CITY COUNCIL Regular Meeting November 6, 2017 7:30 P.M. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all present. ROLL CALL: Hubler, Rebbe, Lester, Stunkel, Crawford, Hobler, Barker and B. John Clark. MINUTES: A motion was made by Stunkel and seconded by Barker approving the minutes from the October 16, 2017 as presented. Motion carried. TREASURER’S REPORT: A motion was made by Stunkel and seconded by Rebbe approving the Treasurer’s Report to be filed for audit. Motion carried. REGULAR BILLS: A motion was made by Stunkel and seconded by Crawford approving the regular bills as submitted. Motion carried. John Clark THE IMLRMA MINIMUM/MAXIMUM approving Ordinance #2017-11-6- CONTRIBUTION AGREEMENT: D, Authorizing The Execution of the IMLRMA Minimum/Maximum Contribution Agreement dated 01/01/2018 to 01/01/2019 in the amount of $164,238.00 based on the Min/Max Contribution. RESOLUTION #2017-11-6-E: A motion was made by Stunkel and IN SUPPORT OF ILLINOIS seconded by Barker approving BICENTENIAL CELEBRATIONS Resolution #2017-11-6-E, A Resolution In Support Of Illinois Bicentennial Celebrations. AUTHORIZATION FOR MAYOR TO A motion was made by Barker and SIGN LETTER FOR WITNESS seconded by B. John Clark DISTILLERY LLC: authorizing Mayor Gottman to sign a letter approving a letter from Witness Distillery LLC, stipulating that Witness Distillery will not be required to hold a liquor license until it is ready to sell alcohol around January 1, 2020. The letter will be sent to the Illinois Liquor Control Commission in Springfield asking the Commission to approve the request. Motion carried. APPROVAL OF BID FOR WINDOW A motion was made by Lester and REPLACEMENT FOR FRONT OF seconded by B. John Clark CITY HALL (BOTH STORIES) approving the bid from Slack Glass Company in the amount of $21,953.00 for replacing windows on the south side of City Hall pending a final inspection of the glass by Lester and Barker. They will also install solargrey glass in place of solar cool grey refective over low-E. 5  Solargrey has a refective coating on the interior of the insulated glass unit. Motion carried. FIRST READING OF LIQUOR A first reading for a request LICENSE-CLASS E (ROBERT from Robert Richardson for a RICHARDSON DBA ANTHONY’S: Class E liquor license for a restaurant at the corner of Kennedy Blvd. and Gallatin Street. The restaurant Anthony’s will be owned by Robert Richardson who owns the Vandalia Bowl and managed by Mike Cunetto. The council will act on this at the November 20th meeting. MAYOR’S REPORT: Mayor Gottman publicly congratulated the Vandalia Vandals football team on their win over the Greenville Comets. This was a “historic win”. The Vandalia Vandals will now play in the third round of playoffs. They will play Anna-Jonesboro on Saturday, November 11th at 2:00 P.M. Mayor Gottman encouraged everyone to attend the Olde Tyme Christmas this Friday, November 10th beginning at 5:00 PM with the lighting of the Christmas tree. Followed by the Vandalia Rotary Club’s Christmas Parade. Mayor Gottman reported at the Vandalia Tourist Information Center there has been three new trees planted; the art group will be painting the interior of the building and the sign showing the attractions was done 6  by Bruce Bowen, Bowen Signs & Designs. Two more signs will be added to the sign one will be the National Road Interpretive Center and the Mural of the Nations Crossroads on The Fastenal Building. Mayor Gottman said that he has received several compliments on the work done by the City’s Beautification Committee at the city parking lot at Fifth & Johnson Street and the work on the north end of the city. Mayor Gottman attended the Vandalia Chamber of Commerce after-hours of networking with Mark Langston at Octochem. The business is doing very well. A replica of the Illinois Capitol Building that is on display at the Tourist Information Center will be taken out to the Illinois Department of Corrections in Vandalia to be rebuilt. Mayor Gottman reported that the city has been granted a court order allowing for the demolition of a house at the northwest corner of Randolph and Rock Island. STANDING COMMITTEES: Lester asked if we are finished with repairs at the Tourist Information Center at this time. Mayor Gottman said yes, until the new budget is approved next month. Barker reminded everyone to attend the Olde Tyme Christmas this Friday and Saturday. 7  Lester asked the city council to revisit the issue of burning leaves. A letter was given to the mayor and aldermen asking the council to look into the matter again. Mayor Gottman said that he will have Joel Rebbe, Chairman of Public Safety call a work session for the entire council along with residents being invited to attend that meeting. MIKE WEBER OF PGAV, INC. TO Mayor Gottman reminded the SPEAK ON TIF TUESDAY, council that there will be a NOVEMBER 7, 2017: work session tomorrow, November 7th at 2:00 P.M. The purpose of the meeting will be to hear a presentation by Mike Weber of PGAV, Inc. with regards to Tax Increment Financing. ADJOURNMENT: A motion was made by B.
