CITY COUNCIL Regular Meeting July 1, 2019 6:30 P.M. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 6:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all present. ROLL CALL: Aldermen present were: Brosman, Hobler, Lester, Barker, Rebbe, Stunkel, Hubler and Crawford. MOMENT OF SILENCE FOR LISA A moment of silence was observed for EARNEST: Lisa Earnest who was killed in a chain-reaction crash along I-24 in Massac County, Il Sunday afternoon. Our deepest condolences to the family. MINUTES: A motion was made by Stunkel and seconded by Barker approving the minutes from the June 17, 2019 meeting as presented. Motion carried. A motion was made by Stunkel and seconded by Crawford approving the Treasurer’s Report to be filed for audit. Motion carried. REGULAR BILLS: A motion was made by Stunkel and seconded by Hobler approving the regular bills as presented. Motion carried. SPECIAL BILLS: A motion was made by Stunkel and seconded by Crawford approving the Special Bills as listed: SCIRP&DC in the amount of $2,500.00 for Staff time 1  & Execution of Environmental Clearance for an Economic Development Community Development Block Grant for Octochem, Inc. for the amount of $400,000.00; New Wave Communications in the amount of $2,994.00 for phone service for Water Plant, Garage, Police & Tourist Info Center; Kathleen Field Orr & Associates in the amount of $1,705.00 for Review of TIF application for Octochem; Chandler Brothers Construction in the amount of $9,719.48 for concrete work completed on Fourth St.,& a New Brick Sailor Rigid Stamp; U.S. Bancorp in the amount of $14,781.19 for water meters; Litho Specialists in the amount of $2,391.00 for Special Window Envelopes for laser bills; SPX Flow Technology in the amount of $7,796.85 for Classic Motor kit & Drive Assembly SS CPL G Shaft; Hawkins, Inc. in the amount of $3,260.00 for chemicals; Brenntag Mid South, Inc. in the amount of $4,925.00 for chemicals. Motion carried. FIRST READING OF LIQUOR A first reading for a liquor license LICENSE 8TH DAY VENUE, LLC: for the 8TH Day Venue LLC, which is for the event center on Veterans Avenue was heard by the council. Brandy Cripe and Sherri Hill were present for questions. The council will vote on the license at the July 15th council meeting. APPROVAL OF THE LAKE A motion was made by Stunkel and COMMITTEE MEETING MINUTES seconded by Hobler approving the Lake FROM APRIL 22, 2019: Committee Meeting Minutes from April 22, 2019 as submitted. Motion carried. APPROVAL OF THE LAKE A motion was made by Stunkel and COMMITTEE MEETING MINUTES seconded by Hobler approving the Lake FROM MAY 13, 2019: Committee Meeting Minutes from May 13, 2019 as submitted. Motion carried. 2 RESOLUTION #2019-7-1-A: A motion was made by Barker and SUPPORT & COMMITMENT OF seconded by Stunkel Adopting LOCAL FUNDS: Resolution #2019-7-1-A, Support & Commitment Of Local Funds. The Community Development Block Grant will be used for a community development project on roadwork from Rt 51 west on Payne Street and then south on Wagner Street to the south entrance of Octochem and will help with the expansion of Octochem. The city is requesting $400,000.00 in grant funding for the project with the remaining funds coming from IDOT in the amount of $613,536. And the city will pay $140,739.00. RESOLUTION #2019-7-1-B: A motion was made by Brosman and RESOLUTION APPROVING AN seconded by Stunkel Adopting AGREEMENT FOR GRANT Resolution #2019-7-1-B, Approving An MANAGEMENT SERVICES BETWEEN Agreement For Grant Management THE CITY OF VANDALIA, IL AND Services Between The City of Vandalia, SOUTH CENTRAL ILLINOIS Illinois And South Central Illinois REGIONAL PLANNING & Regional Planning & Development DEVELOPMENT COMMISSION Commission. Roll Call: Barker, yea; Crawford, yea; Hobler, yea; Stunkel, yea; Rebbe, yea; Lester, yea; Hubler, yea; Brosman, yea; Motion carried. RESOLUTION #2019-7-1-C: A motion was made by Stunkel and TEMPORARY CLOSURE OF OLD RT seconded by Crawford where the 140 FROM THIRD ST. TO FIFTH Vandalia Historical Society is ST. FOR WINE & ALE WITH ABE sponsoring a “Wine & Ale with Abe” is asking for temporary closure of Old Rt. 140, a State Highway in the City of Vandalia, from Third Street to Fifth Street on September 28th. 3  Amy Gaffney and Susan Williams were present for the meeting and told the council that they had grown from 450 people attending the event held on the Statehouse lawn two years ago to about 900 last year and they hope that number will top 1200 this year. Gaffney said that the beer and wine would be served on Charters Patio with the music stage on Fourth Street between Something Special and Witness Distillery. Mayor Gottman questioned if there would be any alcohol carried onto Gallatin Street. Gaffney and Williams both said that they would be able to drink on Gallatin Street. Mayor Gottman said that they would have to get state approval to allow alcohol on Gallatin Street since it is a state highway. Mayor Gottman reminded them that they will have to name both IDOT and the City of Vandalia as additional insured. Mayor Gottman said that he would make contact with IDOT tomorrow. The council unanimously approved the closure for the event. HISTORICAL SOCIETY REQUEST A motion was made by Stunkel and TO CLOSE 4TH STREET BETWEEN seconded by Crawford granting a MAIN & JOHNSON STREETS request from the Historical Society to SEPTEMBER 28, 2019: close Fourth St. Between Main & Johnson Street on September 28 th for the “Wine & Ale with Abe” Motion carried. 4 CITY ADMINISTRATOR: Paslay reported that she attended the Illinois Municipal Treasurer’s Association Summer Conference. She announced that she was reelected to the Board of Directors for a two year term. MAYOR’S REPORT: Mayor Gottman announced that the Fayette County Hospital announced Monday that Sarah Bush Lincoln of Mattoon will oversee its operations. Sarah Bush has purchased Heartland Health System the corporation that operates Fayette County Hospital and Fayette County Long Term Care. Mayor Gottman announced that last Tuesday he went to Bloomington-Normal to be interviewed by his colleagues for First Vice President for the Illinois Municipal League. He was voted on the nomination committee which will go to the full board of the directors of the Illinois Municipal League to become First Vice President of the IML. Mayor Gottman will be attending the summer board meeting later this month. Mayor Gottman announced that there will be a meeting on the Comprehensive Plan on Thursday July 11, 2019 at 6:30 p.m. Please plan to attend. Mayor Gottman encouraged the council to read through the draft and any feedback get it in by early of next week. STANDING COMMITTEE REPORT Public Works Director, Marlin Filer reported that they finished up their oiling last week. They will be painting the crosswalks in the next few weeks before school starts. 5  Brosman who is the Chairman of the Water & Sewer Committee took a tour of the Water Treatment Plant and definitely see the need for replacement. Stunkel, who is the new Chairman of the Lake Committee went out for a meet and great with the guys. He along with Zac Kopp and Dan Barenfanger went to tour the lake today. Stunkel did mention that there is definitely an ATV problem out there with a lot of ruts coming out of different places. Stunkel publicly thanked Filer for mowing the roadsides out by the Vandalia Lake. Mayor Gottman said that he met with the attorney in reference to the 99 year lease lots out at Vandalia Lake. There will be a public meeting in regards to that. Notification will be made when the meeting is scheduled. It will be off site due to the amount of people. This is only for the 99 year lease lot holders, anyone can come. Mayor Gottman reminded everyone that the Fourth of July Celebration fireworks will be on Saturday, July 6th.
