CITY COUNCIL Regular Meeting May 7, 2018 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by those present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen present were: Rebbe, Barker, Hubler, B. John Clark, Hobler and Stunkel. Crawford & Lester were absent. MOMENT OF SILENCE: A moment of silence was observed for Helen “Gail” Metivier, sister of Building Official Dan Barenfanger and Hazel Stevenson, former owner/operator of Vandalia Greenhouse. Our thoughts & prayers to these families. MINUTES: A motion was made by Barker and seconded by Stunkel approving the minutes from April 16, 2018. Motion carried. REGULAR BILLS: A motion was made by Stunkel and seconded by B. John Clark approving the regular bills as presented. Motion carried. SPECIAL COUNCIL BILLS: A motion was made by Stunkel and seconded by Barker approving the Special Bills as presented: Civic Systems, in the amount of $19,050.00 for software contract with Civic Systems; South Central FS in the 1 amount of $37,525.22 to reimburse for city sales tax; Schulte Supply in the amount of $1,856.76 for signs, meter adapter, probes & bell joint repairs; PMSI in the amount of $1,584.20 for hats, vests and road sealant; Econo Signs in the amount of $3,545.56 for traffic signs; Land of Lincoln Credit Union in the amount of $9,990.79 for loan of fire truck; Illinois South Tourism in the amount of $2,702.00 for Fourth Quarter Commitment on a ¼ page ad in Spring/Summer Tourism Times; Historical Vandalia, Inc. in the amount of $3,978.88 for bills and travel reimbursement for tourism; Beelman Logistics, LLC in the amount of $25,304.71 for seal coat chips; Vandalia Asphalt in the amount of $3,840.00 for patch mix; Mark & Andrea Meadows in the amount of $54,581.12 for TIF reimbursement at 120 N. Sixth St., Vandalia; U.S. Bancorp in the amount of $14,781.19 for contract payment on water meters; Diamond Equipment, Inc. in the amount of $2,820.00 for a new Wacker Neison rammer; Schulte Supply in the amount of $1,994.54 for a quick sleeve; Missouri Machinery in the amount of $9,775.00 for repairs to pump; Rep R E Pedrotti Co. Inc. for repairs to filter controls; Brenntag Mid South Inc. in the amount of $5,638.19 for chemicals; Hawkins, Inc. in the amount of $5,818.56 for chemicals; Direct Energy in the amount 0f $16,664.94 for electric; Vandevanter Engineering, Inc. in the amount of $1,522.50 work on the pumps at the lift station; Aquafix, Inc. in the amount of $4,178.20 for chemicals. Motion carried. 2 TREASURER’S REPORT: A motion was made by Stunkel and seconded by Hobler approving the Treasurer’s Report to be filed for audit. FAYETTE COUNTY CEO PROGRAM: Board members Pat Click, Sandy Stempinski, Todd Stapleton & Sally Emerick on behalf of the Fayette County CEO (Creating Entrepreneurial Opportunities) Program spoke to the city council explaining how the program will benefit the students enrolled. CEO is a class in which senior class students from throughout the county will meet for an hour and a half outside of school for special instruction, The class will be held in the Fayette County Hospital conference room. Click said, that it will expose them to different facets of our business community. Click stressed the program’s effectiveness at better training students to be prepared for when they graduate from high school and to instill in them more pride for their communities. Click told the council that the school districts within the county have pledged to support the program financially. To start the program, board members needed to raise $25,000 for the first year to pay for the cost of instruction. Debbie Hobbie, retired teacher from the Vandalia School District has signed on as the facilitator for the program. 3  Mayor Gottman recommended the City Council support the program as a Founding Investor. A motion was made by Stunkel and seconded by Barker to give the program $1,000.00 per year for the next three years. Motion carried. TRANSFERRING OF LAKE LOT #310 A motion was made by Hobler and FROM THE CITY OF VANDALIA TO seconded by Stunkel approving the SETH KRUENEGEL, VANDALIA: transfer of Lake Lot #310 from the City of Vandalia to Seth Kruenegel, Vandalia, IL. All necessary fees have been paid. Motion carried. APPROVAL OF THE PERSONNEL, A motion was made by Stunkel and FINANCE & INSURANCE COMMITTEE seconded by B. John Clark approving MEETING MINUTES: the Personnel, Finance & Insurance Committee Meeting Minutes from March 16, 2018 as submitted. Motion carried. TIF COUNCIL WORK SESSION A motion was made by Barker and MINUTES-APRIL 2, 2018: seconded by Hobler approving the TIF Council Work Session Minutes from April 2, 2018 as submitted. Motion carried. ACCEPTANCE OF 2018 LAKE DAM A motion was made by Hobler and INSPECTION REPORT: seconded by Barker approving the 2018 Lake Dam Inspection Report submitted by Milano & Grunloh Engineers, LLC of Effingham. Motion carried. AUTHORIZATION FOR USE OF CITY A motion was made by B. John Clark LOT ON JOHNSON STREET BY and seconded by Stunkel authorizing LIBRARY-JUNE 4, 2018 7:00 AM- the use of the city lot on Johnson 3:00 PM: Street for the library for a petting zoo and other activities on June 4th from 7:00 AM to 3:00 PM. ORDINANCE #2018-5-7-A: A motion was made by Stunkel and AMENDING CHAPTER 5.08 ALCOHOLIC seconded by Barker approving BEVERAGE SALES OF THE VANDALIA Ordinance #2018-5-7-A, Amending 4 MUNICIPAL CODE Chapter 5.08 Alcoholic Beverage Sales Of The Vandalia Municipal Code. This will only apply to “special events” to have alcohol consumption on the premises without installing a fence. This ordinance will also provide fencing along with means of ingress and egress as directed by the liquor commissioner or his designee. Roll Call vote: Barker, yea; Hubler, yea; Stunkel, yea; Hobler, nay; Rebbe, nay; Clark, yea; Lester, absent; Crawford, absent. 4 yea & 2 nay. Motion carried. MAYOR’S REPORT: Mayor Gottman publicly thanked the Public Works crew for the great job they did during Clean-Up Week. Mayor Gottman attended the Kaskaskia College Open House on April 17th. On April 19th he attended the Beautification Committee Meeting. On April 23rd Mayor Gottman and City Administration LaTisha Paslay met with a local manufacturer in regards to expansion. On April 24th, Mayor Gottman attended the South Central Illinois Regional Planning Commission in Effingham. On April 25th he attended the Illinois Municipal League Lobby Day in Springfield. On April 26th he attended the Illinois Municipal Leagues Board of Directors Meeting. 5  May 2nd Mayor Gottman attended the 200th Bicentennial Committee Meeting. May 3rd Mayor Gottman had a conference call in regards to a possible business in the community. May 4th Mayor Gottman attended the ribbon cutting at the Peoples State Bank on Mattes Ave. Mayor Gottman also reported that he met with Steve Stombaugh in regards to the fire district that has been talked about recently. Stombaugh will champion that program. He recently retired from the Vandalia Volunteer Fire Department and has numerous years of experience with the fire department. CITY ADMINISTRATOR: Paslay reported that an ad blast was done in regard to the comprehensive plan survey. She said when we started it we had 70 and we are up to 281 online responses. Paslay said that she attended the new city administrators/managers seminar on April 26th in Normal, IL. The annual meeting for this group will be held in Collinsville in June. Paslay said that Marlin Filer, Public Works Director, talked with her about the project at Eighth Street and Janette Drive. The concrete for the initial part of the project has been completed. They discovered that they need to extend it another 185’ along Janette Dr. 6  Paslay is asking the mayor for approval to seek bids for the extension along Janette Drive. A motion was made by Stunkel and seconded by Barker to seek approval to obtain bids to see how much it would cost. Motion carried. Paslay said that she has been approached by a few of the private clubs asking about outdoor patios for their members. Mayor Gottman asked the councils thoughts on this matter. Mayor Gottman said, that this would be hard to police. Barker & Stunkel felt that it should be fenced in and leave the fence out to only special events. STANDING COMMITTEE REPORTS: Marlin Filer announced that the project at Eighth St. and Janette Drive will be open to through traffic on Tuesday. He also reported that asphalt and guard rails should be installed at Thrill Hill Bridge sometime next week. Hobler announced that a Lake Committee Meeting will be held on Saturday, May 12th at 9:00 a.m. at the Marina. Barker reported that the Tourism Committee is working on the Grande Levee. Barker complimented the Beautification Committee on their work at the tourism building and reported that the trees that were planted last year look very nice. 7  June Mahon who has been working at the Tourist Information Center will be retiring the end of June. Mayor Gottman spoke with Barker as chairman of the committee about filling this position when Mahon retires. The pay will come from hotel-motel tax monies. Mayor Gottman request that whoever fills this position will have a minimum of four volunteers that will work the Tourist Information Center to keep it open. Mayor Gottman feels that this is important, when people pull up in our community that we do not have a closed sign at the Tourist Information Center and that we have it staffed with somebody at all times during hours of business. CONCERNS FROM COUNCIL MEMBERS: Barker asked that the Planning Commission look into more guidelines for landlords in this community. Making them more reliable for the appearance and upkeep of their properties. AUDIENCE: Dennis Grubaugh announced that he is looking into filing an insurance claim to repair the exterior brick wall on the building in the 500 block of Gallatin Street.
