CITY COUNCIL Regular Meeting October 16, 2017 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen present were: Barker, B. John Clark, Hubler, Rebbe, Hobler. Lester, Hobler and Crawford were absent. MINUTES: A motion was made by Stunkel and seconded by Hubler approving the minutes from the October 2, 2017 meeting as presented. Motion carried. REGULAR BILL: A motion was made by Stunkel and seconded by Hubler approving the regular bills as presented. Motion carried. SPECIAL BILLS: A motion was made by Stunkel and seconded by Barker approving the Special Bills as presented: Burnside, Johnston & Connor in the amount of $2,769.00 for legal fees; Kirks, Inc. in the amount of $3,800.00 for a sign for Lincoln Park; Ameren Illinois in the amount of $6,830.70 for street lights; Vandalia City Garage in the amount of $1,750.00 for vehicle operating costs; Brenntag Mid South, Inc. in the amount of $4,249.84 for chemicals; Hawkins, Inc. in the amount of $4,817.65 for supplies. Motion carried. 1 LAKE LOT #18A TRANSFER FROM A motion was made by Stunkel and FRANK MENCHAK, TROY, IL TO seconded by Barker approving the LARRY OAKES & MAUREEN transfer of Lake Lot #18A from Frank LANGER, VANDALIA, IL: Menchak, Troy, IL to Larry Oakes & Maureen Langer, Vandalia, IL. All necessary fees have been paid. Motion carried. APPROVAL OF REAPPOINTMENT OF A motion was made by Stunkel and DEAN BLACK TO POLICE PENSION seconded by B. John Clark approving BOARD: the appointment of Dean Black to the Vandalia Police Pension Board through 2020. Motion carried. AUTHORIZATION FOR A motion was made by Barker and REPLACEMENT OF SMALL PUMP AT seconded by Stunkel approving the bid WASTE WATER TREATMENT PLANT from Vandevanter Engineering in the ($42,455.49): amount of $42,455.49 for repairs to one of the small pumps at the lift station. Motion carried. CHANGE OF ADDRESS REQUEST A motion was made by Stunkel and FOR DISCOUNT TOBACCO CLASS J seconded by B. John Clark approving a LIQUOR LICENSE: change of address request for Discount Tobacco from 629 W. Gallatin St. to 1501 Veterans Ave., Suite A, Vandalia. Motion carried. ORDINANCE #2017-10-16-A: A motion was made by Barker and AMENDING ORDINANCE 2016-6- seconded by Stunkel Adopting An 20-B ESTABLISHING AN Ordinance Which Will Amend Ordinance ENTERPRISE ZONE WITHIN THE #2016-6-20-B, Establishing An CITY OF VANDALIA, ILLINOIS Enterprise Zone Within the City of Vandalia, Illinois. ORDINANCE #2017-10-16-B: A motion was made by Barker and AMENDING ORDINANCE #2016-6- seconded by Stunkel, Adopting 20-A, APPROVING AN Ordinance #2017-10-16-B, Amending INTERGOVERNMENTAL AGREEMENT Ordinance #2016-6-20-A, Approving An BETWEEN THE CITY OF Intergovernmental Agreement Between VANDALIA, THE CITY OF ST. The City of Vandalia, The City of St. ELMO, THE VILLAGE OF Elmo, The Village of Brownstown, The 2 BROWNSTOWN, THE VILLAGE OF Village of Ramsey And The County Of RAMSEY AND THE COUNTY OF Fayette, Illinois In Regards To Making FAYETTE, ILLINOIS IN REGARDS Application For An Enterprise Zone. TIF WORK SESSION MINUTES- A motion was made by Stunkel and OCTOBER 2, 2017: seconded by Barker approving the TIF Work Session Minutes from October 2, 2017 as presented. Motion carried. ORDINANCE #2017-10-16-C: A motion was made by Stunkel and AUTHORIZING TAX INCREMENT seconded by Barker adopting Ordinance FINANCING ASSISTANCE IN #2017-10-16-C, Authorizing Tax CONNECTION WITH A Increment Financing Assistance In REDEVELOPMENT PROJECT WITH Connection With A Redevelopment RADLIFF PROPERTIES, LLC Project With Radliff Properties, LLC. Rick & Cindy Radliff plan to renovate a portion of the former Allen Furniture building to create a restaurant. The work will include new and upgraded electrical, new plumbing, a new kitchen, new floor covering and new air-conditioning and heating. The City shall reimburse the Developer the sum of $34,887.64 after the work is completed. The project will be completed on or before April 17, 2018. Motion carried. 3 ORDINANCE #2017-10-16-D: A motion was made by Stunkel and AUTHORIZING TAX INCREMENTT seconded by Hubler adopting Ordinance FINANCING ASSISTANCE IN #2017-10-16-D, Authorizing Tax CONNECTION WITH A Increment Financing Assistance In REDEVELOPMENT PROJECT WITH Connection With A Redevelopment BARENFANGER, INC. Project With Barenfanger, Inc. The work will include a new roof, repair and paint all wood, do some gutter work and other things to the building located at 129 N. Kennedy Blvd. The City shall reimburse the Developer the sum of $10,528.50 after the work is completed. The project should be completed on or before April 17, 2018. RESOLUTION #2017-10-16-E: A motion was made by Stunkel and APPROVING AN AGREEMENT FOR seconded by Hubler Adopting Resolution SERVICES BETWEEN THE CITY OF #2017-10-16-E, Approving An Agreement VANDALIA,ILLINOIS, AND For Services Between The City of PECKHAM,GUYTON,ALBERS & Vandalia, IL And Peckham, Guyton, VIETS,INC. Albers & Viets, Inc. of St. Louis, Mo. Peckham, Guyton, Albers & Viets, Inc. will provide services for the creation of new Comprehensive Plan for the City of Vandalia. Mayor Gottman said that earlier in the year the City of Vandalia received a $15,000 grant from the Greater Gateway Association of Realtors to be used towards the cost of the new plan. MAYOR’S REPORTS: Mayor Gottman attended the Community Engagement Meeting at the Kaskaskia College. Mayor Gottman reported that things are starting to turn around at the college. They are starting to offer more classes and have went back to a five day school week at the college. Mayor Gottman announced that Downtown Trick Or Treat will be held on Saturday, October 28th from 10:00 a.m.- 1:00 p.m. Mayor Gottman had a handout that he received on “Citizens Against Government Waste”. There have been several meetings for making plans for the Olde Tyme Christmas which is set for November 10th & 11th. Mayor Gottman announced that Vandalia will be featured in the magazine on Illinois South front page of Illinois 200th Celebration. Mayor Gottman said that on Wednesday evening around 5:00 p.m. several will be cleaning the former home of the Copper Penny for Santa’s House this year. Mayor Gottman reported that the back part of City Hall will be used by the Soroptimist Club for the annual cookie walk and the front part of City Hall will be used by local artists showing their artwork for Olde Tyme Christmas on November 10th. 5  The Fire Department will have an open house at the Fire Department Annex. They also will be having their annual chili supper. Mayor Gottman mentioned that he attended The Old State Capitol Fundraiser at the Capitol. The window work that has been funded has been completed. Clerk Peggy Bowen thanked the council CITY CLERK: for giving her the opportunity to attend the Illinois Municipal Clerk’s Institute & Academy in Springfield. Bowen reported that there are thirty newly elected clerks this year. B. John Clark reported on “Caboose STANDING COMMITTEES: Night” which was held at the Vandalia McDonald’s on Wednesday, October 11th. The proceeds of $480.00 will help benefit the restoration of the Vandalia Little Red Caboose. Mayor Gottman reported that the Girl Scouts are returning to the city the land on the north side of Vandalia Lake formerly used as a Girl Scout Camp due to not being able financially to keep it. Mayor Gottman said that his recommendation will be to sell the property off to build houses. Stunkel will be scheduling a meeting to review and update the fees for the City of Vandalia. Barker reported that Marlin Filer and his crew did some work at the Tourist Information Center. Mayor Gottman told the council that at the next council meeting there will be a TIF Assistance on the agenda. Therefore, after that one he will put a freeze on all TIF’s until after the 6  council meets with the consultant the afternoon of November 7th or 8th. A motion was made by B.
