CITY COUNCIL Regular Meeting October 15, 2018 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen present were: Hubler, B. John Clark, Stunkel, Barker, Rebbe and Crawford. Lester & Hobler were absent. MINUTES: A motion was made by Stunkel and seconded by Rebbe approving the minutes from the October 1, 2018 meeting as presented. Motion carried. REGULAR BILLS: A motion was made by Stunkel and seconded by Barker approving the regular bills as presented. Motion carried. SPECIAL BILLS: A motion was made by Stunkel and seconded by Crawford approving the Special Bills as listed: SCIRP&DC in the amount of $1,559.00 for FY 2019 per capita contribution; Westendorf Construction in the amount of $11,300.00 for roof on the Senior Citizens Center; Vandalia Auto Supply, Inc. in the amount of $1,618.35 for supplies to maintenance to equipment; Vandalia Asphalt Service in the amount of $1,784.00 for patch mix; Direct Energy in the amount of $19,468.39 for electric; Barenfanger, Inc. in the amount of $10,528.to for TIF loan at 129 N. Kennedy; Land; Brenntag Mid 1  South, Inc.in the amount of $5,287.66 for chemicals; Centraz Industries, Inc. in the amount of $3,360.00 for sewer solvent; Hawkins, Inc. in the amount of $3,660.80 for chemicals; Hawkins, Inc. in the amount of $11,367.46 for activated carbon; Kaskaskia Springs Water for 4.284 million gals water in the amount of $1,713.60; Vandevanter Engineer Inc. in the amount of $11,424.55 for pump repair; Motion carried. FIRST READING OF REQUEST FOR Robert “Tony” Richardson owner of the AMENDMENT TO CLASS F LIQUOR Vandalia Bowl is requesting an LICENSE REQUIREMENT: amendment to the Class F liquor license to allow an 18 year old person carry, deliver, and serve alcoholic liquor before 11:00 pm. This is the first reading for the request. It will be voted on at the November 5 city council meeting. th ZONING BOARD OF ADJUSTMENTS A motion was made by Stunkel and MEETING MINUTES-SEPTEMBER seconded by Rebbe approving the Zoning 19, 2018: Board of Adjustments Meeting Minutes from September 19, 2018 as submitted. Motion carried. PUBLIC HEARING-CDBG GRANT A motion was made by Stunkel and HEARING MEETING MINUTES- seconded by Barker approving the OCTOBER 1, 2018: minutes from the Public Hearing on the CDBG Grant Hearing Meeting Minutes from October 1, 2018. Motion carried. ORDINANCE #2018-10-15-A: A motion was made by Stunkel and AUTHORIZING SALE OF PERSONAL seconded by Crawford adopted Ordinance PROPERTY AT PUBLIC AUCTION: #2018-10-15-A, Authorizing Sale of Personal Property At Public Auction. Roll call: Barker, yea; Hubler, yea; B. John Clark, yea; Rebbe, yea; Crawford, yea; Stunkel, yea; Lester & Hobler were absent. Motion carried. 2 MAYOR’S REPORT: Mayor Gottman reported that there will be a ribbon cutting for El Taco Fiesta on Monday, October 22nd at 10:45 a.m. at 116 S. Kennedy St., Vandalia. Mayor Gottman announced that the City of Vandalia received a letter from Illinois Department of Commerce & Economic Opportunities that the Enterprise Zone has been approved. Mayor Gottman along with the Fayette County Board had been notified about the approval. It will now expire on December 31, 2033. Mayor Gottman announced that the farm lease between the City of Vandalia and Meyer Farms expired on April 6, 2018. The lessee is interested in continuing to farm it. Mayor Gottman will meet with Meyer Farms to review the farm lease and report back to the council. City Administrator, LaTisha Paslay announced that they are finalizing the paperwork for the CDBG grant for water main replacement under the public infrastructure component which is due November 2nd. She said that they are also working on a school grant to extend the sidewalk from the high school to Kaskaskia College. That grant paperwork is due November 16th. Paslay said, after the Police Pension meeting this afternoon she spoke with Brian Corrigan with Corrigan-Jones Investing who is handling the investments for the Police Pension. Some of the council members asked LaTisha to talk with him about investments in regard to our Cemetery, Water & Sewer & Recreation funds. She 3  will follow up with him later on in the week. Olde Tyme Christmas will be held on November 9th & 10th. The vendor forms are available on the city’s website or at City Hall. A 10’ x 10’ booth space at no charge. The Down Town Treat or Treat will be Saturday, October 27th and that evening from 6:00-8:00 door to door trick or treating in Vandalia. STANDING COMMITTEE REPORTS: B. John Clark announced that in the morning he along with Russ Stunkel and Steve Barker will be guests on Dan Michel’s radio program to discuss and urging people to vote for the sales tax increase. Mayor Gottman said that the Sewer Plant was in need of a pollen system. The price of that unit was $6,599.85. Mayor Gottman approved that emergency purchase for the Sewer Plant. Mayor Gottman reported that on Friday COUNCIL CONCERNS: of this week one of the vendors will be here to talk with us about a vac truck. Mayor Gottman reported on the ceremony that was held last Thursday in Fairlawn Cemetery to mark the completion of finding the names of twenty people who were moved to unmarked graves after the Vandalia Mausoleum that was built in 1918 was razed in 1976. Thank you to Betsy Mills for researching out the names. Mayor Gottman reported that the roof on the Senior Citizens Building has been completed. The guttering should be done very soon. 4  The Vandalia Lake is closed for the season for the campers. Amber Daulbaugh is attending meetings on Economic Development this week in Naperville. Barker reported that the city crew has been out putting lights across the top of the buildings in downtown. Mayor Gottman publicly thanked all the businesses and building owners for allowing the city to hang the lights.
