CITY COUNCIL Regular Meeting August 6, 2018 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by those present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen present were: Lester, yea; B. John Clark, yea; Rebbe, yea; Hubler, yea; Crawford, yea; Hobler, yea; Stunkel, yea; Barker, yea. MOMENT OF SILENCE FOR JAMES A moment of silence was observed for “JIM” JACKSON: James “Jim” Jackson, father of city employee James Jackson. MINUTES: A motion was made by Stunkel and seconded by Hobler approving the minutes from the July 16, 2018 meeting as presented. Motion carried. A motion was made by Stunkel and seconded by Barker approving the Special City Council Meeting Minutes from July 30, 2018 as presented. Motion carried. REGULAR BILLS: A motion was made by Stunkel and seconded by Hobler approving the regular bills as presented. Motion carried. SPECIAL BILLS: A motion was made by Stunkel and seconded by Barker approving the Special Bills as presented: Burnside, Johnston & Connor in the amount of 1  $1,969.41 for small claims; Direct Energy in the amount of $19,959.38 for electric; Peckham Guyton & Albers in the amount of $3,780.00 for professional services for the Vandalia Comprehensive Plan for period ending June 30, 2018; R. Martin Contracting, Inc. in the amount of $2,000.00 for repairing pavers at Lincoln Park; Expansion Solutions in the amount of $1,801.00 for a half page advertisement for July/August 2018; ADS Electric Corp. in the amount of 8,890.00 for maintenance to lights; Ameren Illinois in the amount of $2,708.44 for street lights; Triple S Tree Service in the amount of $2,800.00 for cutting tree at 1308 Edwards St.; Land of Lincoln Credit Union in the amount of $9,990.79 for payment on the fire truck; Illinois South Tourism in the amount of $2,715.00 for 1st quarter of advertising; Vandalia Asphalt in the amount of $10,946.22 for chip & patch mix & HFE 3; U.S. Bancorp in the amount of $14,781.19 for water meters; Centraz in the amount of $3,360.00 for sewer solvent; Brenntag Mid South Inc. in the amount of $2,892.96 for chemicals; Hawkins, Inc. in the amount of $7,908.19 for activated carbon; Motion carried. TRANSFERRING OF LAKE LOT #46 A motion was made by Hobler and FROM BOBBY BARBOUR, TROY, IL to seconded by Stunkel approving the RANDY PRYOR, VANDALIA: transfer of Lake Lot #46 from Bobby Barbour, Troy, IL to Randy Pryor, Vandalia. Motion carried. TRANSFERRING OF LAKE LOT #315 A motion was made by Hobler and FROM THE CITY OF VANDALIA TO seconded by Stunkel approving the CHRISTINA PIRTLE, TROY, IL transfer of Lake Lot #315 from The City of Vandalia to Christina Pirtle, Troy, IL. Motion carried. 2 RESOLUTION #2018-8-6-A: A motion was made by Barker and A RESOLUTION TO DISPOSE OF WOOD seconded by Hobler to adopt CHIPPER: Resolution #2018-8-6-A, Which is An Intergovernmental Agreement Between The City of Vandalia & Vandalia Correctional Center To Dispose Of Wood Chipper by gift to the VCC. ORDINANCE #2018-8-6-B: AMENDING A motion was made by Hobler and THE VANDALIA MUNICIPAL CODE AT seconded by Barker adopting Ordinance TITLE V BUSINESS LICENSES AND #2018-08-6-B, Amending The Vandalia REGULATIONS AT SECTION 5.08.070 Municipal Code At Title V Business NUMBER OF LICENSES Licenses And Regulations At Section 5.08.070 Number Of Licenses. Not more than Two (2) Class D Licenses shall be currently in effect at any one time. APPROVE OR REJECT BIDS FOR A motion was made by Lester and JANETTE DRIVE: seconded by Barker approving the low bid from Precise Construction Services in the amount of $58,000.00 for a new pavement on a 200-foot section of the Janette Drive. The improvement will be made to the east of the recently improved intersection of Janette & Eighth St. The City received one other bid from Sheldon Schulte Construction in the amount of $75,808.65. Motion carried. MAYOR’S REPORT: Mayor Gottman said that he received several calls & positive comments in regard to the Group Mission Trip Youth. 3  During the week-long stay in Vandalia several teens and adult leaders completed home improvements projects in Vandalia, Ramsey, Brownstown and St. Elmo. CITY ADMINISTRATOR: Paslay reported that she enclosed the Illinois Municipal League Statehouse Briefings from the last two meetings in your packet. STANDING COMMITTEE REPORTS: B. John Clark, Chairman of the Streets Committee reported that the Streets Committee met prior to the council meeting this evening to discuss the bid work on Janette Drive. Also, discussed was the guardrails on West Main after getting several complaints. Mayor Gottman suggested that the city have its risk management firm look at the area and offer a recommendation on whether guardrails are needed at that location. Clark said that they also discussed safety issues in construction areas. Chief of Police Jeff Ray said that they are still looking for a crossing guard at the Eighth & Fletcher Crossing from 7:30-8:10 a.m. and then from 3:00-3:30 p.m. The pay is $13.23 a day. Ken Hubler, Chairman of the Cemetery Landfill committee read a report in regard to the meeting held with Fayco & SWCD in reference to the recycling review meeting held on July 16th. (That report is attached to the minutes). 4 Lester reported on the meeting with the Senior Citizens Building. They are looking at a roof replacement and possibly the gutters. It was decided that Building & Zoning Official, Dan Barenfanger will put the specs together to bid out the project. Mayor Gottman said that they will be sealed bids open at the council meeting. Hobler said that he received a thank you note from Cameron Withers allowing him the opportunity to give back to the Vandalia Lake to complete my Eagle Scout Project. A motion was made by Hobler and seconded by Stunkel approving a bill in the amount of $940.99 to help with the expenses of landscaping, seating and a sign board at the restrooms at the lake marina. Motion carried. (A copy of the pictures from the project are included in the minutes.) Mayor Gottman commented on the very nice report submitted by Economic Development Director Amber Daulbaugh. She is working on the small business program that is coming up soon. Mayor Gottman said that a meeting will be held Tuesday evening at Blind Society with representatives of downtown businesses to explain the Shop Local Challenge. Stunkel reported that Krista Whitten has been hired as a part-time custodian for the city. 5 Paslay announced that on Sunday, September 9, 2018 there will be a Community Picnic Sponsored by the Vandalia Bicentennial from 11:30 a.m.-2:00 p.m. at the Statehouse Lawn. The meal will include fried chicken, pork loin, cole slaw, mashed potatoes & gravy, corn, green beans, rolls , tea & lemonade. $15.00 for adults; $10.00 for children ages 12-4 and children 3 and under are free. Tickets are available at City Hall or any Bicentennial Fundraising Committee Members. She also said that the kick off “The Brothers of the Brush Contest” for the Vandalia Bicentennial. Lester asked why Vandalia was not included in the city’s Passport program for state historic sites, Paslay said they were told that Vandalia was too far south. Paslay said they are working on a similar program for Vandalia’s historic sites, with visitors getting a stamp for every site that they visit. Stunkel asked the hours of the Tourist Information Center. Paslay said that there are no hours at this time because we do not have a Tourism Director. Mayor Gottman said that they are looking at a Tourist Director to replace June Mahon who recently retired. 6  Mayor Gottman reported that sometime in August the State Comptroller, Susana Mendoza will be doing a video at the Old State Capitol in Vandalia. On Saturday, August 11th & Sunday, August 12th the Central Region of the “Doors Open Illinois” will have activities at Illinois’ Oldest Statehouse, Fayette County Museum, national Road Interpretive Center, The First Presbyterian Church and The Little Red Caboose. Mary Truitt has been overseeing this event. Mayor Gottman reported that all environmental issues at the former Wal-Mart building have been addressed and that demolition of the building should get under way in the near future. Mayor Gottman announced that the demolition of Capitol View Steakhouse Will begin soon. Barker presented a copy of common code violations of all dwellings for ADJOURNMENT: city attorney Ryan Connor to review. There being nothing further to discuss a motion was made by B.
