Approved Minutes Council Special Budget Session August 16, 2018 Tuesday 5:30 p.m. The special budget session of the City Council, City of Vermillion, South Dakota was called to order on Thursday, August 16, 2018 at 5:30 p.m. at the City Hall large conference room. 1. Roll Call Present: Collier-Wise, Hellwege, Holland, Humphrey, Price, Sorensen (arrived at 5:35 p.m.), Ward, Willson, Mayor Powell 2. Pledge of Allegiance 3. Adoption of Agenda 272-18 Alderman Price moved approval of the agenda. Alderman Ward seconded the motion. Motion carried 8 to 0. Mayor Powell declared the motion adopted. 4. Visitors to be Heard - None 5. New Business – None Alderman Sorensen arrived 5:35 p.m. 6. Budget Workshop The Council continued the review of the 2019 proposed budget and 2018 revised budget by reviewing the following sections of the budget with the City Manager and Department Heads: Utility Fund: Water, Wastewater, Electric; Maintenance & Transportation: Service Center, Mechanic’s Garage, Street Department, Snow Removal, Sweeping & Mowing, Carpentry; Policy & Administration: Engineering/Planning and Zoning; Maintenance & Transportation: Old Library Maintenance, Old Landfill Maintenance, Airport; Special Funds: Storm Water Collection; Capital Projects Fund: Special Assessment Projects, Airport Improvements, Bike Path, Prentis Park Improvements: Internal Service Funds: Equipment Replacement Fund; Human Development and Leisure: Parks and Forestry, Recreation, Prentis Plunge Swimming Pool, National Guard Armory & Community Center, Mosquito Control; Special Funds: Parks Capital Improvement; Enterprise Funds: Bluffs Clubhouse, Bluffs Maintenance; Capital Projects Fund: Prentis Park. 1 Mayor Powell stated that the Council has completed the review of the proposed budget and asked the Council if there were items they wanted reviewed or wanted additional input. Alderman Collier-Wise reported that the Labor and Finance Committee reviewed the outside agency funding as a percentage of the fund revenues and wanted to know if the proposed budget was within the percentage range. John Prescott noted that he had started the calculation but did not have that completed but would have it by Monday night for review. Discussion followed on the outside agencies requests and proposed funding levels. Alderman Willson provided the newspaper article from when the BBB sales tax was created noting that it was to be used for economic development and that now more items are being funded from the BBB sales tax as the ordinance language allows for promotion and advertising of the city. It was suggested that the use of BBB funds as well as general fund for outside agency funding be reviewed as was done by the Labor and Finance Committee and that the BBB ordinance be updated to preserve the growth of BBB funds for economic development. Discussion followed on if it would be possible to include the matching funds requested by Public Transit for a new bus. The discussion included noting the number of users which use the transit to get to work and that it is the only public transit in the community. Discussion followed with Nate Welch, Executive Director of the VCDC, explaining the use of the BID #1 funding for the Visitors and Tourism Committee of the VCDC. Nate also reviewed the VCDC operating request for funding that increased from $220,000 in 2018 to $250,000 in 2019 from the BBB sales tax fund. Discussion followed on the BID and VCDC funding. 273-18 Alderman Collier-Wise moved to amend the proposed budget to remove the $5,000 BBB sales tax funding for USD Admissions and request administration include $15,000 of funding for Vermillion Public Transit for matching funds for a new bus. Alderman Sorensen seconded the motion. Discussion followed. Motion carried 9 to 0. Mayor Powell declared the motion adopted. 274-18 Alderman Willson moved to maintain the $1 million second penny sales tax reserve for the downtown infrastructure project. Alderman Price seconded the motion. Motion carried 9 to 0. Mayor Powell declared the motion adopted. 7. Adjourn 2 275-18 Alderman Ward moved to adjourn the Council Meeting at 9:48 p.m. Alderman Price seconded the motion. Motion carried 9 to 0. Mayor Powell declared the motion adopted.
