Regular Meeting
August 21, 2017
7:30 P.M.
CALL TO ORDER: Mayor Gottman called the
regularly scheduled meeting of
the Vandalia City Council to
order at 7:30 P.M.
PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the
American Flag was given by all
present.
ROLL CALL: Hubler, Rebbe, Lester, Stunkel,
Crawford, Hobler, Barker and B.
John Clark.
MINUTES: A motion was made by Barker and
seconded by Stunkel approving
the minutes from the August 7,
2017 as presented. Motion
carried.
REGULAR BILLS: A motion was made by Stunkel and
seconded by Hobler approving the
regular bills as submitted.
Motion carried.
SPECIAL BILLS: A motion was made by Stunkel and
seconded by Hobler approving the
Special Bills as submitted:
McKellar, Robertson McCarty &
Click in the amount of $2,300.00
for renewal of boiler &
machinery insurance; Illinois
Municipal League in the amount
of $8,866.69 for minimum/maximum
contribution; Direct Energy in
the amount of $ 21,888.10 for
electric; Illinois South Tourism
in the amount of $2,105.00 for
1st quarter of advertising;
Vandalia Asphalt in the amount
of $5,292.96 for patch mix;

South Central FS Inc. in the
amount of $2,934.26 for fuel;
Brenntag Mid South Inc. in the
amount of $11,155.81 for
chemicals; Kaskaskia Springs
Water in the amount of $1,874.80
for 4,687 million gal of water
and $688.24 for energy pass
thru. Motion carried.
AUTHORIZATION FOR POLICE A motion was made by Stunkel and
CHIEF RAY TO GO OUT FOR BID seconded by B. John Clark
FOR NEW POLICE VEHICLE: approving Chief Ray to seek bids
for a new police vehicle.
Motion carried.
AUTHORIZATION TO PURCHASE A motion was made by Hobler and
TURBIDITY MONITOR FOR WATER seconded by Barker giving Marty
TREATMENT PLANT: Huskey authorization to purchase
a turbidity Monitor for the
Water Treatment Plant from
HACH. At the last council
meeting a maintenance contract
was approved with HACH for lab
equipment. This piece of
equipment would be included in
the maintenance contract. Motion
carried.
AUTHORIZATION TO PURCHASE A motion was made by B. John
LEAF VAC FOR STREET DEPT.: Clark and seconded by Barker
approving the purchase of a
Xtreme Vac Model XV600 for the
Street Department from Key
Equipment & Supply Company in
the amount of $35,883.80. The
City of Vandalia also received a
bid from Old Dominion Brush Co.,
Inc. in the amount of
$35,252.03. Motion carried.
APPROVAL OF PLANNING A motion was made by Stunkel and
COMMISSION MEETING MINUTES seconded by Crawford approving
FROM 8/15/17: the Planning Commission Meeting
Minutes from August 15, 2017 as
submitted. Motion carried.

ORDINANCE #2017-8-21-A: A motion was made by Stunkel and
AMENDING THE CITY OF seconded by B. John Clark
VANDALIA ZONING DISTRICT approving Ordinance #2017-8-21-
MAP: A, Amending The City of Vandalia
Zoning District Map for Kyle &
Sheba Barker to re-zone property
at Lot 1 in Block 3 in North
park Addition in City of
Vandalia.

APPROVAL OF ZONING BOARD OF A motion was made by Stunkel and
ADJUSTMENTS MEETING MINUTES seconded by Crawford approving
FROM 8/16/17: the Zoning Board of Adjustments
Meeting Minutes from August 16,
2017 as submitted. Motion
carried.
APPROVAL OF THE COUNCIL WORK A motion was made by Stunkel and
SESSION MINUTES FROM seconded by B. John Clark
8/07/17: approving the Council Work
Session Minutes from August 7,
2017 as submitted. Motion
carried.
ORDINANCE #2017-8-21-B: A motion was made by Stunkel and
TIF AGREEMENT BETWEEN THE seconded by B. John Clark
CITY OF VANDALIA & DURBIN Adopting Ordinance #2017-8-21-B,
RENTAL PROPERTIES, LLC: Authorizing TIF Assistance In
Connection With A Redevelopment
Project.
The TIF Agreement is with Durbin
Rental Property, LLC.
The City shall reimburse the
Developer $4,750 for the removal
and replacement of windows at
the rear of the building located
at 101 S. Fifth St. along with
façade work on the northeast
corner of the building.

Motion carried. Lester is not
able to vote or discuss any TIF
agreements due to owning
property in the TIF District.
ORDINANCE #2017-8-21-C: A motion was made by Stunkel and
TIF AGREEMENT BETWEEN THE seconded by B. John Clark
CITY OF VANDALIA & WEHRLE Adopting Ordinance #2017-8-21-C,
PROPERTIES: Authorizing TIF Agreement In
Connection With A Redevelopment
Project.
The TIF Agreement is with Wehrle
Properties.
The City shall pay the Developer
$15,575.00 for renovation and
remodeling at 800 W. Randolph
Street.
Roll Call: Barker, yea; Clark,
yea; Hobler, yea; Rebbe, yea;
Stunkel, yea; Hubler, yea;
Crawford, yea. Motion carried.
Lester is unable to vote or
discuss any TIF agreements due
to owning property in the TIF
District.
ORDINANCE #2017-8-21-D: A motion was made by Stunkel and
TIF AGREEMENT BETWEEN THE seconded by Hobler Adopting
CITY OF VANDALIA & CLINT & Ordinance #2017-8-21-D,
MARLA SIMPSON: Authorizing TIF Assistance In
Connection With A Redevelopment
Project.
The TIF Agreement is with Clint
& Marla Simpson for property at
800 W. Randolph St.

The City shall pay the Developer
the sum of $11,743.00 for
interior renovations at 800 W.
Randolph Street for the
relocation of State Farm
Insurance.

Lester is unable to vote or

CLERK INTRODUCES DEPUTY City Clerk Peggy Bowen
CLERK DANIELLE MILLER: introduced Danielle Miller,
Deputy Clerk who will be
attending meetings to take
minutes in the event the clerk
is unable to attend.
CITY ADMINISTRATOR: LaTisha Paslay spoke with Hurst
Rosche Engineers and he informed
Paslay that IDOT is still
working with the contractor on
the Thrill Hill bridge project.
STANNDING COMMITTEES: Mayor Gottman said the city
received an analysis from city
attorney, Ryan Connor regarding
the recycling agreement and
instructed Chairman of the
Landfill Committee, Hubler to
schedule a meeting to discuss
the findings.
Hubler said that he would meet
with Paslay tomorrow to set a
date and time for the landfill
committee to meet.

Mayor Gottman said that he
interviewed an individual this
week for the Economic
Development position.
AUDIENCE: Kim Taylor who serves as FAYCO
Executive Director addressed the
city council regarding FAYCO
Enterprises and the contract
that the City entered into with
FAYCO.
Taylor said that it was her
understanding that the council’s
latest discussion was triggered
by a radio report of the
contract that FAYCO has with
Bond County, which is alleged to
provide similar services at a
lesser rate. The services
performed under the contract
with Vandalia and those
performed in Bond County are
substantially different in
volume and service, and
accordingly, simply comparing
the costs is not adequate to
conclude that the services are
cheaper.
A copy of her letter was
submitted to the clerk to keep
on file with the minutes.
Dennis Grubaugh had a question
in regard to the project at the
corner of 51 Restaurant & the
former Vandalia Furniture Store
discovered that a cavity
underneath the sidewalk goes
down past the corner of the
building and almost out to the
street. Questioned how much
problems are we going to get if
we work with the city and IDOT;
to be able to take that concrete
out at some point. Grubaugh

said, that he is still getting a
lot of water in the basement
coming through the cracks in the
sidewalk.
Mayor Gottman said, that you
will be working with IDOT on the
majority of the project. IDOT
owns all the right-of-way to the
building.
Mayor Gottman suggested that
Grubaugh contact the Regional
Director at IDOT in Effingham.

Clark and seconded by Hubler to
adjourn. Motion carried.
