Unapproved Minutes Council Special Session August 23, 2017 Wednesday 5:30 p.m. The special session of the City Council, City of Vermillion, South Dakota was held on Wednesday, August 23, 2017 at 5:30 p.m. at the City Hall large conference room. The special meeting is a joint meeting with the Planning Commission to review the 2035 Comprehensive Plan. 1. Roll Call Present: Collier-Wise, Holland, Humphrey, Meins, Price, Sorensen, Ward, Mayor Powell Absent: Erickson 2. Pledge of Allegiance 3. Adoption of Agenda 272-17 Alderman Collier-Wise moved approval of the agenda. Alderman Price seconded the motion. Motion carried 8 to 0. Mayor Powell declared the motion adopted. 4. Comprehensive Plan Review Mayor Powell on behalf of the City Council thanked the Planning Commission for all their work in developing the 2035 Comprehensive Plan that is being reviewed tonight. Jake Losinski, Assistant to the City Manager, reported that the Planning Commission and SECOG have been working on the 2035 Comprehensive Plan for several years. Jake noted that the Planning Commission is very familiar with the document while copies were just recently distributed to the City Council. Jake reported that state statute requires the City to have a comprehensive plan. Jake stated that the comprehensive plan serves as a land use road map for the community. Jake reviewed the contents of each section of the comprehensive plan. From the City Council it was suggested the need to include parks and green space in the development areas and noted that there may be other growth areas outside the seven included in the document. It was suggested to include in the Vermillion History section reference to the 1858 treaty with the Yankton Sioux Tribe. 1 Jake requested that any grammar corrections be forwarded to City staff to be included in the final document for the Planning Commission. Jake stated that the current timeline is the Planning Commission considering the 2035 Comprehensive Plan at their August 28, 2017 meeting for which a public hearing has been advertised. Jake stated that this is just a timeline and if additional time is needed another hearing can be advertised. Jake stated that, if the 2035 Comprehensive Plan is recommended for adoption by the Planning Commission, a public hearing will be held by the City Council on September 5th to adopt the plan. Mayor Powell requested that the items brought forward be considered for updating to the plan for recommendation by the Planning Commission to the City Council for adoption. 5. Adjourn 273-17 Alderman Ward moved to adjourn the Council Meeting at 6:26 p.m. Alderman Sorensen seconded the motion. Motion carried 8 to 0. Mayor Powell declared the motion adopted.
