CITY COUNCIL Regular Meeting April 15, 2019 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen present were: Barker, B. John Clark, Crawford, Stunkel, Lester, Rebbe and Hubler. Hobler was absent. MINUTES: A motion was made by Stunkel and seconded by Hubler approving the minutes from the April 1, 2019 meeting as presented. Motion carried. SPECIAL CITY COUNCIL A motion was made by Stunkel and MINUTES: seconded by Barker approving the Special City Council Minutes from April 8, 2019 as presented. Motion carried. REGULAR BILLS: A motion was made by Stunkel and seconded by Crawford approving the regular bills as presented. Motion carried. Motion carried 2 APPROVAL OF THE MFT AUDIT A motion was made by Barker and FOR JANUARY 1, 2013/DECEMBER seconded by Stunkel approving the MFT 31, 2017: Audit from January 1, 2013/December 31, 2017 after review of the books and records from IDOT in Effingham. Motion carried. APPROVAL OF MFT BID LETTING A motion was made by Stunkel and FOR APRIL 9, 2019: seconded by Barker approving the MFT Bid Letting from April 9, 2019 to the low bidders as submitted. Motion carried. APPROVE OR REJECT PURCHASE A motion was made by Barker and OF DUMP TRUCK BROOM- seconded by Crawford approving the $12,000: purchase of a hydraulic angle broom for truck in the amount of $12,000 from Woody’s Municipal Supply Co. Motion carried. APPROVAL OF LAKE LOT #24 A motion was made Stunkel and seconded TRANSFER FROM DAVID DAWDY, by B. John Clark approving the COLLINSVILLE, IL TO JULIE transfer of Lake Lot #24 from David CORRIDORI, VANDALIA, IL Dawdy, Collinsville, IL to Julie Corridori, Vandalia, IL. All necessary fees have been paid. Motion carried. ORDINANCE #2019-4-15-A: A motion was made by Stunkel and AMENDING SALARIES FOR FISCAL seconded by Barker adopting Ordinance YEAR MAY 1, 2019-APRIL 30, #2019-4-15-A, Amending Salaries For 2020 Fiscal Year May 1, 2019-April 30, 2020. Roll Call: Barker, yea; Hubler, yea; Lester, yea; Stunkel, yea; Crawford, yea; Rebbe, yea; Clark, yea; Hobler, absent. Motion carried. APPROVE OR REJECT FISCAL A motion was made by Stunkel and YEAR 2020 CHEMICAL BIDS: seconded by Crawford approving the Chemical bids for 2020. Motion carried. 3 ORDINANCE #2019-4-15-B: Alderman Barker opened the discussion CITY OF VANDALIA AUTHORIZING by saying he would like to make a TAX INCREMENT FINANCING motion to amend this to the 50% ASSISTANCE IN CONNECTION instead of the 25% due to the fact WITH A REDEVELOPMENT PROJECT that the economic benefits we will get (LINK HOLDINGS, LLC) from other business benefiting from this kind of business is well worth it, the spinoffs. Crawford seconded Barker’s motion. Lester said, the only discussion that he had was he felt like the 25% is a nice, tax-free gift and asking the developer to contribute 75% is a fair proposition. Stunkel said that he went out and looked at the building and talked with them, they have a great business plan. Stunkel said that the building isn’t distressed in any way, and the inside is also good, so he agreed with Lester saying $27,000 is a good gift. Brandi Cripe, the manager of the event center talked about plans for the center. Cripe said she was asked at the last meeting about the number of people the center will employ, and that the current plans call for four or five employees. She said when she sat down and thought about that, and laid out everything else, we are going to utilize people that already existing in their own business in the community. She said that they plan on using existing local businesses, including house cleaning, carpet cleaning, caterers, and floral shops hoping to attract events that result in overnight stays in our local hotels. 4  A roll call vote was taken: Hubler, yea; Barker, yea; Crawford, yea; Lester, nay; Stunkel, nay; B. John Clark, yea; Rebbe, nay. 4 yea and 3 nay. Motion carried. Hobler was absent. MAYOR’S REPORT: Mayor Gottman reported that Dean Black resigned from the Vandalia Police Pension Board. The IML Statehouse briefings are in your packets on updates affecting Illinois municipalities. IML’s annual Lobby Day is Wednesday, May 1 in Springfield. If any of the aldermen are interested in going to Springfield on Lobby Day please let the Mayor know. Mayor Gottman announced that he and Amber will be attending the TIF conference next week. Mayor Gottman announced that Amber Daulbaugh will be taking over the TIF program effective May 1st. Mayor Gottman recognized several of the Public Work’s Department employees. The following received a certificate on their flagger training program. Kevin Elam, Bruce Boaz, Tommy Henrichsmeyer, Marlin Filer, Brian Tedrick, Ted Miller and Mark Tessman. Mayor Gottman encouraged everyone to attend the Fayette County CEO Trade Show at Kaskaskia College Vandalia Center on May 3rd from 5:00-7:30 P.M. Mayor Gottman reported that the NFPA and the Illinois Fire Service Institute put on a NFPA code update. Zach Kopp attended that conference 5  from March 25-29, 2019. He received his certification in Phase I. He will be attending Phase II along with Fire Chief Mark Meadows. Mayor Gottman presented a plaque and congratulated Alderman B. John Clark for his years of service (2011-2019) on the City Council. CLERK’S REPORT: Bowen reminded the council effective May 6th our council meetings will begin at 6:30 p.m. CITY ADMINISTRATOR: Paslay reminded everyone to purchase your tickets before this Friday for the Vandalia Bicentennial ½ Chicken Dinner Drive Thru Meal on Friday, April 26th from 4:00-6:00 P.M. Pick up your meal at Vandalia City Hall (under drive thru). Also, get your orders in for the Vandalia’s Bicentennial 1819-2019 Commemorative Book. The price is $30.00. Available through May 15, 2019. After pre-sale book price is $35.00 per book. The Vandalia Bicentennial will be selling logo decorations such as Bicentennial Flags, Banners and Bunting with Bicentennial Center Piece. The deadline is May 1, 2019 to place an order for any of the logo decorations. STANDING COMMITTEES: Crawford reported that the mixer for Fillmore St. should be coming in on Wednesday and should be doing the same thing on Thrill Hill hopefully in a week. 6 Crawford also mentioned the trouble with the issue on the carbon feeder that Mayor Gottman will explain. Mayor Gottman said that the carbon feeder that we have is original with the plant. The city received a proposal for the carbon feeder to replace the existing unit in the amount of $17,841.00. The feeder will include the mixing tank that we presently have. Mayor Gottman placed the order for the mixer. Mayor Gottman reported that in your packet you will see a report from the Vandalia Fire Department for March 2019 training hours: 120 and Calls: 10. Chief Ray told the council that they have received a couple complaints. The first one is Seventh Street from Randolph Street (up the hill) towards the Catholic Church. The complaint is with two vehicles parked on both sides emergency vehicles getting through and regular traffic getting through. Another area is when you are going north on Eight St. and turn off on Jackson St. towards the hospital it is very tight on both sides of the road. People park on both sides of the road there as well. Chief Ray suggested that No Parking on Seventh Street on the east side from Randolph St. to Jackson St. Barker said that he has received about the speed of drivers on Shelley Drive. There is not a posted speed limit sign posted there so the speed limit would be 30 miles an hour or otherwise posted. That would require an 7 ordinance to make it either a 20 or 25 or what the council deemed necessary. It was suggested to draft an ordinance stating a 20 mph zone on Shelley Drive between Coles Street and Locust Street. Mayor Gottman suggested that Chief Ray to meet with the residents one on one due to public safety reasons. A motion was made by Stunkel and seconded by Hubler to adjourn.
