SPECIAL CITY COUNCIL MEETING April 8, 2019 CALL TO ORDER: Mayor Gottman called the Special City Council Meeting to order at 5:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was given by all present. ROLL CALL: Lester, Hubler, B. John Clark, Stunkel, Hobler, Rebbe and Barker. Crawford was absent. NEW BUSINESS: APPROVE OR REJECT THE MAYOR’S APPOINTMENT FOR A PART-TIME TOURISM DIRECTOR: A motion was made by Barker and seconded by Lester approving the hiring of Jessica Hampton as the part-time Tourism Director for the City of Vandalia. A roll call vote was taken: Lester, yea; Hobler, yea; Stunkel, yea; Barker, yea; B. John Clark, yea; Rebbe, yea; Hubler, yea. Motion carried. Jessica is a graduate of Ramsey High School and currently studying Public Relations and Mass Communications at SIU-E . Jessica is a part-time dispatcher for the Vandalia Police Department and also serves in the National Guard. RESUME DISCUSSION ON THE TIF APPLICATION ON THE LINK HOLDING FROM APRIL 1, 2019: The City Council discussed a TIF application from Link Holding, LLC for an event center project at 1405 W. Veterans Ave. in Vandalia. Brian Oberlink & his wife Nancy who owns the property and Brandi Cripe, who plans to manage the event center described their plans for the use of the TIF funds. Oberlink said that the funds would be used for construction, electrical and plumbing work in the building. After some discussion, a motion was made by Lester and seconded by Stunkel to give 25% or $26,950. for work on the project. A roll call vote was taken: Stunkel, yea; Rebbe, yea; Hubler, yea; Lester, yea; Hobler, yea; B. John Clark, yea. Motion carried. Mayor Gottman said that the ordinance will be voted on at the April 15th City Council Meeting.
