. in the amount of $19,050.00 for software for the new Clarity Program; DJ Howard & Associates, Inc. in the amount of $1,800.00 for land acquisition on the Thrill Hill Project; South 1  Central FS in the amount of $2,490.84 for gas at the lake; Direct Energy in the amount of $ 18,047.33 for electric; Westendorf Construction, Inc. in the amount of $8,700.00 for roof on the Chamber of Commerce Building; Illinois Department of Transportation in the amount of $166,310.79 for Fifth & Randolph Project; Brenntag Mid South for chemicals; Kaskaskia Springs Water in the amount of $2,268.40 for 5.671 million gallons of water; Vandevanter Engineer, Inc. in the amount of $5,402.27 for technical outside services at the new Walmart. PETER, IL: from Stephen Knebel, Mulberry Grove, IL. to Charlie Pryor, St. Peter, IL. All necessary fees have been paid. Motion carried. ORDINANCE #2017-6-19-A: A motion was made by Stunkel and THE CITY OF VANDALIA, seconded by Hobler adopting FAYETTE COUNTY, IL, Ordinance #2017-6-19-A, The City ASCERTAINING THE PREVAILING of Vandalia, Fayette County, RATE OF WAGES FOR LABORERS, Illinois, Ascertaining The WORKMEN AND MECHANICS Prevailing Rate of Wages For EMPLOYED ON PUBLIC WORKS OF Laborers, Workmen And Mechanics SAID CITY Employed On Public Works Of Said City. Motion carried. 2 RESOLUTION #2017-6-19-B: A motion was made by Barker and APPROVING AN AGREEMENT FOR seconded by Stunkel adopting ENGINEERING SERVICES BETWEEN Resolution #2017-6-19-B, THE CITY OF VANDALIA, IL AND Approving An Agreement For HURST-ROSCHE ENGINEERS, INC. Engineering Services Between The City of Vandalia, IL, And Hurst- Rosche Engineers, Inc. The City of Vandalia will employ Hurst-Rosche to provide work associated with In-Service Bridge Inspections for the City of Vandalia at a unit cost of $500 per bridge, for a total lump sum cost of $3,500. ORDINANCE #2017-6-19-C: A motion was made by Stunkel and AMENDING THE VANDALIA seconded by Hobler Amending MUNICIPAL CODE AT TITLE 17, Ordinance #2017-6-19-C, The ZONING, AT CHAPTER 17.06.070 Vandalia Municipal Code At Title FENCES & WALLS 17, Zoning, At Chapter 17.06.070 Fences And Walls. LAKE LOT #80 TRANSFER FROM A motion was made by Hobler and KATRINA NOBBE, VANDALIA TO seconded by Stunkel approving BLAINE REDMAN, VANDALIA: the transfer of Lake Lot #80 From Katrina Nobbe, Vandalia to Blaine Redman, Vandalia. All necessary fees have been paid. Motion carried. 3 RESOLUTION #2017-6-19-D: A motion was made by Lester and APPROVING AN INDEFINITE TERM seconded by Stunkel adopting LOAN AGREEMENT BETWEEN THE Resolution #2017-6-19-D, CITY OF VANDALIA RAILROADS Approving An Indefinite Term MUSEUM FOUNDATION, AS LESSOR Loan Agreement Between The City AND THE CITY OF VANDALIA AS of Vandalia Railroads Museum LESSEE Foundation, As Lessor And The City of Vandalia As Lessee. RECYCLING DISCUSSION: Discussion concerning the issue of recycling and the results of the current survey were discussed amongst the council members and Kim Taylor of FAYCO and Karen Sanders, with the USDA Office. The City Council will vote on adding an additional $1.25 to city residents’ water bills in order to keep the recycling services available in Fayette Co. MAYOR’S REPORT: Mayor Gottman publicly thanked the police and fire departments; the street crew, water and sewer departments; Ameren Illinois and the Vandalia Correctional Center for their quick response to the storm that came through Fayette County early Sunday Morning. Mayor Gottman asks that the residents be patient as cleanup will take a while due to the large amount of debris. 4  According to Public Works Director, Marlin Filer it will take four to five weeks to clean up. Mayor Gottman said that the Vandalia Correctional Center sent five crews out under the direction of a staff member of the governor. STANDING COMMITTEES: Crawford gave an update from the Water & Sewer Plant after the early Sunday morning storm. Hobler announced that fireworks at Vandalia Lake will be st Saturday, July 1 . Hobler announced that the city purchased an up-right boom lift from the Vandalia Park District in the amount of $500.00. Mayor Gottman along with Alderman Steve Barker said that the Grande Levee was a huge success this year. They plan to move forward with it for next year. Mayor Gottman reported that the Statehouse has been under the Illinois Historical Preservation. Effective July 1st of this year it will be under the Department of Natural Resources. COUNCIL MEMBERS CONCERNS: Lester asked if there was repair work needed at the dam. Hobler said yes there was. The engineers put it out for bid once but the bids came in astronomical. 5  Lester requested that something be resolved with the problem. AUDIENCE: Dennis Grubaugh asked the council what their position is on his wall on Fifth & Gallatin St. Alderman Lester said, our position was pretty clear sometime ago. Had that been done, maybe this wouldn’t have occurred. Grubaugh said, had the wall been taken down properly, like it was supposed to have been by the demolition contractor. Lester replied by saying, we were held hostage. You wouldn’t let us touch the wall. You wouldn’t let us do the repair as we saw fit to do it, so now we have this result. City Attorney Ryan Connor said that it was his understanding that there had been an insurance claim on the issue. Grubaugh said that he was still waiting. Connor asked Grubaugh whether he would object to him calling his agent, Pat Click, and he said that he did not. Connor said that he would contact him Tuesday morning.
