CITY COUNCIL Regular Meeting September 4, 2018 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by those present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen present were: Rebbe, yea; Hubler, yea; Crawford, yea; Hobler, yea; Stunkel, yea; Barker, yea. MOMENT OF SILENCE FOR U.S. A moment of silence was observed for SENATOR JOHN McCAIN: U.S. Senator John McCain. MINUTES: A motion was made by Stunkel and seconded by Hobler approving the minutes from the August 20, 2018 meeting as presented. Motion carried. REGULAR BILLS: A motion was made by Stunkel and seconded by Hobler approving the regular bills as presented. Motion carried. TREASURER’S REPORT: A motion was made by Stunkel and seconded by Barker approving the Treasurer’s Report to be filed for audit. SPECIAL BILLS: A motion was made by Stunkel and seconded by Barker approving the Special Bills as presented: McKellar Robertson McCarty & Click Insurance in the amount of $2,300.00 for boiler & machinery insurance; Direct Energy in the amount of $24,420.03 for 1 electric; Group Cares in the amount of $11,433.26 for paint & lumber materials; Three Way Creations, LLC. in the amount of $4,034.31 for Beautification Committee landscaping project; Tune Trucking, Inc. in the amount of $1,822.56 for rock; Ameren Illinois in the amount of $2,673.47 for street lights; Land of Lincoln Credit Union in the amount of $9,990.79 for loan on fire truck; Fayette County Treasurer in the amount of $39,351.50 for real estate taxes for 2017; Vandalia Asphalt in the amount of $60,013.41 for chip mix & HFE 300; South Central FS, Inc. in the amount of $9,259.65 for fuel; U.S. Bancorp in the amount of $14,781.19 for water meter payment; Brenntag Mid South Inc. in the amount of $5,287.66 for chemicals; Hawkins, Inc. in the amount of $3,811.62 for activated carbon; Vandevanter Engineering, Inc. in the amount of $2,345.31 for a repair service call on the Vandalia Terminal LS omnisite. RESOLUTION #2018-9-4-A: A motion was made by Stunkel and A RESOLUTION APPROVING AN seconded by Barker adopting AGREEMENT FOR ENGINEERING Resolution #2018-9-4-A, Approving An SERVICES BETWEEN THE CITY OF Agreement For Engineering Services VANDALIA, ILLINOIS & MILANO & Between The City of Vandalia, Il & GRUNLOH ENGINEERS, LLC: Milano & Grunloh Engineers, LLC. Roll Call: Hubler, yea; Hobler, yea; Crawford, yea; Stunkel, yea; Barker, yea; Rebbe, yea; Clark, absent; Lester, absent. Motion carried. ORDINANCE #2018-9-4-B: AMENDING A motion was made by Stunkel and THE VANDALIA MUNICIPAL CODE AT seconded by Crawford adopting TITLE V BUSINESS LICENSES AND Ordinance #2018-09-4-B, Amending The REGULATIONS AT SECTION 5.08.070 Vandalia Municipal Code At Title V NUMBER OF LICENSES Business Licenses And Regulations At Section 5.08.070 Number Of Licenses. 2 Not more than Eight (8) Class E Licenses shall be currently in effect at any one time. ZONING BOARD OF ADJUSTMENTS A motion was made by Stunkel and MEETING MINUTES FOR JUNE 27, seconded by Hobler approving the 2018: Zoning Board of Adjustments Meeting Minutes from June 27, 2018 as presented. Motion carried. RESOLUTION #2018-9-4-C A motion was made by Stunkel and APPROVING A LEASE AGREEMENT seconded by Crawford Adopting BETWEEN THE CITY OF VANDALIA, Resolution #2018-9-4-C, Approving A IL AND PITNEY BOWES Lease Agreement Between The City of Vandalia, IL & Pitney Bowes. Roll Call: Hobler, yea; Rebbe, yea; Stunkel, yea; B. John Clark, absent; Hubler, yea; Crawford, yea; Barker, yea; Lester, absent. Motion carried. COUNCIL WORK SESSION MEETING A motion was made by Stunkel and MINUTES: seconded by Crawford approving the City Council Work Session Meeting Minutes from August 20, 2018 as presented. Motion carried. ORDINANCE #2018-9-4-D: A motion was made by Stunkel and PROHIBITING THE USE OF seconded by Crawford Adopting GROUNDWATER AS A POTABLE WATER Ordinance #2018-9-4-D, An Ordinance SUPPLY BY THE INSTALLATION OR Prohibiting The Use Of Groundwater As USE OF POTABLE WATER SUPPLY A Potable Water Supply By The WELLS OR BY ANY OTHER METHOD ON Installation Or Use Of Potable Water REAL ESTATE HEREIN DESCRIBED AS Supply Wells Or By Any Other Method 1502 N. 8TH STREET On Real Estate Herein Described As 1502 N. 8TH Street. 3 Roll Call: Hobler, yea; Barker, yea; Hubler, yea; Rebbe, yea; B. John Clark, absent; Stunkel, yea; Lester, absent; Crawford, yea; Motion ORDINANCE #2018-9-4-E: carried. PROHIBITING THE USE OF GROUNDWATER AS A POTABLE WATER A motion was made by Stunkel and SUPPLY BY THE INSTALLATION OR seconded by Crawford Adopting USE OF POTABLE WATER SUPPLY Ordinance #2018-9-4-E, Prohibiting WELLS OR BY ANY OTHER METHOD ON The Use Of Groundwater As A Potable REAL ESTATE HEREIN DESCRIBED AS Water Supply By The Installation Or A RIGHT OF WAY ON 8TH STREET Use Of Potable Water Supply Wells Or SOUTH OF VETERANS AVENUE BUT By Any Other Method On Real Estate NORTH OF W. GOCHENOUR STREET Herein Described As A Right Of Way On 8TH Street South of Veterans Avenue But North Of W. Gochenour Street. Roll Call: Hobler, yea; Barker, yea; Hubler, yea; Lester, absent; Rebbe, yea; Stunkel, yea; Crawford, yea; B. AUTHORIZATION TO SEEK BIDS FOR John Clark, absent. Motion carried. SIDEWALK REPLACEMENT: A motion was made by Stunkel and seconded by Crawford authorizing to seek bids for the sidewalks to schools & TIF. The city will use $30,000 and TIF funds budgeted for the work. Any of the ADA ramps that are on the list to be installed or replaced, the city will hire Milano & Grunloh Engineering to oversee the work. Motion carried. MAYOR’S REPORT: Mayor Gottman reported that he received a call from the IML and the Governor’s Office letting him know that the Enterprise Zone has been approved for Vandalia and the Fayette County area. CITY ADMINISTRATOR: City Administrator Paslay reported that she distributed the IML Statehouse Briefings for your use. 4 In your packet there are the official rules for the Vandalia Bicentennial Brothers Of The Brush Contest. Just a reminder that the Vandalia Bicentennial Community Picnic is scheduled for this Sunday, September 9th at the Statehouse Lawn. In the event of rain the picnic will be held at the Vandalia Junior High. STANDING COMMITTEE REPORTS: Crawford reported that Marty Huskey is looking into some bids for repairs to the Fillmore Street water tower. Crawford said she attended a Lions Club Meeting last month and the discussion came up that they had someone volunteer to paint the lion. Crawford asked if it is the city’s call to have it painted. Mayor Gottman said that it is their pavilion but the city insures the pavilion. Mayor Gottman gave the individual permission to paint it. Barker reported that the Beautification Committee cleaned up the Tourist Information grounds. Mayor Gottman reported that the artists in the county that is spearheaded by Kim Shanks along with Chuck Hutson, Lynn Resnick, Marilyn Truitt & Marlin Filer will display their artwork in the Tourist Information Center. Barker reported that they are working on Olde Tyme Christmas which will be held on Friday, November 9th and Saturday November 10th. Stunkel asked where do they stand 5 COUNCIL CONCERNS: with restoring the caboose. Mayor Gottman said that they are moving along with it. The question came up, where the caboose will be displayed. Mayor Gottman said at this time nothing has been decided. It will be brought to the council for their input.
