City Council Regular Meeting December 5, 2022 6:30 p.m. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all that were present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 6:30 pm. ROLL CALL: Aldermen Brosman, Lester, Lewey, Hubler, and Hobler were present. Barker, Rebbe and Stunkel were absent. MOMENT OF SILENCE: A moment of silence was held for Jim Bowen, former owner of Bowen Oil and former member of the Zoning Board of Adjustments. APPROVAL OF CITY COUNCIL Motion was made by Brosman and MEETING MINUTES DATED seconded by Hobler to approve the NOVEMBER 21, 2022: minutes from the November 21, 2022 City Council meeting. Motion carried. TREASURER’S REPORT: Treasurer’s report for period ending November 30, 2022 was reviewed. No action required. REGULAR BILLS: Motion was made by Brosman and seconded by Hobler to approve the regular bills as submitted. Motion carried. SPECIAL BILLS: Motion was made by Hobler and seconded by Brosman to approve the special bills as presented: Stalker Radar in the amount of $1,917.50 for police equipment; Land of Lincoln Credit Union in the amount of $7,000.00 for sewer vac; Five Star 1 Rental in the amount of $2,000.00 for lift rental; Nick DePaolo in the amount of $3,200.00 for tree removal; Ameren Illinois in the amount of $3,271.54 for utility bill; Dinges Fire Company in the amount of $1,825.13 for fire equipment; Diversified Inspections in the amount of $1,707.84 for safety inspection; Illinois South Tourism in the amount of $3,800.00 for advertising; ProWire, LLC in the amount of $2,000.00 for security cameras for Festival of Lights; FNB Community Bank in the amount of $94,182.47 for land payment; Brenntag Mid South, Inc., in the amount of $8,716.80 for supplies; Hawkins, Inc., in the amount of $1,547.80 for supplies; Pro-Fab Metals, Inc., in the amount of $1,800.00 for maintenance to equipment. Motion carried. ORDINANCE 2022-12-5-A: Motion was made by Brosman and AN ORDINANCE AUTHORIZING seconded by Lewey to approve IMPOSITION OF TRASH ordinance 2022-12-5-A: An Ordinance COLLECTION FEES FOR Authorizing Imposition of Trash NORTH SIDE LAKE CAMPING Collection Fees for North Side Lake LOTS AND APPROVING FORMS Camping Lots and Approving Forms for FOR ALL LAKE FEES: all Lake Fees. Roll call: Hubler, yea; Brosman, yea; Lewey, yea; Lester, yea. Barker, Rebbe and Stunkel were absent. Hobler abstained. Motion carried. UNFINISHED BUSINESS: Paslay will contact Lee Beckman regarding a change order for Octochem as discussed at the 11/21/2022 Council meeting. MAYOR’S REPORT: Gottman reported that he attended an IML Board meeting in Chicago over the weekend. He thanked the Festival of Lights Committee for their hard work. 2 CITY CLERK’S REPORT: Nothing to report. CITY ADMINISTRATOR’S Nothing to report. REPORT: SAFETY CODE OFFICIAL: Report provided in last meeting’s packet. STANDING COMMITTEES Paslay stated the contractor who was REPORTS: awarded the bid for construction of a new cemetery building has been contacted. ANNOUNCEMENTS AND Regarding the Octochem project, CONCERNS: Lewey asked how long of a delay the contractor was requesting. Paslay thought it was possible it could be February or March due to difficulty in obtaining materials. She will follow up with Lee Beckman tomorrow and email the Aldermen what she has found out.
