CITY COUNCIL Regular Meeting June 17, 2019 6:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 6:30 P.M. ROLL CALL: Aldermen present were: Brosman, Barker, Stunkel, Hobler, Lester and Hubler. Crawford & Rebbe were absent. MINUTES: A motion was made by Stunkel and seconded by Brosman approving the minutes from the June 3, 2019 meeting as presented. Motion carried. REGULAR BILLS: A motion was made by Stunkel and seconded by Crawford approving the regular bills as presented. Motion carried. SPECIAL BILLS: A motion was made by Stunkel and seconded by Barker approving the Special Bills as presented: Illinois South Tourism in the amount of $4,000.00 for membership dues; Beelman Logistics, LLC in the amount of $22,148.31 for seal coat chips; R Martin Contracting in the amount of $67,585.00 for masonary repair on Justin Durbin’s Apartment Building; Centraz Industries, Inc. in the amount of $3,420.00 for sewer solvent; Diamond Equipment in the amount of $1,995.00 new tag 60” ditching bucket; Brenntag Mid South, Inc. in the amount of $3,275.96 for chemical supplies; Hawkins, Inc. in the amount of $5,357.49 for activated carbon; Ameren 1  Illinois in the amount of $14,937.30 for electric; Ameren Illinois in the amount Kaskaskia Springs Water in the amount of $2,450.80 for 6.127 million gals. of water. Motion carried RAFFLE LICENSE VALUE A motion was made Brosman and seconded INCREASE REQUESTS FOR by Barker approving the request from VANDALIA MOOSE LODGE & FAYCO the Vandalia Moose Lodge & FAYCO ENTERPRISES: Enterprises to increase the maximum value of prizes to $50,000.00 for the Queen of Hearts raffles. Motion carried. ORDINANCE #2019-6-17-A: A motion was made by Hobler and AMENDING THE VANDALIA seconded by Stunkel Adopting Ordinance MUNICIPAL CODE AT TITLE 2 #2019—6-17-A, Amending The Vandalia ADMINISTRATION AND Municipal Code At Title 2 PERSONNEL: Administration And Personnel. The Vandalia Municipal Code At Title 2 Administration and personnel at Section 2.04.220 Appointment of Committees is amended by deletion of the existing Section 2.04.220 Appointment of Committees Roll Call: Barker, yea; Hubler, yea; Lester, yea; Stunkel, yea; Hobler, yea; Brosman, yea. Rebbe and Crawford were absent. Motion carried. COUNCIL COMMITTEE A motion was made by Stunkel and APPOINTMENTS: seconded by Hobler approving the Council Committee Appointments made by Mayor Gottman. Motion carried. APPROVE OR REJECT BIDS FOR A motion was made by Brosman and MIXER DRIVE ASSEMBLY AT seconded by Barker approving the bid WATER PLANT: from SPX FLOW in the amount of $7,699.35 for a Lightnin Mixer Model XJQ-350 drive assembly & motor kit for the Water Plant. Motion carried. 2 RESOLUTION #2019-6-17-B: A motion was made by Hobler and APPROVING AN AGREEMENT FOR seconded by Stunkel Adopting ENGINEERING SERVICES BETWEEN Resolution #2019-6-17-B, Approving An THE CITY OF VANDALIA & Agreement For Engineering Services HURST-ROSCHE ENGINEERS, INC. Between The City of Vandalia & Hurst- (ANNUAL BRIDGE INSPECTIONS) Rosche Engineers, Inc. for the annual inspection of six local bridges in the amount of $3,500.00. Roll call: Barker, yea; Hubler, yea; Stunkel, yea; Hobler, yea; Lester, yea; Brosman, yea. Crawford and Rebbe were absent. Motion carried. APPROVE OR REJECT BIDS FOR A motion was made by Brosman and DEMO AT 610 S. SIXTH ST.: seconded by Lester approving the low bid from Draege & Sons, LLC in the amount of $9,826.00 to demo building at 610 South Sixth St. Motion carried. The City also received bids from: Robert Simmons, LLC - $19,500.00 Grubaugh Contracting - $38,900.00 APPROVE OR REJECT BIDS FOR Mayor Gottman referred this item off TUCKPOINTING AT PUBLIC to committee. Committee will review SAFETY BUILDINGS: the two bids received and will make a recommendation at the July 1st council meeting. APPROVE OR REJECT BID FOR Mayor Gottman told the council that we SERVER REPLACEMENT: received one bid to replace the server, but followed up with we have two people in town and to be fair to them since they are business people in town we need to get a bid from both. City Attorney Connor said that he is trying to determine if it is a mandatory or permissive bid situation. Mayor Gottman said that it is not mandatory but since there are two businesses in town doing it, you should give them both the opportunity to bid it. Connor said, for clarity sake this is something you are doing 3  this above & beyond any requirements to bid it out. Connor said that this is a permissive situation and are not required to take any bids your simply getting the most competitive pricing possible. Mayor Gottman said, that he is fully aware of that. He said that he looked up the law. Mayor Gottman said that he was questioned about it so he wanted to follow through. APPROVE OR REJECT BID FOR A motion was made by Barker and SERVER REPLACEMENT: seconded by Stunkel authorizing Mayor Gottman and City Clerk Peggy Bowen to make the decision for a new email server. Motion carried. APPROVE OR REJECT BIDS FOR A motion was made by Lester and IHPA SURVEY FOR WATER seconded by Stunkel approving the low TREATMENT PLANT: bid from Fred Finney to do the IHPA Archaeological Survey for the new Water Treatment Plant in the amount of $1,600.00. Motion carried. REVIEW OF EXECUTIVE SESSION Mayor Gottman reported after review MINUTES: there were no Executive Session Minutes to be released. A motion was made by Stunkel and seconded by Barker moved to except that there are no minutes to be released at this time. Motion carried. MAYOR’S REPORT: Mayor Gottman said, WOW!! What a week- end. Two years of planning, great team that worked together to pull this off. The good Lord, finally gave us some good weather Saturday afternoon and throughout the evening. The comments that Mayor Gottman have heard is that we need to do some kind of thing like we did Saturday night on the parking lot more often. Mayor Gottman said that he has heard more positive than negative. It was a very good event. A lot about the Community Church Service Sunday morning. There 4  were five local congregations coming together for the community church service that took place at the Vandalia Jr. High. Mayor Gottman publicly thanked the Vandalia Police Department, Fayette County Sheriff’s Office and the Public Works Department for their efforts in helping with the event to make it such a success. Mayor Gottman wanted to recognize for those who were unable to attend the photo shoot Saturday afternoon we are on the record in the 116th Congress. U.S. Rep. John Shimkus had recognized on the House of Representatives floor record Vandalia’s 200th birthday. Mayor Gottman said that the time capsule buried during Vandalia’s Sesquicentennial Celebration in 1969 was opened. The only survivor of the 1969 celebration was Otto Cuppy who was present to reveal things that were in the time capsule. Steve Stombaugh was asked to cut open the box used for the time capsule, which was built by his father George Stombaugh. The items were in very good shape. The items will be displayed in a showcase at City Hall. STANDING COMMITTEES: Barker reported that our Tourism Director, Jessica Hampton will be leaving for Australia for seven weeks. Barker announced that plans are underway to make Olde Tyme Christmas a bigger event this year. It will take place on November 15th-16th. Mayor Gottman said that 45 vendors, not counting food vendors have already signed up for holiday event. 5  Barker said that the Santa House will be placed on the city lot at the northwest corner of Fifth & Gallatin Street. COUNCIL MOVES INTO EXECUTIVE A motion was made by Stunkel and SESSION AT 6:59 P.M.: seconded by Hobler to move into Executive Session at 6:59 P.M. under 5ILCS120/2 for the sale or inquiry of land. Roll Call: Stunkel, yea; Barker, yea; Hubler, yea; Lester, yea; Brosman, yea; Hobler, yea. Motion carried. EXECUTIVE SESSION ENDS AT Executive Session ended at 7:18 P.M. 7:18 P.M.: REGULAR SESSION RECONVENES Mayor Gottman reconvened the regular AT 7:30 P.M.: council meeting at 7:30 P.M. with a roll call vote: Hobler, yea; Brosman, yea; Barker, yea; Hubler, yea; Lester, yea; Stunkel, yea. NO ACTION FROM EXECUTIVE There was no action taken from SESSION: Executive Session. ADJOURNMENT: A motion was made by Stunkel and seconded by Hubler to adjourn.
