Parks and Recreation Advisory Board
Monday, April 21, 2014 3:00 PM Council Chambers
I. Call To Order
A Regular Meeting of the Parks and Recreation Advisory Board was held
this date in Council Chambers at City Hall. Chair Linda Kenfield called
the meeting to order at 3:00 p.m.
II. Roll Call
Present: 5- Chair Linda Kenfield, Joan Piper, Vice Chair Charles Alfano, Jim Woods and
Cindy Hicks
Absent: 2- Steve Byington and Verna Silk
Also Present
Ex-officio Vice Mayor Emilio Carlesimo, Public Works Director John
Veneziano, Sarasota County Sports Director and Athletic Manager Pat
Calhoon, and Recording Secretary Heather Taylor.
III. Approval of Minutes
1. 14-0507 March 17, 2014 Regular Meeting Minutes
Ms. Hicks requested an amendment to clarify her statement "and the
library being slated to be torn down in its present location and being
rebuilt in a slightly different location" on the March 17, 2014 minutes.
A motion was made by Mr. Woods, seconded by Vice Chair Alfano, that the
Minutes of the March 17, 2014 meeting be approved as written.
A motion was made by Mr. Woods, seconded by Vice Chair Alfano, that the
Minutes of the March 17, 2014 meeting be amended to remove the verbiage "and
the library being slated to be torn down in its present location and being rebuilt
in a slightly different location" and replace with "it is expected that the Venice
Library will be repaired or possibly moved in the future. It is not in the county
budget at this time". The motion carried by voice vote unanimously.
A motion was made by Mr. Woods, seconded by Ms. Piper, that the Minutes of
the March 17, 2014 meeting be approved as amended. The motion carried by
voice vote unanimously.
IV. Audience Participation
Bob Lentz, President Sarasota Croquet Club, introduced present club
members, provided photos of two shelters and requested support
regarding installation of concrete paving under the shelters, provided a

background on the club, past renovations to the court, and answered
board questions regarding dimensions of the pad, zoning permits,
canopy design, long term plans, public restrooms, and ADA accessibility.
Mr. Veneziano spoke to the parks master plan, Pinebrook Road
expansion, and restrooms.
A motion was made by Vice Chair Alfano, seconded by Ms. Hicks, that the Board
supports and endorses the Sarasota Croquet Club's request to install two
concrete paved areas under shelters, one being 20 x 26 and the other being 10 x
20, in compliance with city specifications. The motion carried by voice vote
unanimously.
V. Unfinished Business
1. 14-0533 Cultural Center Bridge - Kathleen Weeden
Ms. Kenfield summarized the Cultural Center Bridge landscape project,
provided feedback from the engineering department, and noted the
request that Ms. Hyman provide sketches to the engineering
department.
2. 14-0534 Venice Beach Survey - Venice Area Beautification Inc. (VABI)
Judith Keeler, President of VABI, provided a summary of results from
the Venice Beach Improvement Survey, elaborated on comments
regarding restroom and parking improvements, maintenance, debris,
environmental awareness, and improvements to accessibility for the
impaired.
Discussion followed on consideration in the master plan for Venice
Beach renovation, ADA requirements, safety of swimmers, and the
placement of palm trees on the beach.
Ms. Keeler clarified her current responsibilities with VABI, and
referenced meetings regarding palm trees being planted on the beach.
Further discussion followed on state permits to plant palm trees on the
beach, Gulf Coast Community Foundation's potential partnership with
VABI, grant requests, and the priority of restroom and parking
improvements.
Mr. Veneziano spoke to funding issues within the master plan concept ,
parking, SCAT bus frequency and alternate transportation to the beach,
and the responsibility of beach cleaning.
Mr. Carlesimo noted his excitement with the survey, stated council is
committed to maintaining the beach, he will follow up with council
regarding wifi at the beach, and spoke to the grant writer vacancy, past

beach cleaning done by the county following significant storms, council's
goal to expand bus routes in Venice, future trolley usage, and subsidized
transportation.
Following the motion, Mr. Carlesimo recommended the high priority
items be identified in the motion.
A motion was made by Ms. Hicks, seconded by Ms. Piper, that the board
recommend that the high priority items from the survey be put forth before the
master plan for the parks.
A motion was made by Ms. Hicks to amend the motion to read "that the board
recommend that the high priority items such as restrooms, parking, and
maintenance, from the survey be put forth before the master plan for the parks.
The motion as amended carried by voice vote unanimously.
3. 14-0535 America in Bloom - Bob Vedder
Mr. Vedder, VABI representative, provided an update on the planters
being installed downtown, gave some insight on the June 2, 2014 and
June 3, 2014 judging of the America in Bloom competition, noted there
has been two sessions to get ideas on how to improve the community,
and spoke to approval on two planter projects, a community profile, and
sponsors.
VI. New Business
1. 14-0536 Potential Changes in Park Board Responsibilities - Emilio Carlesimo
Mr. Carlesimo briefly discussed the recommended changes and
responsibilities.
Ms. Kenfield provided clarification to the verbiage in Ordinance No.
2014-11 regarding expansion of duties and responsibilities of the Parks
and Recreation Advisory Board, and provided an update on the parks
board orientation tour.
VII. Updates
1. 14-0508 Sarasota County Update
Pat Calhoon, Sarasota County Parks and Recreation, talked about
athletic field quality inspections, baseball tournament economic impact
numbers, noted the Florida Cup soccer tournament this weekend will be
the largest hosted in Sarasota County, and spoke to event parking,
purchasing goal posts for the Venice Viking field, the county wide shade
structure program, portable mounds and fences, reinstatement of
aspirational signage regarding tobacco, and flooring issues, plants,
water pump and sprinklers around the Venice Community Center.

Discussion followed regarding the status of the historic marker at
Humphris Park, post relocation, and Capital Improvement Report
categories.
Mr. Veneziano spoke to the five year master plan, lighting systems,
standards being litigated for safety issues, and facility reservation
software systems.
2. 14-0509 City of Venice Update
Mr. Veneziano passed around a Capital Improvement Program list that
identifies the maintenance needs for the next five years, answered
questions regarding the showmobile usage, spoke to eco-cafe location,
East Gate Park maintenance, Michael Biehl Park sprinklers, and bicycle
signs, and provided an update on the fish sign.
Mr. Calesimo commented on the sign at the Crows Nest, stated it was
done nicely and is used frequently.
Discussion followed on the maintenance of the bicycle lane on Harbor
Drive, consideration at the April 22, 2014 Council meeting regarding the
transfer of roads between the county and city, law enforcement towards
bicyclists, and the bus expansion to Caspersen's.
3. 14-0510 Miscellaneous Updates
Ms. Kenfield stated the city recognized National Arbor Day, she shared
with council the installation of trees, and spoke to the city's volunteer
efforts, and big tree maintenance program.
Mr. Carlesimo discussed council's consideration and adoption to the
change in the language for the STAR student requirement, referenced
the ecological board having to go through three boards to open new
facilities and the need to streamline the process, and provided status to
Ms. Pipers request to investigate the green space owned by West Coast
Inland Navigation District (WCIND).
