JANUARY 21, 2025 CITY COUNCIL MEETING SUMMARY:
A Proclamation recognizing February as Black History Month and a Proclamation commemorating the 75th Anniversary
of the Vermillion Lions Club were read.
A special permit to exceed permissible noise levels by no more than 50% for a USD Vocal Jazz choir concert on or about
Tuesday, April 15, 2025 from 5:00 p.m. to 6:30 p.m. at Ratingen Platz at the corner of W. Main Street and Market Street
was approved. A request to close Market Street from W. Main Street to the alley between Kidder Street and W. Main
Street for the concert was also approved. The concert is open to the public.
The first reading of Ordinance 1528 to rezone Lots 1 and 2, Block 1 of the Jack Powell Addition from R-3 Residential to
GB General Business was approved. The ordinance was advanced to the February 3, 2025 meeting. The two lots are at the
southwest corner of the intersection of Highway 50 and Highway 19 and were planned from the initial purchase of the
property to be developed as commercial lots as they serve as an entry point to the community.
The second reading of Ordinance 1527 was approved. This ordinance adds language to City Code that the City Council
can adopt a fine for collection of solid waste before the approved starting time or on a day that is not approved. The City
Council also adopted a Resolution setting the first violation of the ordinance in a calendar year at $56.50 plus court costs.
A second violation of the ordinance in the calendar year results in a fine of $106.50 plus court costs.
The Final Plat of the Jolley Addition was approved. The former Jolley School site was platted into 13 single-family lots
and a park at the south end of the property. The lots are similar in size to neighboring lots on S. University Street and
Linden Avenue. It is anticipated that the City Council will consider bids for the removal of hazardous materials such as
asbestos from the former school building at the February 3, 2025 meeting. Removal of the hazardous materials is the first
step in the demolition process. As the window glazing in the original portion of the building contains asbestos, the
windows will be removed and boarded up until the final demolition takes place.
City Manager’s Report:
Business Improvement District #1 (BID Board) meets on Wednesday, January 29, 2025 at 4:00 p.m. at City Hall. This
Board works with the $2 per night, per occupied hotel room fee.
It is anticipated that a contract for the construction of the tennis/pickleball facility will be on the February 3, 2025 agenda.
Raffle notifications:
St. Agnes will be selling $5 raffle tickets during their Classic event on Friday, January 31, 2025. The prize is $250 worth
of pork lions. The raffle proceeds will be used to cover technology and other maintenance and expenses.

towards a silent or live auction event that evening. The raffle proceeds will be used to cover technology and other
maintenance and expenses.
Vermillion After Prom Committee is selling $20 raffle tickets from January 26 to February 9, 2025. Each raffle ticket is
numbered and matches up with a square on a Super Bowl Board. The intersection of the last digit of the score of each
team in the Super Bowl at the end of each quarter will determine the winner of the $100, $150, $200, & $250 prize. The
proceeds will be used for food, prizes, and entertainment for the 2025 after-prom party and post-prom breakfast.
The USD Student Occupational Therapy Association will be selling raffle tickets at 1 for $10 or 3 for $25 from February
3, 2025 to March 3, 2025. The drawing will be on March 4, 2025. Prizes are a Ninja Creami, a $100 Amazon gift card,
and an Owala water bottle with gift cards. Proceeds from the raffle will be used for educational classes and conference
costs.
