CITY COUNCIL Regular Meeting August 7, 2017 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by those present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen Present: B. John Clark, Rebbe, Hubler, Stunkel, Hobler, Barker and Crawford. Lester was absent. MOMENT OF SILENCE FOR BUD A moment of silence was observed for PONTIOUS: Bud Pontious, former owner of Bud’s Barber Shop. REGULAR MINUTES: A motion was made by Barker and seconded by B. John Clark approving the minutes from the July 17, 2017 meeting as presented. Motion carried. PUBLIC HEARING 2017-2018 A motion was made by Rebbe and BUDGET MINUTES: seconded by Hobler approving the Public Hearing 2017-2018 Budget Minutes from July 24, 2017 as presented. Motion carried. SPECIAL COUNCIL MEETING A motion was made by Stunkel and MINUTES: seconded by Crawford approving the Special City Council Meeting Minutes from July 27, 2017 as presented. Motion carried. 1 REGULAR BILLS: A motion was made by Stunkel and seconded by B. John Clark approving the regular bills as presented. Motion carried. SPECIAL BILLS: A motion was made by Stunkel and seconded by Hobler approving the Special Bills as presented: Westendorf Construction in the amount of $2,775.00 for repairs to the Senior Citizens Building; Hurst Rosche Engineering in the amount of $1,750.00 for bridge inspections; Ameren Illinois in the amount of $3,266.45 for street lights; Land of Lincoln Credit Union in the amount of $12,488.50 for fire truck loan; Fayette County Treasurer’s Office in the amount of $41,437.02 for 2016 Real Estate Taxes; Map-N-Tour, Inc. in the amount of $1,764.00 for annual subscription; Morton Salt in the amount of $7,306.93 for salt; Tune Trucking in the amount of $23,697.52 for hauling chips; Direct Energy in the amount of $12,886.31 for electric; Wehrle Properties in the amount of $10,915.00 for a TIF Reimbursement; U.S. Bancorp in the amount of $14,781.19 for water meters; City of Vandalia in the amount of $1,939.96 for postage; John Crawford & Associates in the amount of $12,800.00 for river intake structure & repair to Water Treatment Plant; Brenntag Mid South, Inc. in the amount of $9,209.62$22,177.56 for chemicals; Vandevanter Engineering, Inc. in the amount of $13,291.13 for quadplex lift station; Cedarchem LLc, in the amount of $10,717.98 for Cedarclear. Motion carried. 2 RESOLUTION #2017-8-7-A: A motion was made by Hobler and APPROVING AN AGREEMENT seconded by Barker approving BETWEEN THE CITY OF Resolution #2017-8-7-A, Approving An VANDALIA, ILIINOIS AND HACH: Agreement Between The City Of Vandalia, Illinois And Hach for annual maintenance for lab equipment at the Water Plant. Roll Call: Barker, yea; Hubler, yea; Crawford, yea; Stunkel, yea; Hobler, yea; Rebbe, yea; Lester, absent; B. John Clark, yea. Motion carried. AUTHORIZATION TO REPLACE A motion was made by Crawford and DIFFUSED SURFACE AERATION seconded by Barker giving SYSTEM AT WWTP: Authorization to Replace Diffused Surface Aeration System At WWTP. The equipment was installed last month because the old system broke down. Motion carried. STREET COMMITTEE MEETING A motion was made by B. John Clark MINUTES FROM JULY 17, 2017: and seconded by Stunkel approving the Street Committee Meeting Minutes from July 17, 2017 as submitted. Motion carried. AACCEPTANCE OF 2017 BRIDGE A motion was made by B. John Clark INSPECTION REPORTS: and seconded by Hubler accepting the 2017 Bridge Inspection Reports as submitted. ORDINANCE #2017-8-7-B: A motion was made by Crawford and AMENDING THE CITY OF seconded by B. John Clark Adopting VANDALIA MUNICIPAL CODE AT Ordinance #2017-8-7-B, Amending The CHAPTER 17, ZONING City of Vandalia Municipal Code At Chapter 17, Zoning regarding encroachments and utility buildings. Roll call: Hubler, yea; Stunkel, yea; B. John Clark, yea; Rebbe, yea; Hobler, yea; Crawford, yea; Barker, yea; Lester, absent. Motion carried. 3 TABLED ITEM: Mayor Gottman tabled to approve or APPROVE OR REJECT BIDS FOR reject bids for cleaning exterior of CLEANING EXTERIOR OF WATER water towers at Thrill Hill & TOWERS Fillmore until he receives more clarification. APPROVAL OF BRET BROSMAN TO A motion was made by Barker and THE ZONING BOARD OF seconded by Crawford approving the ADJUSTMENTS: appointment of Bret Brosman to the Zoning Board of Adjustments. Motion carried. RESOLUTION #2017-8-7-C: A motion was made by Stunkel and APPROVING AN EXTENSION seconded by B. John Clark adopting AGREEMENT FOR ECONOMIC Resolution #2017-8-7-C, Approving An DEVELOPMENT SERVICES BETWEEN Extension Agreement For Economic THE CITY OF VANDALIA, IL AND Development Services Between The City WORLD ECONOMIC DEVELOPMENT of Vandalia, IL And World Economic ALLIANCE Development Alliance. WEDA will provide business generation marketing services to assist Vandalia in economic development for twelve months in the amount of $4,950.00. APPROVAL OF PLANNING A motion was made by Stunkel and COMMISSION MEETING MINUTES seconded by B. John Clark approving FROM AUGUST 1, 2017: the Planning Commission Meeting Minutes from August 1, 2017 as submitted. Motion carried. ORDINANCE #2017-8-7-D: A motion was made by Stunkel and AMENDING CHAPTER 17.06.030 seconded by B. John Clark adopting HOME OCCUPATIONS OF THE Ordinance #2017-8-7-D, Amending VANDALIA MUNICIPAL CODE Chapter 17.06.030 Home Occupations Of The Municipal Code. 4 The Vandalia Municipal Code at Chapter 17.06.030 (b) is amended by addition of the following: Firearm Repair if performed by a resident holding a Federal Firearms License. Police Officer Jeff Tippen approached the Planning Commission requesting Firearm Repair a permitted home occupation. APPROVAL TO EXCEPT ZONING A motion was made by Stunkel and BOARD OF ADJUSTMENTS MEETING seconded by Barker to accept the MINUTES FROM AUGUST 2, 2017 minutes from the Zoning Board Of AS PRESENTED: Adjustments Meeting Minutes from August 2, 2017 as presented. Motion carried. APPROVAL TO EXCEPT ZONING A motion was made by B. John Clark BOARD OF ADJUSTMENTS MEETING and seconded by Stunkel to accept the MINUTES FROM AUGUST 3, 2017 minutes from the Zoning Board of A PRESENTED: Adjustments Meeting Minutes from August 3, 2017 as presented. Motion carried. ORDINANCE #2017-8-7-E: A motion was made by Barker and THE CITY OF VANDALIA, seconded by Crawford adopting FAYETTE COUNTY, IL Ordinance #2017-8-7-D, Ordinance Of AUTHORIZING TAX INCREMENT The City of Vandalia, Fayette County, FINANCING ASSISTANCE IN Illinois Authorizing Tax Increment CONNECTION WITH A Financing Assistance In connection REDEVELOPMENT PROJECT With A Redevelopment Project with Austin Holdings Group, Inc. (Howie’s On Main). The City of Vandalia shall reimburse the developer the sum of $79,125.00 for extended patio fence in the back & canopy, work to be done on the basement and roof for the beer garden pavilion. 5 Roll Call: Hubler, nay; B. MAYORS REPORT: Mayor Gottman reported last week he attended the Illinois South Meeting at Gateway International Raceway. STANDING COMMITTEES: Mayor Gottman reported that he along with Steve Barker and Andy Lester took a look at the Tourist Information Center Building for options of what can be done with the building. The Beautification Committee also went up to look at possibly planting trees this fall. Mayor Gottman reported on the Tourism Meeting that was held earlier. They discussed Old Tyme Christmas and how Tourism can make this event grow. CONCERNS FROM COUNCIL Barker asked the other council MEMBERS: members if they saw the WGEL story on the recycling in Greenville. He stated that FAYCO has entered into a contract with Bond County to pick up recycling in Greenville for a much lower cost than Vandalia is contracted to pay. The contract stipulates the county will pay FAYCO $100.00 for each pick- up made at the county recycling center. Four to six pick pick-ups are allowed each month. They are doing all of Bond County for $7,200.00 a year to FAYCO in comparison to Vandalia’s contracted amount of somewhere around $30,000.00. Alderman Barker said, I think we need to revisit this. 6 Alderman B. John Clark asked if the caboose could be moved up to the Tourist Information Center. Mayor Gottman said that there was a committee looking at where to place it. Mayor Gottman reported that last week WAND out of Decatur was in town doing a story on the Dragon located on Kaskaskia Supply Property. They will feature Vandalia this Friday evening on their channel. They are scheduled to come back next week to feature the Statehouse & Lincoln Park. AUDIENCE: Max Durbin passed out a handout that was posted on the WGEL website August 1, 2017. Bond County Board approved a contract with FAYCO that stipulates the county will pay FAYCO $100.00 for each pick- up made at the county recycling center. They will make four to six pick-ups each month. Durbin said, they are basically picking it up for nothing. He asked the council, what gives here? The City of Vandalia will pay FAYCO around $30,000 a year and Bond County is paying $7,200.00. He said, the best I can say is somebody got duped. Mayor Gottman directed City Administrator LaTisha Paslay to get a hold of Bond County’s contract with FAYCO for us to look at before we move forward with anything else to make sure there are no other hidden things in that contract, and then we can talk about our next step. Mayor Gottman said, that I think we need to do our due diligence on this. 7 WATER & SEWER COMMITTEE Crawford announced that the Water & MEETING SET FOR 7:00 P.M. ON Sewer Committee will meet August 21st AUGUST 21,2017: at 7:00 p.m. to review complaint forms in regard to water usage. ADJOURNMENT: A motion was made by B.
