City Council Regular Meeting October 2, 2023 6:30 p.m. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all that were present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 6:30 pm. ROLL CALL: Aldermen Brosman, Lester, Hobler, Bowen, Stunkel, Barker, and Hubler were present. Lewey was absent. APPROVAL OF CITY COUNCIL Motion was made by Stunkel and MEETING MINUTES DATED seconded by Barker to approve City SEPTEMBER 18, 2023: Council meeting minutes dated September 18, 2023. Motion carried. APPROVAL OF SPECIAL Motion was made by Stunkel and MEETING MINUTES DATED seconded by Brosman to approve SEPTEMBER 28, 2023: Special City Council meeting minutes dated September 28, 2023. TREASURER’S REPORT: Treasurer’s report for period ending August 31, 2023 was reviewed. No action required. REGULAR BILLS: Motion was made by Stunkel and seconded by Hobler to approve the regular bills as submitted. Motion carried. ACCEPTANCE OF THE Motion was made by Hubler and TOURISM COMMISSION seconded by Stunkel to accept he MEETING MINUTES DATED Tourism Commission meeting minutes AUGUST 15, 2023: 4  dated August 15, 2023. Motion carried. UNFINISHED BUSINESS: Gottman said that Lee would be at the next meeting. MAYOR’S REPORT: Gottman reported that County Market will be closing Friday September 6th. Gottman said that he spoke with Justin Atwood and he is looking to do something in the community in regards to the meat, deli and bakery. Gottman reported that he was trying to get a hold of the new owners of Dollar General. Gottman said that the Farina Meat Locker will be closing in December. The IGA and Wayne’s grocery store in Greenville has sold. The grocery store in Altamont has also sold. Gottman reported that he has four applications for the Economic Development Director. Gottman reported that they had a good IML meeting in Chicago. Brad Cole has been moved to the CEO and they are going to hire a Chief Operating Officer for Risk Management and the Illinois Municipal League. Gottman said that Paslay, Barker and Bowen also attended the IML meeting. Bowen thanked Paslay for getting them signed up. CITY ATTORNEY’S REPORT: Connor reported that Keiser’s court date is Tuesday at 1pm. Connor said that Cathy Silva’s property is in negotiation and there is an attorney involved. CITY CLERK’S REPORT: Nothing to report. 5 CITY ADMINISTRATOR’S Nothing to report. REPORT: SAFETY CODE OFFICIAL Report provided in previous meeting REPORT: packet. STANDING COMMITTEE Barker reported that he spoke with REPORTS: James and he was doing paperwork and digging right in. They are getting things ready for things for the winter. Gottman said that we got a quote from Kirk’s Inc for the blue windows at City Hall in the amount of $44,390.00. There will no action, Gottman and Lester will go through it and come up with a recommendation. Gottman said that he spoke with Mike Halford about the Veterans Park and they want the pavilion put up first and then the stones. Gottman will talk to Lee about it. Stunkel reported that there was Lake Committee meeting today at 4pm. Stunkel said that they discussed the fees for the septic inspections. Stunkel said that the fees were $200 a day for residential and $50 a month for camping. Stunkel also said that they discussed having the lot numbers posted at their lake lot on the north side of the lake. Stunkel said that we would get prices to see how much it would cost for the City to put up lot number signs for each lot. Stunkel said they are getting bids for the Maintenance building. Hubler reported that he went to the Wine & Ale with Abe and he thought that it wasn’t as crowded as the past. Hubler said that there was a marketing scheme to target Wine & Ale and we need to review it at the next Tourism meeting. Paslay reported that there was going to be a Friday the 13th event at the Patio that involves 4 bands starting at 7pm. They are requesting to close 4th 6  Street from 4-10pm. Motion was made by Brosman and seconded by Barker to approve the street closure. Motion carried. The last Farmers Market is Saturday October 14th from 8-11am and the Grand Levee is Saturday October 14th from 10-4pm. Downtown Trick or Treat and citywide Trick or Treat will be October 28th. This N That will be having a Witches Night Out from 10am-10pm, so part of 5th Street will be closed. They will be having food trucks, live music and costume contests. Olde Tyme Christmas vendor applications are on the Facebook page, the City website and at City Hall. Paslay said that there are 15 vendors already signed up and others are sending them in. The vendor fair will be at the Methodist Family Center on Main and 4th Street. Festival of Trees will be Friday November 17th. Gottman said that Kim is the fulltime Site Manager at the Statehouse. Bowen reported that there will be a Finance meeting next Monday October 9th at 4pm and a Personnel meeting following. Gottman asked that all Council members attend. All the department heads are required to be there. ANNOUNCEMENTS AND Barker wanted to add that there are CONCERNS: grants to get assistance for tearing down houses. Bowen said that October 28th Abate will be sponsoring a Veterans Benefit Walk and believes that the money will go to the Veterans Memorial Park. They will be starting at Willy’s at 4pm and will go to Cages and the Moose. ADJOURNMENT: Motion was made by Hubler and seconded by Barker to adjourn the meeting.
