CITY COUNCIL Regular Meeting April 16, 2018 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen present were: Barker, B. John Clark, Hubler, Rebbe, Hobler, Lester, Hobler and Crawford. MINUTES: A motion was made by Stunkel and seconded by Barker approving the minutes from the April 2, 2018 meeting as presented. Motion carried. SPECIAL COUNCIL MEETING A motion was made by Stunkel and MINUTES: seconded by Hobler approving the Special Council Meeting Minutes from March 16, 2018 as presented. Motion carried. REGULAR BILL: A motion was made by B. John Clark and seconded by Stunkel approving the regular bills as presented. Motion carried. SPECIAL BILLS: A motion was made by Stunkel and seconded by Hobler approving the Special Bills as presented: Grubaugh Contracting in the amount of $1,860.00 for the demolition and clean-up of the old jail; Peckham, Guyton & Albers in the amount of $7464.81 for professional services for the Vandalia Comprehensive Plan; Horst Enterprises in the amount of $2,038.24 for a 1  poured wall, footings included with reinforcements; Hurst Rosche Engineering in the amount of $2,038.24 for professional services on the Thrill Hill Bridge; State of Illinois Treasurer’s Department in the amount of $33,812.44 for work on the Thrill Hill Bridge; Diamond Equipment, Inc. in the amount of $2,820.00 for a tamper Wacker-Newson Rammer w/11” shoe z cycle; Old Capital Monument in the amount of $1,800.00 for a gray monument in the Vandalia Old Cemetery; Sloan Implement Co. in the amount of $48,796.00 for a John Deere 5075E Utility Tractor/loader/rotary cutter; Brenntag Mid South, Inc. in the amount of $4,897.94 for chemicals; Hawkins, Inc. in the amount of $2,909.28 for chemicals; Kaskaskia Springs Water in the amount of $2,418.40 for 6.046 million gals delivered & energy pass thru; Vandalia Electric Motors in the amount of $1,797.42 for 2 boxes of fuses. Motion carried. CHANDLER SASSE PRESENTING Chandler Sasse presented a proposal to HIS EAGLE SCOUT PROJECT FOR the Vandalia City Council as part of THE COMMUNITY: his work to become an Eagle Scout. Chandler said he intends to make significant improvements to the Vandalia Community Garden to help benefit the volunteers and the area wildlife. His proposal is to add two concrete pads with benches, five bird houses, a flag pole and a flag at the garden. He plans to seek donations for the materials to complete the projects. Alderman Lester asked if the city could make a donation to this project. Mayor Gottman said the city could take the money from the General Fund. 2  A motion was made by Barker and seconded by Crawford to approve Chandler Sasses’ proposal to complete his Eagle Scout project. Motion carried. A motion was made by Lester and seconded by B. John Clark to make a donation by purchasing the two benches at a cost of $450.00 each for the project. Motion carried. RESOLUTION DECLARING APRIL April is Kaskaskia Community College KASKASKIA COLLEGE MONTH: Month, and to show support for it the City Council approved a resolution in support of Kaskaskia Community College. Mayor Gottman publicly endorsed George Evans intention to be the new president of Kaskaskia College and encouraged the council members to contact KC board members in support of Evans. APPROVAL OF ZONING BOARD OF A motion was made by Stunkel and ADJUSTMENTS MEETING MINUTES seconded by Hobler approving the APRIL 4, 2018: Zoning Board of Adjustments Meeting Minutes from April 4, 2018 as presented. Motion carried. TRANSFERRING OF LAKE LOT A motion was made by Hobler and #704 FROM THE CITY OF seconded by Stunkel approving the VANDALIA TO RICHARD CANNADY, transfer of Lake Lot #704 from the SWANSEA, IL: City of Vandalia to Richard Cannady, Swansea, IL All necessary fees have been paid. Motion carried. APPROVAL OF UPDATED 2019 A motion was made by B. John Clark and BICENTENNIAL COMMITTEE BOARD seconded by Lester approving the MEMBERS: updated appointments of the 2019 Vandalia Bicentennial Board. The current board include president, Cassie Beesley; vice president, Andrea Meadows; secretary, LaTisha Paslay; 3  treasurer, Mike Radliff; other members, Mayor Gottman, Kim Lake, Kelly Washburn, Jennifer Richards and Andrew Meseke. Motion carried. RESOLUTION #2018-4-16-A: A motion was made by Stunkel and RESCINDING RESOLUTION 2018- seconded by Barker, Adopting 4-2-A PERTAINING TO ROAD Resolution #2018-4-16-A, Rescinding CLOSURE ON JUNE 16, 2018 FOR Resolution 2018-4-2-A Pertaining to 2019 BICENTENNIAL COMMITTEE Road Closure on June 16, 2018 for 2019 Bicentennial Committee. The City was notified on Tuesday, April 10, 2018, that the fundraising committee of the Bicentennial Committee, which is spearheading said fundraiser, had met since the passage of the resolution and decided to change the date due to conflicts with other matters on the same weekend. John Clark and AUTHORIZING TAX INCREMENT seconded by Barker Adopting Ordinance FINANCING ASSISTANCE IN #2018-4-16-B, Authorizing A Tax CONNECTION WITH A Increment Financing Assistance In REDEVELOPMENT PROJECT WITH Connection With A Redevelopment JUSTIN DURBIN D/B/A DURBIN Project with Justin Durbin dba Durbin RENTAL PROPERTY, LLC Rental Property, LLC. The City of Vandalia shall reimburse the Developer the sum of $48,600.00 upon the receipt of paid invoices for all components of work completed. Motion carried. 4 ORDINANCE #2018-4-16-C: A motion was made by Barker and AUTHORIZING TAX INCREMENT seconded by Hubler adopting Ordinance FINANCING ASSISTANCE IN #2018-4-16-C, Authorizing A Tax CONNECTION WITH A Increment Financing Assistance In REDEVELOPMENT PROJECT WITH Connection With A Redevelopment DENNIS GRUBAUGH Project with Dennis Grubaugh. The City of Vandalia shall reimburse the Developer the sum of $26,000.00 upon receipt of paid invoices for all components of the completed project. APPROVE OR REJECT CHEMICAL A motion was made by Barker and BIDS FOR WASTEWATER seconded by Crawford, approving the TREATMENT PLANT: chemical bids for the Wastewater Treatment Plant as submitted. Motion carried. APPROVE OR REJECT CHEMICAL A motion was made by Crawford and BIDS FOR WATER TREATMENT seconded by Stunkel, approving the PLANT: chemical bids for the Water Treatment Plant as submitted. Motion carried. MAYOR’S REPORTS: Mayor Gottman reported he attended the Illinois TIF Board of Directors Meeting on April 5th in Mt. Vernon. He also attended the Family YMCA fund- raiser on April 7th. Gottman attended the South Central Regional Planning Meeting in Farina on April 11th. Mayor Gottman announced that the fire truck (utility truck) has been purchased in Virginia. 5  The truck is a 4x4 2005 GMC diesel truck built as a rescue truck. The price of the truck is $49,200.00. A set of tires were put on the truck before they brought it back which was included in the price of the truck in the amount of $2,490.55. Illinois Municipal League will be holding a “Lobby Day” in Springfield on April 25th. Mayor Gottman announced that open house at the Kaskaskia College Vandalia Campus will be April 17th from 3:30-5:30 pm. The Holiday Inn Express hope to have their project completed by May 1st. Mayor Gottman reported on the Thrill Hill Bridge. Mayor Gottman said that he received a request from the historical group doing the windows for the State House for either one fence or no fencing around the beer garden area. The ordinance requires a double fence for a beer garden. A motion was made by Lester and seconded by Barker suggested no fencing for the event as long as there is security. Motion carried. An ordinance will have to be brought to the council to amend the guidelines to fencing for beer gardens at the State House grounds. Motion carried. CITY ADMINISTRATOR: LaTisha Paslay said that the City of Vandalia is looking for the public’s input on their new comprehensive plan. 6  To fill out the survey you can go to the city’s website www.vandaliaillinois.com. If you have no access to a computer, you can get a paper copy from City Hall, Kaskaskia College-Vandalia Campus and Evans Public Library. The City wide Clean up week will be held April 23rd thru April 27th for Doty Sanitation Customers only. Kaskaskia College will be set up in the Water Department on Tuesday, April 24th from 9:30-11:30 am. And then 1:00- 3:00 pm. They will have information on college degrees and certificates, adult education, financial aid and their summer and fall classes. The Abraham Lincoln National Heritage Area will be celebrating its 10th birthday on April 28th from 6:30-9:00 pm at the Abraham Lincoln Presidential Museum in Springfield. The budget process is ongoing. The department heads have been asked to get their paperwork in this week. Paslay announced that a Tourism Meeting will be held tomorrow here at City Hall at 4:00 p.m. Paslay will be attending a training seminar for city administrators on April 26th in Normal, IL. STANDING COMMITTEES: Lester reported that Slack Glass will be doing the windows on the south side of City Hall as soon as weather permits. Hobler announced that the camping area is open at Vandalia Lake. 7  Mayor Gottman reported that the Thompson Building on Veterans Avenue has been turned over to the Iuka Bank. The building is up for sale. Mayor Gottman said that he has been in contact with the owner of the Kroger Building Mr. Bowman, hoping to get it filled or renovated. Stunkel said that potholes were a big issue right now at the second exit to Vandalia. Stunkel asked Public Works Director, Marlin Filer if he could contact Illinois Department of Transportation to try to get the holes repaired soon. Barker said that the Tourism Committee will meet tomorrow at 4:00 p.m. B. John Clark suggested that the city take a portion of the gaming revenue and set it aside to help with the tax levies. Mayor Gottman reminded the council that we have already agreed to take $53,362.00 from the General Fund to cover the gap in the police pension fund. Mayor Gottman felt that we should revisit this when the time approaches for 2019. CONCERNS FROM COUNCIL Barker talked about a possible remedy MEMBERS: to the exterior wall belonging to Dennis Grubaugh at 507 W. Gallatin St. Barker presented an alternative plan drawn up by a contractor that would cost about half of what Grubaugh’s estimate was. Exhibit #1 of 4. 8 Barker said, that this plan for a brick surface over a type of foam that is mortared in and can be tuck-pointed just like normal brick. The brick surface would fix the wall, make it structurally sound and give it an insulated barrier and it would look like the historical brick that’s there. Barker said that the tying in of joists would be the only thing not done by the company as he thought Grubaugh would want to do that part himself but Grubaugh stated he wanted to do the whole project himself. Barker said that he has sat on the council for almost a year and this was going on way before I got here but nothing has been done to fix this wall. Lester said that the stucco on the exterior of two other buildings downtown is very comparable to masonry. Lester said we just want to get it fixed so it’s presentable to the City of Vandalia. Grubaugh told the council that he wanted it in original brick. Lester said that he would love for you to have original brick, and if you can do it for $120,000, let’s get right on it. Hobler said, it looks like there is two brick walls here. Hobler asked, if one of them were Dennis’ and one the city’s? 9 Hobler said he would like to know if this wall we are looking at belongs to Dennis or the city’s from that old building we had torn down. Lester had a question about the property, the lot that belongs to the city. Is there a legal description on that as far as where the lot lines. City Attorney, Ryan Connor said, we can determine that as a matter of the description, yes, as a matter of the exact lines without having a surveyor on it you could trace off on the ground. Lester said, if that wall does belong to the city, does that not change the scenario? Connor said, if all of that structure belongs to the city it would change a lot of things along the way. Barker asked, how do we check into that to see if it does. Lester said, this has been bounced around for two-three years and I think it’s about time we spend some money on a survey to find out exactly where that lot line is on the west. Hobler said, this will determine if it’s the city’s lot or Dennis’ lot. Mayor Gottman asked whether there was a reason that his insurance has not offered to pay for work to the wall. Grubaugh said that he filed a claim and feels that his agent did not turn in the claim, and that his agent told him the insurance company would just turn it back to the city. Mayor Gottman said that would have been fine. That’s what should have happened. Mayor Gottman said that we just want it fixed, we want to work with you but we can’t give you more money than 10  we’ve got. COUNCIL MOVES INTO EXECUTIVE A motion was made by Stunkel and SESSION AT 8:45 P.M. seconded by B.
