SPECIAL COUNCIL MEETING November 13, 2018 CALL TO ORDER: Mayor Gottman called the Special City Council Meeting to order at 12:00 Noon PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was given by all present. MOMENT OF SILENCE: A moment of silence was observed for Brad Elmore. Elmore was a former superintendent of the Water & Sewer Plant in Vandalia and also a retired dispatcher for the City Police Department. He was also a U.S. Army Veteran serving in WWII. ROLL CALL: Barker, Rebbe, Lester, Crawford, Stunkel, B. John Clark & Hubler. Hobler was absent. PURPOSE OF THE MEETING: The purpose of the meeting was to rescind the vote on the Sidewalk Bid for Section B on 11/05/2018 and Award to Another Contractor. On November 5, 2018, the bid in Section B was awarded to Sheldon Shulte Construction. The bid was clearly broke out into two sections on the bid form and there was no indication on the bid form that the two sections would be added together for one project. Shulte stated that he will not do Section B if he is not awarded Section A as well. Mayor Gottman said that he spoke with our engineering firm, Milano & Grunloh Engineers, LLC and they said, they felt everything was done appropriately. Lester stated that he agreed with our engineering firm, that we honor Schulte’s decline to go with the low bid from Section A & Section B. A motion was made by Lester and seconded by Barker to withdraw the motion made at the November 5, 2018 council meeting stating that Section A would go to Horst Enterprises and Section B would go to Sheldon Shulte Construction. Motion carried. A motion was made by Barker and seconded by Lester to award the bid to Horst Enterprises. Section A, the bid was $23,460.00 and since Shulte refused to do Section B without Section A, the bid went to the next low bidder being Horst Enterprises, Brownstown, IL in the amount of $15,128.00 for Section B. Motion carried. The second order of business, the City Council of the City of Vandalia has taken action to submit an Illinois Safe Routes to School Grants to the Illinois Department of Transportation. James Patrick with South Central Regional Planning was present for any questions the council might have. Mr. Patrick explained that Illinois Safe Routes to School will pay up to $200,000.00 for proof of project and Vandalia has authorized along Fillmore Street with safer, complete route of alternate transportation. The City of Vandalia would have to come up with $157,030.00 matching funds. Alderman Joel Rebbe asked where the funds would come from to pay for this project. Mayor Gottman said that the money would come from the money we have in reserves. A motion was made by Barker and seconded by Rebbe, adopting Resolution #2018-11-13-A, Committing Local Funds to the Illinois Safe Routes to School Grants to the Illinois Department of Transportation. Roll Call vote: Barker, yea; Hubler, yea; Rebbe, yea; Stunkel, yea; Crawford, yea; Lester, yea; B. John Clark, yea; Hobler, absent. Motion carried.
