CITY COUNCIL Regular Meeting May 6, 2019 6:30 P.M. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 6:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all present. ALDERMEN TAKE OATH OF City Clerk Peggy Bowen issued the Oath OFFICE: of Office to the newly elected aldermen, Joel Rebbe and Bret Brosman. Russ Stunkel and Ken Hubler were sworn in on May 2, 2019 due to being out of town the night of the City Council Meeting. ROLL CALL: Aldermen present were: Brosman, Hobler, Lester, Barker and Rebbe. Stunkel, Hubler and Crawford were absent. MINUTES: A motion was made by Barker and seconded by Hobler approving the minutes from the April 15, 2019 meeting as presented. Motion carried. REGULAR BILLS: A motion was made by Brosman and seconded by Hobler approving the regular bills as presented. Motion carried. SPECIAL BILLS: A motion was made by Barker and seconded by Rebbe approving the Special Bills as listed: Ameren Illinois in the amount of $16,149.28 for electric bill & $3,587.25 for street lights; Online Solutions in the 1  amount of $1,800 for annual billing for 1 Citizenserve user subscription for the Code Official; Ennis-Flint, Inc. in the amount of $3,558.52 for street paint; Econo Signs in the amount of $1,942.40 for traffic signs; Land of Lincoln Credit Union in the amount of $9,990.79 for payment on fire truck; Historical Vandalia, Inc. in the amount of $3,753.66 for salary ; Cargill Inc. in the amount of $7,812.10 for salt; U.S. Bancorp in the amount of $14,781.19 for water meters; Centraz Industries, Inc. in the amount of $3,360.00 for sewer solvent; Hawkins, Inc. in the amount of $8,792.29 for chemicals; Kaskaskia Springs Water in the amount of $2,403.60 for 6.009 million gals water; Cedarchem in the amount of $12,382.28 for Cedarclear for Disposal Plant. ORDINANCE #2019-5-6-B: A motion was made by Hobler and ORDINANCE AMENDING CHAPTER seconded by Rebbe Amending Chapter 10 10 VEHICLES AND TRAFFIC AT Vehicles And Traffic At Section SECTION 10.16.030 PARKING 10.16.030 Parking Prohibited Or PROHIBITED OR CONTROLLED Controlled. No Parking Zone: Seventh Street, on East Side, from Randolph Street to Jackson Street. Roll Call: Barker, yea; Hobler, yea; Rebbe, yea; Lester, yea; Brosman, yea; Stunkel, Hubler & Crawford were absent. Motion carried. DISCUSSION ON PARKING ON Chief Ray said the area is narrow, but JACKSON STREET BETWEEN the residents along that stretch have EIGHTH ST & BURTSCHI ST.: nowhere else to park but on the street. Chief Ray said it can be an issue for an emergency vehicle getting down that stretch with vehicles on both sides. Mayor Gottman said that he would send a letter to all emergency personnel to inform them of the issue in that area. TRANSFER OF LAKE LOT #89 A motion was made by Hobler and FROM TERESA FRANKO, GRANITE seconded by Barker approving the CITY TO SHANNON PETERSON, transfer of Lake Lot #89 from Teresa RAMSEY, IL: Franko, Granite City, Il to Shannon Peterson, Ramsey, IL All necessary fees have been paid. Motion carried. 3 ACCEPT OR REJECT BIDS FOR A motion was made by Lester and SIDEWALK REPLACEMENT ON seconded by Brosman approving the bid FOURTH STREET: from Chandler Brothers Construction Inc., Brownstown, Il in the amount of $9,635.00 to remove & replace 540.5 SF of Broomed Sidewalk & to also remove and replace 283 SF of red brick stamped concrete The city received bids from the following contractors: Sheldon Schulte in the amount of $9,024.00 Austin Concrete & Excavation, Inc. in the amount of $10,650.00 Horst Enterprises in the amount of $10,775.00 Precise Construction Services, Inc. in the amount of $11,000.00. The council approved the bid from Chandler Brothers Construction. Motion carried. COUNCIL WORK SESSION A motion was made by Barker and MINUTES-APRIL 15, 2019: seconded by Hobler approving the CITY CLERK’S REPORT: Council Work Session Minutes as submitted for April 15, 2019. Motion carried. ORDINANCE #2019-5-6-C:TIF A motion was made by Lester and AGREEMENT BETWEEN THE CITY seconded by Barker Approving Ordinance OF VANDALIA & JUSTIN DURBIN #2019-5-6-C, Authorizing Tax Increment D/B/A DURBIN RENTAL PROPERTY Financing Assistance In Connection With A Redevelopment Project with Justin Durbin D/B/A Durbin Rental Property, LLC. Durbin will make renovations to the South & West Walls on the building located at 101 S. Fifth St. 4  The City of Vandalia shall reimburse the Developer the sum of $67,585.00 for project cost. MAYOR’S REPORT: Mayor Gottman announced that a news release from Gov. Pritzker informing the City of Vandalia of the results of the 2019 Funding Cycle for the Illinois Safe Routes to School (SRTS) Program. Thirty Eight projects totaling more than $5.5 million have been approved for funding. The City of Vandalia has been chosen to receive $200,000.00 for the Fillmore Street SRTS Project. Mayor Gottman received a letter from Illinois Department of Commerce stating pending State CDBG Public Infrastructure Grant #18-242015 for $500,000.00 to construct approximately 5,056 linear feet of water main replacements in two target areas within the corporate limits of the City of Vandalia. The areas include the northeastern portion of the community and is bound by W. Gochenour St. & Veterans Ave. on the north; by North 6th St on the east; by West Orchard Street on the south; and by North 8th Street on the west. Target area #2 is in the south-central portion of the community, and runs south along South 8th Street, from W. Edwards Street to its termination at the north edge of Fairlawn Cemetery. Mayor Gottman attended the Illinois Municipal League Meeting in Springfield last week. 5  Mayor Gottman reported that they spoke on public safety pension fund reform and consolidation. They also spoke on Motor Fuel Tax & Infrastructure. Another topic was recreational marijuana. He stated if the state approves the use of recreational marijuana in homes, the city will have no choice but to abide by the new law. He said that the city would only be able to decide whether the sale of marijuana is allowed in the community and determine how that decision is made. Mayor Gottman announced after 35 years in business, Culbertson Heating & Cooling will have new owners. Marlin & Tammy Filer have purchased Culbertson Heating & Cooling from Dan & Bob Culbertson. Tammy will be handling the day to day operations of the business. Dan Culbertson was at the meeting and said Vandalia has been an excellent place to live and run their business. Mayor Gottman said that he received a copy of the Comprehensive Plan and will be scheduling a work session shortly. CITY CLERK’S REPORT: Clerk Bowen reported that she received the results from the Consolidated Election from the Fayette County Clerk’s Office. Ward I: Ballots Cast were 70 Kenneth Hubler: 45 Joseph Crawford: 19 6  Ward II: Ballots Cast were: 179 Russell Stunkel: 150 Ward III: Ballots Cast were: 160 Joel Rebbe: 133 Ward IV: Ballots Cast were: 357 B. John Clark: 165 Bret Brosman: 173 STANDING COMMITTEE REPORT Mayor Gottman reported under Public Safety that two body cams have been ordered for the building code official and the code enforcer due to the he said she said with the officials. Mayor Gottman directed Chief Ray to order two body cams for them. They will help out in situations like this. Hobler announced that there will be a Lake Committee Meeting on Monday, May 13th at 10:00 A.M. in the council chambers. Cemetery employees mowed over the weekend due to rain coming in the first part of this week. Brosman said that there will be a work day at the Old State Burial Ground next Saturday from 10:00-3:00 p.m. He encouraged anyone to come and help out. Barker reported that Jessica Hampton is getting things organized at the Tourism Information Center. AUDIENCE: Sandy Michel told the council, the last time we were here, it seemed like things kind of got a little sideways. 7  She wanted the council to know that she was not against the TIF program and that the others who were here aren’t against the TIF either. We just want to make sure that it’s being done like it should. Michel said that her family is very active in the community with four generations having operated or currently running a business in Vandalia. Doug Knebel supported Michel’s thoughts. Knebel said that a pending TIF application for another expansion of Octochem proves that it’s important that program is in place. Knebel said that we, as a group have some concerns about some of the things that have been done in the past, but the program, as a whole, is a valuable tool for economic development. Knebel said, that they were just trying to clear up any misconceptions that’s out there.
