Regular Meeting
August 20, 2018
7:30 P.M.
PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the
American Flag was given by all
present.
CALL TO ORDER: Mayor Gottman called the regularly
scheduled meeting of the Vandalia City
Council to order at 7:30 P.M.
ROLL CALL: Aldermen present were: Barker, B. John
Clark, Hubler, Stunkel, Lester, Hobler
and Rebbe. Crawford was absent.
MOMENT OF SILENCE FOR DENNIS A moment of silence was observed for
HELM: Dennis Helm who passed away last week.
He & his wife Joanna were former
owners of Words Wicks & Wood in
downtown Vandalia.
MINUTES: A motion was made by Stunkel and
seconded by Barker approving the
minutes from the August 6, 2018
meeting as presented. Motion carried.
REGULAR BILLS: A motion was made by Stunkel and
seconded by Barker approving the
regular bills as presented. Motion
carried.
TREASURER’S REPORT: A motion was made by Stunkel and
seconded by B. John Clark approving
the Treasurer’s Report to be filed for
audit.
SPECIAL BILLS: A motion was made by Stunkel and
seconded by Rebbe approving the
Special Bills as presented: Illinois
Office Supply in the amount of
$1,588.87 sheets for death certificate

records; Illinois Municipal League in
the amount of $41,722.31 for
minimum/maximum contributions; Ameren
Illinois in the amount of $2,707.94
for street lights, Historical
Vandalia, Inc. in the amount of
$2,667.69 for reimbursements;
Vandalia Asphalt Service in the amount
of $2,,397.28 for chip mix & patch
mix; Dr. Joseph Solan in the amount of
$34,667.50 for TIF reimbursement;
Brenntag Mid South, Inc. in the amount
of $6,734.14 for chemicals; Hawkins,
Inc. in the amount of $9,859.62 for
chemicals; Kaskaskia Springs Water in
the amount of $2,303.20 for 5.758
million gallons water delivered.
Motion carried.
SET TRICK OR TREAT NIGHT: A motion was made by B John Clark and
seconded by Hubler setting October 27,
2018 as Treat or Treat night from
6:00-8:00 p.m. for the City of
Vandalia. Motion carried.
RESOLUTION #2018-8-20-A: A motion was made by Stunkel and
AUTHORIZATION FOR CLOSURE OF seconded by Barker, Approving
GALLATIN ST FOR THE Resolution #2018-8-20-A for Temporary
HALLOWEEN PARADE Closure of Old Rt 140, A State Highway
from Third Street to Seventh Street
and from Gallatin Street to Johnson
Street the Vandalia Lion’s club will
sponsor the Annual Halloween Parade on
October 25, 2018. Motion carried.
RESOLUTION #2018-8-20-B: A motion was made by Barker and
AUTHORIZATION FOR CLOSURE OF seconded by Stunkel, Approving
GALLATIN STREET FOR OLDE Resolution #2018-8-20-B, for Temporary
TYME CHRISTMAS Closure of Old Rt 140, A State Highway
From Third Street to Seventh Street.
Vandalia Tourism will be sponsoring
the “Olde Tyme Christmas” on Friday,
November 9, 2018 between 1:00 P.M. &
10:00 P.M. Motion carried.

RESOLUTION #2018-8-20-C: A motion was made by Stunkel and
APPROVING AN AGREEMENT seconded by Hobler Approving
BETWEEN THE CITY OF Resolution #2018-8-20-C, Approving An
VANDALIA, IL & HACH Agreement Between The City of
Vandalia, Illinois And HACH.
This agreement will provide annual
maintenance work on the laboratory
equipment at the Water Treatment Plant
in the amount of $ $4,923.00.
Roll Call: Hubler, yea; Barker, yea;
Stunkel, yea; Hobler, yea; Clark, yea;
Lester, yea; Rebbe, yea; Crawford,
absent. Motion carried.
ACCEPT RESIGNATION OF A motion was made by Stunkel and
THERESA TATE FROM TOURISM seconded by Barker accepting the
COMMISSION: resignation of Theresa Tate from the
Vandalia Tourism Commission. Motion
carried.
AUTHORIZATION TO SEEK BIDS A motion was made by Stunkel and
FOR ROOF REPLACEMENT AT seconded by Barker authorizing to seek
SENIOR CITIZENS CENTER: bids for Roof Replacement at the
Senior Citizens Center at 616 W.
Jackson St. Motion carried.
APPROVAL OF A motion was made by Stunkel and
CEMETERY/LANDFILL COMMITTEE seconded by Hobler approving the
MEETING MINUTES FROM JULY minutes from the Cemetery/Landfill
16, 2018: Committee Meeting from July 16, 2018
as submitted. Motion carried.
MAYOR’S REPORTS: A motion was made by Stunkel and
seconded by Rebbe approving the low
bid from McCarty’s Auto Body in the
amount of $2,314.06 to repair Chief of
Police Jeff Ray’s 2014 Dodge Ram squad
vehicle. The city also received a
quote from Andy’s Auto Body in the
amount of $2,893.94. Motion carried.
Mayor Gottman reported that the old
Walmart building owned by Kroenke is
starting to come down.

PGAV is still working on the
comprehensive plan for the City of
Vandalia.
Mayor Gottman reported that Capitol
View Restaurant have awarded the bid
to Andy Craig Excavation to have the
building torn down and have the
rubbish removed.
CLERK GIVES REPORT ON THE GO Bowen reported someone had questioned
BOND OBLIGATION FOR RIVER when the GO Obligation Bond for the
INTAKE PROJECT: river intake will be paid off and that
date is December 2027. The amount
still owed is $2,020,953.18.
Just a reminder, the first council
meeting in September will be held on
Tuesday, September 4th due to Labor Day
on Monday.
STANDING COMMITTEES: Marlin Filer announced that they will
begin oiling streets next week.
Rebbe reported that the crossing guard
position has been filled by the school
system since the city did not receive
any applications to fill the position.
Barker announced that the Tourism
Committee will meet at 4:00 P.M.
Tuesday afternoon in council chambers.
ADJOURNMENT: A motion was made by Stunkel and
seconded by Rebbe to adjourn. Motion
carried.
