CITY COUNCIL Regular Meeting October 1, 2018 7:30 P.M. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all present. ROLL CALL: Hubler, Rebbe, Lester, Stunkel, Crawford, B. John Clark and Barker. Hobler was absent. MOMENT OF SILENCE: A moment of silence was observed for the following business owners: Maurice Cripe; Kenneth Harrison; Randy Woolsey; Rita Mae Allen and Grace Brugoto, wife of Jim Brugoto who served as a crossing guard for the city. MINUTES: A motion was made by Stunkel and seconded by Barker approving the minutes from the September 17, 2018 as presented. Motion carried. REGULAR BILLS: A motion was made by Stunkel and seconded by B John Clark approving the regular bills as submitted. Motion carried. SPECIAL BILLS: A motion was made by Stunkel and seconded by Barker approving the Special Bills as submitted: SCIRP & DC in the amount of $2,500.00 for PY-2018 Public Infrastructure CDBG Grant; Fayette County Treasurer in the 1  amount of $2,640.75 for 4th quarter animal control; Woody’s Municipal Supply in the amount of $3,150.00 for a scarifier system; Land of Lincoln in the amount of $9,990.79 for payment on the fire truck; US. Bancorp in the amount of $14,781.19 for payment on water meters; Brenntag Mid South Inc. in the amount of $4,707.66 for chemicals; Hawkins, Inc. in the amount of $2,142.05 for activated carbon; Hack Company in the amount of $4,923.00 for Orp probe; Vandevanter Engineering, Inc. in the amount of $2,242.00 for ump repair; Cedarchem, LLC in the amount of $11,696.56 for cedar clear. Motion carried. TREASURER’S REPORT: A motion was made by Stunekl and seconded by Crawford approving the Treasurer’s Report to be filed for audit. Motion carried. AMBER DAULBAUGH SPEAKING ON Amber Daulbaugh, Economic SHOP LOCAL CHALLENGE: Development Director spoke to the council about shopping local. In an effort to promote #SHOPSMALL and educate and encourage local shopping behavior the City of Vandalia Economic Development Department and the Greater Fayette County Chamber of Commerce are collaborating and joining forces with the American Express Neighborhood Champion Program for Small Business Saturday and the Shop Small Movement. This year on Small Business Saturday November 24th a Shop Small Kickoff Breakfast for the 2  neighborhood will be sponsored and hosted by Fayette County Hospital from 8:30-10:30 am; The goal is to bring the community together before they Shop Small on the big day. Through the challenge the city and the chamber are asking local residents to use a challenge list on which they list items that they are unable to purchase in Vandalia, as well as where they go to buy them. AN ORDINANCE AMENDING THE A motion was made by Stunkel and VANDALIA MUNICIPAL CODE AT seconded by Barker adopting TITLE V BUSINESS LICENSES Ordinance #2018-10-1-A, Amending AND REGULATIONS AT SECTION the Vandalia Municipal Code At 5.08.070 NUMBER OF LICENSES: Title V Business Licenses And Regulations At Section 5.08.070 Number of Licenses. El Taco Fiesta owned by Christina Martinez is requesting a Class E liquor license for her restaurant located at 116 S. Kennedy Blvd, Vandalia. Not more than Nine (9) Class E Licenses shall be currently in effect at any one time. APPROVE OR REJECT UPDATED A motion was made by Stunkel and LIST OF BOARD OF DIRECTORS seconded by Barker approving the FOR 2019 BICENTENNIAL: updated list of Board of Directors for the 2019 Bicentennial. Motion carried. 3 TRANSFERRING OF LAKE LOT #25 A motion was made by Stunkel and FROM JEFFREY LYNN BROWN, seconded by Crawford to transfer VANDALIA, IL TO ED & DEBORAH Lake Lot#25 from Jeffrey Lynn GRAY, DORSEY: Brown, Vandalia to Ed & Deborah Gray, Dorsey. All necessary fees have been paid. Motion carried. APPROVAL OF COUNCIL WORK A motion was made by Stunkel and SESSION MEETING MINUTES FROM seconded by Crawford approving SEPTEMBER 17, 2018: the Council Work Session Meeting Minutes from September 17, 2018 as submitted. Motion carried. APPROVAL OF TOURISM A motion was made by Stunkel and COMMISSION MEETING MINUTES seconded by Barker approving the FROM AUGUST 21, 2018: Tourism Commission Meeting Minutes from August 21, 2018 as submitted. Motion carried. ORDINANCE #2018-10-1-B: A motion was made by Lester and FAIR HOUSING ORDINANCE seconded by Hubler Adopting Ordinance #2018-10-1-B, Fair Housing Ordinance. RESOLUTION #2018-10-1-C: A motion was made by Barker and RESOLUTION OF SUPPORT AND seconded by Stunkel adopting COMMITMENT OF LOCAL FUNDS Resolution #2018-10-1-C, A FOR COMMUNITY DEVELOPMENT Resolution Of Support And BLOCK GRANT SUBMISSION Commitment Of Local Funds For Community Development Block Grant Submission. Motion carried. 4 RESOLUTION #2018-10-1-D: A motion was made by Hubler and RESOLUTION OF SUPPORT FOR seconded by Lester adopting COMMUNITY DEVELOPMENT BLOCK Resolution #2018-10-1-D, Support GRANT SUBMISSION For Community Development Block Grant Submission. COUNCIL GIVES MAYOR THE A motion was made by Stunkel and AUTHORIZATION TO ENTER INTO seconded by Crawford AN ELECTRIC SUPPLY AGREEMENT authorizing Mayor Gottman to FOR CITY FACILITIES: work with the electric energy supplier for the City of Vandalia. The new agreement will begin when the current one expires in December. Motion carried. ORDINANCE #2018-10-1-E: A motion was made by Stunkel and AUTHORIZING INTERGOVERMENTAL seconded by B. John Clark AGREEMENT: approving an intergovernmental agreement between the City of Vandalia and the Vandalia Correctional Center. The City of Vandalia transferred a wood chipper identified as Vermeer Chipper Model 1250BC to the Illinois Department of Corrections. MAYOR’S REPORT: Mayor Gottman announced that he attended the TIF Association Meeting in Chicago last week. 5  He also attended the Illinois Municipal League Board of Directors meeting along with the conference in Chicago. Mayor Gottman will be attended orientation in Springfield tomorrow for the IML Board. Mayor Gottman gave his side of the story of an auto accident on Saturday in which he was involved. Comments on social media (Facebook) that Mayor Gottman termed slanderous felt he needed to explain to the council. Mayor Gottman attended the Fayette County Chamber of Commerce Meeting today at noon. STANDING COMMITTEES: Crawford stated that in the near future bids will be taken on the thirty-one year old poly blender at the sewer plant. The Water Department is looking at getting a new mixer at the Fillmore location. Mayor Gottman reported that they are updating the camera on front of the City Hall building with a higher definition camera. The lake reservations will come to a close the weekend of October 13-14th. Barker reported that the city crew started putting Christmas lights today. 6  Lights will be put across all the businesses down town this year. The merchants will be asked to put electric or battery-operated candles in the upper levels of their buildings. The Tourism Commission continues to work on plans for the Olde Tyme Christmas to be held on November 9-10th. Mayor Gottman reported that the Wine & Ale with Abe Event held this past weekend was well attended. 900 people attended with 60 volunteers to help. TOWER LEASE AGREEMENT: Hubler reported that he did some checking on the tower/lease agreement with Rural Enterprises, Inc. He proposed to raise the fee $100.00 since they are not supplying internet to the city which would make it $350.00 per year. A motion was made by Hubler and seconded by Barker to raise the fee to $350.00 per year. Motion carried. It will be addressed at the next council meeting. COUNCIL MOVES INTO EXECUTIVE A motion was made by Stunkel and SESSION AT 8:11 P.M.: seconded by Crawford to move into Executive Session at 8:11 P.M. under 5ILCS120/2 for personnel matters.
